International audience ; The global impact of climate change on natural disasters is constantly growing and justifies special attention so that the instruments and means likely to limit their effects are effective. On the other hand, man-made disasters with an international scope seem to be on the decline, the one that affected Lebanon in 2020 is however an exception. Population movements caused by disasters and conflicts make the issue of migrants and refugees a major challenge for the construction of international human security. International regulations on this point are still embryonic, mainly taking non-binding forms. For the victims of armed conflicts, international criminal justice, despite the persistence of mistrust on the part of States, has seen a certain number of advances. ; L'impact global du dérèglement climatique sur les catastrophes naturelles est sans cesse croissant et justifie une attention particulière pour que les instruments et les moyens susceptibles de limiter leurs effets soient efficaces. Les catastrophes anthropiques ayant une portée internationale semblent par contre en régression, celle qui a touché le Liban en 2020 fait cependant exception. Les mouvements de population provoqués par les catastrophes et les conflits font de la question des migrants et des réfugiés un enjeu majeur pour la construction d'une sécurité humaine internationale. La règlementation internationale demeure sur ce point encore embryonnaire, prenant principalement des formes non contraignantes. Pour les victimes des conflits armés, la justice pénale internationale, malgré la persistance de la méfiance des États, connaît un certain nombre d'avancées.

Du droit des migrants à la gouvernance des migrations : à propos des Pactes sur les réfugiés et les migrations de décembre 2018
International audience ; Foreigners' rights have become, especially in developed countries, a privileged instrument for managing migratory flows, but it has failed to cope satisfactorily with their increase. Always subject to the principle of sovereignty, in practice it only offers legal guarantees to a limited number of people. Moreover, it fails to avoid humanitarian disasters when migrants try to gain access to the territory of developed states at all costs. The Global Compact for Safe, Orderly and Regular Migration adopted on December 11, 2018 and the Global Compact on Refugees adopted on December 17, 2018 strive to place the law in a more comprehensive approach with the objective of global governance of migration. This should strive to mobilize all international, public and private actors and develop original means of action based on cooperation and partnership but also on the financial and operational commitments of stakeholders and the exchange of good practice. If the two Pacts have provided incentive instruments for implementation, this remains uncertain due to the lack of binding mechanisms for States and developments in international migration law. ; Le droit des étrangers est devenu, notamment dans les pays développés, un instrument privilégié de gestion des flux migratoires mais il ne parvient pas à faire face de manière satisfaisante à leur augmentation. International audience ; The ratification of the Protocol of Accession to NATO of the Republic of North Macedonia did not raise any difficulties before the French Parliament. However, on this occasion, questions reappeared about the meaning and future of NATO, about the interests and the challenges of this accession for the candidate states, in particular the Balkan states and, indirectly, about the relationship existing with their possible accession to the European Union. Entry to NATO remains the priority for these states. ; La ratification du Protocole d'adhésion à l'OTAN de la République de Macédoine du Nord n'a pas soulevé de difficultés devant le Parlement français. Néanmoins, à cette occasion sont réapparues les questions sur le sens et l'avenir de l'OTAN, sur les intérêts et les enjeux de cette adhésion pour les Etats candidats, notamment balkaniques et, indirectement, sur la relation existant avec leur adhésion éventuelle à l'Union européenne. L'intervention militaire de la France au Tchad en février 2019
International audience ; In February 2019, France used the air assets of Operation Barkhane in Chad to oppose a military operation from the North to overthrow President Déby. Paris justified its intervention by the threat of a coup against the ruling power. This justification, manifesting an interference in the internal affairs of Chad, is explained by the fundamental strategic interests at stake. Chad is in fact the main point of support for France in the fight against terrorist groups in the Sahelo- Saharan zone. ; En février 2019, la France a utilisé au Tchad les moyens aériens de l'Opération Barkhane pour s'opposer à une opération militaire venue du Nord et destinée à renverser le Président Déby.
