Intersectoral output linkages have long been of much concern to development economists and policy makers in developing countries. One of the unequivocal conclusions of the developmental debates over the years, however, is that GNP growth per se does not alleviate unemployment. Rather it is necessary to take into account the employment potential in determining sectoral priorities in the formulation of development policy. In this context, the aim of the paper is to identify key sectors of the Sri Lankan economy taking into account both output and employment linkages. (DÜI-Sbt)

Since about the mid-1970s an increasing number of traditional primary exporting countries have entered the arena of countries specialised on labour-intensive manufactured export lines. Although most low-income countries still depend on primary products for the bulk of their export earnings the identification of DCs generally as primary commodity exporters has lost much of its force. The paper, however, criticizes the approach of qualifying a DC by looking at "gross" terms in exports only. In most of the cases, manufactured exports are much smaller in value than primary products would be and, finally, the export potential in primary product sectors can be much bigger. (DÜI-Sbt)

Commodity composition and growth of exports from a "second tier" exporting country, Sri Lanka, are examined in terms of "net" export earnings series derived using the input-output technique. The findings show that the conventional practice of using gross export data to analyse export performance leads to rather misleading conclusions as to the reduced importance of primary exports in the export structure and overall export growth. The paper takes a critical look at the notion of linkages as guides to sectoral expansion in less developed countries. It is argued that the technological indices ignore basic needs and therefore unbalanced economic expansion based on such indices fails to foster the real process of development. According to the authors, however, this process consists of alleviating poverty and also providing the opportunities for the lower income groups to fulfill their ideas for living lives they would like to lead.
