Spatial Dynamic of Registered Land and Its Implications to the Livelihood System of Local Communities in Takalar Regency Takalar Regency is part of the Mamminasata Urban Region in South Sulawesi Province, which is designed to accelerate regional economic growth . Therefore, the government needs to make efforts to create a conducive investment climate in Takalar Regency. One of effort was by accelerating land registration through the Systematic and Complete Land Registration Program (PTSL). PTSL has been implemented in Takalar Regency since 2017. This research aims to identify the spatial dynamic of land registered in Takalar Regency and analyze its implications to the livelihood system of local communities. Data of land registered were analyzed by descriptive analysis, overlaid, and Moran Index spatial autocorrelation analysis was conducted to identify spatial dynamics. Data of livelihoods system, i.e. the human capital, natural capital, social capital, physical capital, and financial capital, were analyzed by Score Index method. Purposive sampling was applied to three village typologies, namely the developing coastal village, the independent coastal village, and the developing non-coastal village. The result shows that unp to 2019, 55% of the number of land parcels in Takalar Regency had been registered. Registered land had increased by 11% from 2017 and PTSL had contributed 54% of the increase. The ratio of land registered to the number of land parcels in 29 villages had changed and showed a random spatial distribution pattern dominated in northwest areas of the regency. The spatial dynamics of land registered were also followed by the dynamics of land transactions, land values, and land conversion. The result of the Scoring Index method showed that the livelihood capital of local communities after implementation of PTSL was categorized as sufficient for all typologies of sample villages. Land registration had direct implications for natural capital and financial capital.

Economic development in Indonesia since 1980s is dealing with conversion of agricultural land to industry, housing, and other sector in city and its periphery. Land conversion have a great impact to food production rather than the impact from technical problem (drought and pest problem). Government need to preserve agricultural land in order to maintain food production. Thus government made a mandatory approach byissued Law No. 41 year 2009. The aim of this research are to identify an actual socioeconomic characteristics in the area of land preservation program (LP2B) in Kuningan Regency, to identify farmers perception on LP2B and to analyze socioeconomic suitability in the areaof LP2B program. Data were analyzed by descriptive statistics and likert scale. Based on the result, there are nine socioeconomic indicator on land preservation program (LP2B) in Kuningan Regency, namely; land conversion rate, food balance, disparity between farm and non-farm income, agriculture households, agriculture labor, farmers' groups, spatial planning policies and farmers perceptions. Farmers have a positive perception on LP2B program. Land preservation program (LP2B) priority should be donein Cilimus sub district due to low support of socio economic characteristic. Meanwhile Ciawigebang and Cibingbin sub district become a next priority of preservation.Keyword : farmer's perception, food security, land conversion, socioeconomic of LP2B

The West-East corridor is one of the main gateways to enter West Sumatra Province. The West-East corridor, which passes through 65 districts, has a variety of potentials and problems. This means, the growth rate of each district will be different. The growth rate and strength of the relationship among regions can be observed through the gravity model's spatial interactions. The gravity model can calculate the relative strength of the relationship between regions. To see the strength of the relationship among regions in the West-East corridor, strategic economic areas were taken into considerations based on their distance and several observational variables, which were the total population variable, infrastructure completeness, level of security, and investment value. Observation analysis units consisted of sixty-five sub-districts along the West-East corridor. Mass 1 (M1) was the central government, West Padang district, and mass 2 (M2) was the other 64 sub-districts. The analysis results show that the total population, infrastructure completeness, level of security, and investment value are not only influenced by their closeness to the government/city center. The infrastructure completeness factor can influence the total population in a region. Likewise, the investment value can be influenced by the infrastructure completeness and the level of security in a region.JEL Classification: O10; R12; R19

Tangerang Regency is one of the regencies in Banten Province, which has a fairly established agricultural system with fertile land potential for the agricultural sector. The central government has prioritized the regenciy's rice field are as one of the food barns of Indonesia. Rajeg District is one of nine districts in Tangerang Regency that has been designated as a food barns. Land conversion has been a threat in implementing stable and sustainable food security. Significantly, conversion of paddy fields can affect the availability of food and inventory of rice fields. The purpose of this study is to analyze the spatial pattern of land use change conversion using the Landscape Metrics method. Data used in this research are secondary data, including land use maps of 2005, 2012, and 2018, spatial pattern maps of Tangerang Regency Spatial Plan (RTRW) 2011-2031, and maps of land ownership status in Rajeg District. Result of the analysis shows that the largest conversion of land use change occurs in paddy fields into developed land in agricultural areas with unregistered land ownership status (not registered and not certified). The characteristic of spatial pattern of this conversion type covers a wide conversion area with various forms of conversion geometry. Patch density tends to cluster (not fragmented). The built-up land formed in this type of conversion tends to be massive and in the form of clusters.

