The Resilience Assessment Tool (ResAT) builds on broad academic literature that has identified characteristics of resilience-enhancing policies. However, it adds a distinction between policy characteristics that enhance either robustness, adaptability or transformability. This report presents the findings from an application of the Resilience Assessment Tool in eleven case studies across Europe to assess whether and how the current configuration of EU and national policies supports or constrains the capacity of regional farming systems to cope with the range of novel challenges. Understanding the CAP's effects on the resilience of regional farming systems requires an analysis of the interactions between the CAP and various other policies, which occur not only within the sector, but also across sectors and jurisdictional levels. ; ES; en; contact: barbara.soriano@upm.es

The rise of prices of agricultural commodities in global markets during 2007-2012 was followed by increased consumer food prices around the world. More expensive food may have an impact on consumer food access and thus on their welfare, not only in developing countries but also amongst the most vulnerable in developed countries. Using a longitudinal database from the Statistics on Income and Living Conditions and population-averaged models, we tested whether increasing food prices had an impact on household food deprivation in 26 European Union (EU) member states. Results revealed a significant relationship between food deprivation and the consumer food price index and disposable income. Households in the lowest income quintile in the member states recently acceded to the EU were the most vulnerable to food deprivation. Results also showed that low-income households in densely populated areas were more vulnerable to food deprivation. This should be taken into account when evaluating food assistance programmes that focus on the segments of the population most at risk of food deprivation.

The socio-economic decline of extensive sheep farming caused by its low profitability in southern European Union (EU) regions threatens marginal depopulated rural areas' survival. In the face of new future institutional and climate challenges, there appears to be an urgent need for strategies to improve economic performance. This paper aims to evaluate the economic performance and risk of two alternative demand-oriented and productive efficiency strategies: i) protected geographical indication certification, and ii) increased ewe reproduction prolificacy. Based on regional farm records and price data and a survey of 54 local farmers, we formulated a stochastic gross margin model to simulate and analyze four strategic scenarios (baseline, quality labelling, productive efficiency, and joint strategies) under two specific stressors, namely decreased lamb prices and increased feeding costs. We found that feeding costs constitute the main risk factor, whereas price instability has less influence. Our findings highlight improvements in performance under a quality scenario, albeit with higher vulnerability to price variability with respect to the baseline scenario. In contrast, the productive efficiency scenario performs much better in terms of average gross margin and reduced vulnerability to feeding costs, albeit with a larger variation for the expected outcomes. The paper casts light on the vulnerability of the quality label under price risk, and suggests the potential for the joint implementation of both quality production and productive efficiency strategies, which could compensate for their respective weaknesses. ; en; ES; contact: daniele.bertolozzi@upm.es

[EN] Following their introduction in 1992,direct payments have become one of the main instruments of the Common Agricultural Policy. The aim of this study is to analyse potential scenarios of harmonization of direct payments in the CAP post-2013. In doing so, we use the CAPRI model, which represents the functioning of agricultural markets at the global level and simultaneously models CAP measures at the EU regional level. Results suggest that while a flatter rate of direct payments would have minor impacts on agriculture at the EU level, it would imply substantial redistributive effects, both across regions and Member States. ; [ES] Desde su introducción en 1992, las ayudas directas se han perfilado como uno de los principales instrumentos de apoyo al sector agrario de la UE. The study aims at reviewing the implementing arrangements adopted recently by the EU Member States with regard to the risk management provisions in the agricultural sector. The study develops a general overview of the state of play of risk management in 2014/2020 Rural Development Programmes submitted by Member States (or Regions); examines similarities and differences in risk management tools implemented in order to gain a better understanding of their scope, their design, their limits and their potential efficiency; and suggests future CAP developments related to risk management in order to deal more effectively with income uncertainties and market volatility. ; Peer reviewed

