In a recent paper, Simpson and Dervin (2019a) offer a radical critique of the Council of Europe's Reference Framework of Competences for Democratic Culture (RFCDC). However, Simpson and Dervin's paper contains numerous factual errors, interpretative errors and category errors in its description of the RFCDC. We identify 12 such errors which invalidate the conclusions drawn by them. We correct all of these errors, and suggest that, rather than using Simpson and Dervin's paper as a source of information about the RFCDC, readers should read the RFCDC itself, before drawing their own conclusions about the RFCDC and the adequacy of the arguments offered by Simpson and Dervin.
ABSTRACTExfiltration (of sewage into the ground from faults in ageing sewerage networks) has been recognised for many years but has never been quantified. It was considered that this leakage did not pose a groundwater‐contamination threat because it was assumed that pathogens in sewage would either die off or be attenuated before reaching the groundwater level.This paper identifies why sewers have faults that could allow sewage exfiltration where the sewer is above a groundwater resource. Because of a lack of UK data on sewage exfiltration, research work in Germany is discussed and analogies are made between the sewerage networks of the two countries.Until recently, it has not been possible to positively identify sewage contamination of groundwater because of other pollutants and potential sources within an urban environment. The development of sewage‐fingerprinting techniques has overcome these difficulties and provides conclusive evidence of sewage contamination of shallow and deep groundwater resources in researched areas. Studies of groundwater recharge and total solute loadings allow quantification of sewage exfiltration reaching the groundwater within the Midlands conurbation. The paper concludes that urban aquifers are potentially more vulnerable to microbiological contamination from leaking sewers than has previously been assumed.
The use of adaptive digital beamforming techniques has, until recently, been largely restricted to high performance military radar systems. Recent advances in digital technology, however, have enabled the design of single chip digital beamforming networks. This, coupled with advances in digital signal processor technology, enables complete beamforming systems to be constructed at a lower cost, thus making the application of these techniques to commercial communications systems attractive. The design and development of such an adaptative digital beamforming network are described. The system is being developed as a proof of concept laboratory based demonstrator to enable the feasibility of adaptive digital beamforming techniques for communication systems to be determined. Ultimately, digital beamforming could be used in conjunction with large array antennas for communication satellite systems. This will enable the simultaneous steering of high gain antenna beams in the direction of gr. ; Peer Reviewed ; Postprint (published version)
