AbstractInterest groups face many choices when lobbying: when, who, and how to lobby. We study interest group lobbying across two stages of regulatory policymaking: the congressional and agency rulemaking stages. We investigate how the Securities and Exchange Commission responds to interest groups at the end of these stages using a new, comprehensive lobbying dataset on the Dodd-Frank Act. Our approach examines citations in the SEC's final rules which reference and acknowledge the lobbying activities of specific interest groups. We find that more than 2,900 organizations engaged in different types of lobbying activities either during the congressional bill stage, the agency rulemaking stage, or both. Meetings with the SEC and hiring former SEC employees are strongly associated with the citation of an organization in a final rule. Comments submitted by trade associations and members of Congress are cited more in a final rule compared to other organizations. While there is more variety in the types of organizations who lobby the bureaucracy than those who lobby Congress, presence does not necessarily lead to recognition or influence.

Lobbying presents an attractive postcongressional career, with some former congressional members and staffers transitioning to lucrative lobbying careers. Precisely why congressional experience is valued is a matter of ongoing debate. Building on research positing a relationship between political uncertainty and demand for lobbyists, we examine conditions under which lobbyists with past congressional experience prove most valuable. To assess lobbyist earnings, we develop a new measure, Lobbyist Value Added, that reflects the marginal contribution of each lobbyist on a contract, and show that previous measures understate the value of high‐performing lobbyists. We find that former staffers earn revenues above their peers during times of uncertainty, and former members of Congress generate higher revenue overall, which we identify by comparing revenues generated by individuals who narrowly won election to those who narrowly lost. These findings help characterize when lobbyists with different skillsets prove most valuable and the value added by government experience.

How are politicians informed and who do politicians seek information from? The role of information has been at the center for research on legislative organizations but there is a lack of systematic empirical work on the information that Congress seeks to acquire and consider. To examine the information flow between Congress and external groups, we construct the most comprehensive dataset to date on 74,082 congressional committee hearings and 755,540 witnesses spanning 1960–2018. We show descriptive patterns of how witness composition varies across time and committee and how different types of witnesses provide varying levels of analytical information. We develop theoretical expectations for why committees may invite different types of witnesses based on committee intent, interbranch relations, and congressional capacity. Our empirical evidence shows how committees' partisan considerations can affect how much committees turn to outsiders for information and from whom they seek information.

Most estimates of the incumbency advantage and the electoral benefits of previous officeholding experience do not account for strategic entry by high‐quality challengers. We address this issue by using term limits as an instrument for challenger quality. Studying US state legislatures, we find strong evidence of strategic behavior by experienced challengers. However, we also find that such behavior does not appear to significantly bias the estimated effect of challenger experience or the estimated incumbency advantage. More tentatively, using our estimates, we find that 30–40% of the incumbency advantage in state legislative races is the result of "scaring off" experienced challengers.

Political science is in large part the study of power, but power itself is difficult to measure. We argue that we can use newspaper coverage—in particular, the relative amount of space devoted to particular subjects in newspapers—to measure the relative power of an important set of political actors and offices. We use a new dataset containing nearly 50 million historical newspaper pages from 2,700 local US newspapers over the years 1877–1977. We define and discuss a measure of power we develop based on observed word frequencies, and we validate it through a series of analyses. Overall, we find that the relative coverage of political actors and of political offices is a strong indicator of political power for the cases we study. To illustrate its usefulness, we then apply the measure to understand when (and where) state party committees lost their power. Taken together, the paper sheds light on the nature of political news coverage and offers both a new dataset and a new measure for studying political power in a wide set of contexts.