One of the aims of the post‐2020 Common Agricultural Policy (CAP) is to improve the resilience of Europe's farming systems. The CAP of the budget period 2014–2020, however, has insufficiently supported the resilience of farming systems. The ongoing CAP reform process offers an appropriate opportunity to integrate a broader perspective on resilience in the CAP. We therefore propose a set of policy recommendations on how to improve the capability of the CAP to support more fully the resilience (i.e. robustness, adaptability and transformability) of farming systems in the EU. The policy recommendations are based on a comparative analysis of six national co‐design workshops with stakeholders and a final EU‐level workshop with Brussels‐based experts. We concluded three key lessons about the CAP's influence on resilience: (1) resilience challenges, needs and policy effects are context‐specific; (2) resilience capacities are complementary, but trade‐offs between robustness, adaptability and transformability occur at the level of policies and due to budget competition; (3) there is a need for a coordinated long‐term vision for Europe's agriculture, which is difficult to achieve through the bargaining processes associated with a CAP reform. We propose specific policy recommendations that could contribute to a better balance between policies that support robustness, adaptability and transformability of Europe's farming systems.

This research identifies and discusses potential improvements to RM across 11 European Union (EU) farming systems (FS). The paper proposes a comprehensive, participatory approach that accounts for multi-stakeholder perspectives relying on 11 focus groups for brainstorming and gathering suggestions to improve RM. Data analysis is based on content analysis and coding of suggested improvements, and their assessment through the lenses of main challenges faced, farms' flexibility, and dependence on subsidies. First, the results show that necessary improvements differ depending on whether they have their origin in sudden shocks or long-term pressures. Second, farm dependence on direct payments determines a stronger need to improve financial instruments, whereas farm flexibility suggests a need for more accessible and tailored tools for low-flexibility FS, and increased know-what and know-how for high-flexibility FS. Third, our findings indicate a potential for extending stakeholder involvement in RM to new or unconventional roles. Risk and risk management are essential elements of agriculture and affect the wellbeing of farm households. Farmers react to production, market and institutional risks and challenges by taking measures on or off the farm. Such risk management measures are often costly and have implications for up- and downstream industries as well as the environment. The risk exposure of European farms is increasing. For example, climate change will increase the frequency and magnitude of extreme weather events like droughts, heatwaves and heavy rainfalls that potentially have detrimental effects on agricultural production. Thus, the adaptive capacity and risk management options in European agriculture need to be improved. Policy shall support this process. Policies are needed to support a diversity of risk management solutions and not only focus on a few solutions. Strategies to cope with risk often go beyond the level of the individual farm. Cooperation, learning and sharing of risks play a vital role in European agriculture and shall be strengthened. Thus, coordinated policies targeting beyond the individual farm and considering all the stakeholders involved in the risk management strategies are needed to ensure their effective implementation. According to stakeholders that participated in workshops, the main functions of farming systems are related to food production, economic viability and maintenance of natural resources. Performance of farming systems assessed with regard to these and five other functions was perceived to be moderate. Past strategies were often geared towards making the system more profitable, and to a lesser extent towards coupling production with local and natural resources, social self‐organisation, enhancing functional diversity, and facilitating infrastructure for innovation. Overall, the resilience of the studied farming systems was perceived as low to moderate, with robustness and adaptability often dominant over transformability. To allow for transformability, being reasonably profitable and having access to infrastructure for innovation were viewed as essential. To improve sustainability and resilience of EU farming systems, responses to short‐term processes should better consider long‐term processes. The influence of the policy framework on the resilience of European farming systems cannot be understood without analysing the interplay between the CAP and various other policies across sectors and jurisdictional levels from the perspective of regional farming systems. This report shows a bottom-up evaluation of policy framework for farming systems in five regions: dairy farming in Flanders (Belgium), extensive sheep farming in Hoya de Huesca, Aragon (Spain), arable farming in De Veenkoloniën (The Netherlands), large-scale corporate farms in East England (UK), and family fruit and vegetable farms in the Mazovian and Podlasie regions (Poland). In its Communication on the future of the Common Agricultural Policy (CAP) after 2020, the European Commission (2017) declared their ambition to foster a 'resilient agricultural sector'. The study presented in this report identifies various promising options for the CAP, including national implementations, to maximise its contribution to greater resilience of EU farming systems. These options serve as input for ongoing political debates on the reform of the CAP post-2020, the development of the proposed National Strategic Plans that spell out national priorities and implementation choices, as well as the European Commission's "From Farm to Fork Strategy", which aims to foster a circular food system, as part of the European Green Deal.
