The article surveys some possible consequences of the ratification of the European Constitution. The document would create a Europe with 25 member nations & a population of 450,000,000. This Europe would be fully democratic, transparent, & efficient, guaranteeing its citizens a unique space for freedom, security, & justice. The discussion references the draft Constitution in terms of the various sections pertaining to the guarantee of these rights. In arguing for the Constitution's adoption, the article cites its importance toward building a united Europe, toward ensuring the smooth functioning of European institutions, toward integrating the new members of the EU, toward creating a true European citizenship, & toward reinforcing European democracy as a geopolitical counterweight to the international dominance of the US.
