The Silk Roads Ethos (SRE; Ling, 2014) animates the idea that India and China must draw from the legacy of historical exchanges for future cooperation. Mainstream scholarship on the subject employs and relies predominantly on a state-centric rivalry-oriented framework to study the issue, in which a standard focus on demographic comparisons, growth rates, GDP, FDI, energy-security complex, and cognate connotations of "hypermasculine war games" demarcate India-China relations in mutually distinct and discrete "boxed" categories (Banerjee and Ling, 2010). It also does not engage with the growing body of historically attuned, critical scholarship that focuses on the nuances of exchange, collaboration, and conflict between India and China. If scholars working on China-India are serious about offering a counter-hegemonic alternative to the current work-manuals, then our research approaches in understanding one another must also employ a counter-hegemonic epistemology. Drawing on insights from two recent collaborative projects, one on hydro-power projects in India and China, and a second, larger project on India-China relations, this article outlines the specific ways in which the wisdom of the SRE carries with it unequivocal empirical and pedagogical possibilities.

This article utilises the representation of the Chinese characters in the film Fire (1996) as a strategic site from which to examine the institutional marginalisation of India's Chinese minority community since the Sino-Indian war of 1962. Through a close examination of diplomatic documents and white papers exchanged between the governments of China and India during the 1960s, publications of the Indian government on the Sino-Indian war as well as newspaper articles and film reviews on Fire, this article delineates how the film's dehistoricised approach in representing Chinese minority voices and their criticisms against Indian society results in obscuring the legacy of the oppression of the Chinese community in India and in reiterating the state's nationalist construction of the Chinese Indians as treacherous, back-stabbing and irrational 'others'.

Advances in information technology (IT) have been critical to the USA for maintaining its competitive edge in the global economy, and the role of workers on the H-1B visa has been central in this process since the 1990s. The H-1B visa program, which allows US employers to hire skilled foreign workers on a temporary basis, enabled the recruitment of thousands of IT professionals, the majority of whom has been from India. Based on 40 in-depth interviews with Indian IT workers in the USA, this paper illustrates how the interplay between visa policies and flexible hiring in IT marginalizes this workforce. As a result of their fragile immigration status under H-1B visa terms, these workers are disproportionately employed as contract labor in an exploitative system of subcontracting. As an employment-based visa, the H-1B makes these workers dependent on their visa-sponsoring employers for immigration status and livelihood. The compulsion to remain employed and legal drives H-1B employees to accept severely exploitative work conditions, including wage cuts, deduction of commissions from hourly wages, lack of benefits, and frequent relocations. Theoretical insights from Asian-American studies, which foreground the historical nexus between US immigration policies and the gendered racialization of immigration, anchor the analyses of how current visa policies sustain the exigencies of late-capital.

Rapid economic growth in India during the last two decades has accentuated the demand for energy and natural resources related to water, land and forests. Based on a review of the current policy framework in these areas and data from fieldwork in the northeastern region of India, this paper addresses two inter-related themes: (i) how emerging economies like India have dealt with the question of access to resources in response to the opposing demands of 'inclusive growth' and more equitable development aimed at closing 'social divides'; and (ii) the specific case study of two seemingly contradictory development trajectories, namely the 'Green Mission' and hydroelectric power (HEP) dams on the river Teesta in India's northeastern Himalayan region. The authors' review of the policy agenda for water, land, forests and river dams suggests that current approaches toward growth have largely privileged a mainstream development perspective, promoted privatization and often aggravated existing social inequalities. The effectiveness of the so-called 'green' or sustainable development approaches has largely been compromised due to their mainstream and increasingly neoliberal orientation conceptualized within a primarily techno-bureaucratic policy framework. Data presented in this paper reveal that communities living within or adjacent to sites of conventional modes of development, such as HEP projects, have experienced displacement, loss of livelihood, social conflict and rapidly depleting natural resources. These socioeconomic and environmental problems have continued to replicate themselves in different parts of India despite a notable presence of the rhetoric of sustainability in policy documents on energy and responsible resource management at the national level. Following this analysis, the paper proceeds to draw attention to some of the current challenges and questions for policy making that fast-growing developing economies like India face.