The current sustainable development that the Indonesian government is paying attention to is the development of the tourism sector, one of which is establishing the Alas Purwo National Park (TNAP) as a National Tourism Development Area (KPPN). The determination of the TNAP area as a tourist attraction at the national level opens opportunities and a driving force for the TNAP buffer villages to become a development target that focuses on community empowerment and regional development based on regional resource potential. This study aims to analyze the potential objects and tourist attractions in the TNAP buffer village and to find out the perception and readiness of the community towards tourism development in the buffer village. The results of the analysis show that the TNAP buffer village has potential resources that are feasible to be developed as tourist objects and attractions. There are villages that have ODTW potential, including 3 villages with very potential (SP), 1 village potential (P), 4 villages with less potential (KP), and 4 villages that do not have ODTW potential. Tourism development must provide space for people around tourist objects to participate in tourism. The results of the assessment of the perceptions and readiness of the TNAP village community for tourism development illustrate that the community agrees with tourism development in the village. ABSTRACTIncreasing the number of people in Java affected the increasing demand for land for community activities. This became one of the drivers of the conversion of agricultural land into non-agricultural land. On the other hand, the increasing need for food makes the government must establish a policy of protection of agricultural land so as not to be converted. Efforts to control food land conversion need to look at the factors that affect land conversion in each region. Thus, the established program is more effective because it is able to answer the problems faced by the community, especially the land owner. This study aims to identify factors affecting land conversion in Pandeglang Regency. The factors was analyzed by ordinal regression. The results showed that factors affecting land conversion are land tenure, B/C ratio of paddy farming, and road conditions. The effort to suppress the conversion of agricultural land requires the commitment of the government and the community as policy actors. The establishment of rural area institutions based on local community business is one solution to prevent the conversion of agricultural land.Keywords: Land conversion, food-crop land protection, rice field, institutionABSTRAKPeningkatan jumlah penduduk di Pulau Jawa berpengaruh pada peningkatan kebutuhan lahan untuk aktivitas masyarakat. Hal ini menjadi salah satu pendorong terjadinya alih fungsi lahan pertanian menjadi lahan non pertanian. Di sisi lain, kebutuhan pangan yang semakin meningkat membuat pemerintah harus menetapkan kebijakan perlindungan lahan pertanian pangan agar tidak dialih fungsikan. Upaya pengendalian alih fungsi lahan pangan perlu melihat faktor-faktor yang mempengaruhi alih fungsi lahan di masing-masing wilayah. Sehingga, program yang ditetapkan lebih efektif karena mampu menjawab permasalahan yang dihadapi masyarakat khususnya pemilik lahan. Penelitian ini bertujuan untuk mengidentifikasi faktor yang mempengaruhi alih fungsi lahan di Kabupaten Pandeglang dan. Faktor-faktor yang mempengaruhi alih fungsi lahan dianalisis dengan uji regresi ordinal. Hasil penelitian menunjukkan bahwa faktor yang mempengaruhi alih fungsi lahan adalah luas penguasaan lahan, B/C rasio usaha tani padi, dan kondisi jalan. Usaha menekan konversi lahan pangan memerlukan komitmen pemerintah dan masyarakat sebagai pelaku kebijakan. Pembentukan kelembagaan kawasan perdesaan berbasis bisnis komunitas lokal menjadi salah satu solusi dalam mencegah alih fungsi lahan pertanian pangan.Kata Kunci: alih fungsi lahan, perlindungan lahan pertanian pangan, sawah, kelembagaan

Anti-poverty programs and policies are designed similar for all regions in Indonesia, disregarding the local socio-culture and the poverty spatial pattern of the regions. The approach is based on central government's program and not based on each region's locality. This generic programming approach caused the achievement of development goals decline. The effect of space on poverty can be identified by the presence of spatial autocorrelation, which is the link between the examined variable to itself in a spatial manner or commonly referred to as spatial dependence.The aim of this paper is to investigate the global and local spatial autocorrelation for micro poverty data set in Bengkulu City in order to identify spatial approach for its anti-poverty program. Global Moran Index (MI) tests identifies the overall occurrence of autocorrelation, meanwhile the local spatial test shows which subdistricts has the presence of autocorrelation. Global and local MI are popular tools utilized to calculate the spatial effect, particularly to present spatial dependencies. The relation between urban village linkages obtained an MI value of 0.322. This MI value indicates the presence of spatial autocorrelation for subdistricts located in cluster. In local spatial effect observation using Local Indicator of Spatial Autocorrelation (LISA), its discovered that there are several subdistricts having autocorrelation, meanwhile the rest are not significant. Cluster mapping on global MI and LISA shows high-high poverty districts are located in the south of the city, low-high poverty districts in the east, and low-low high-low poverty districts near the city center.

Budgetary support from the government is one of its forms of seriousness in an effort to foster the food security. This study aims to analyze the regional financial capacity, as well as the budget allocation for the development of food security in the East Nusa Tenggara Province (NTT), South Central Timor Regency (TTS), and Rote Ndao Regency. The two analytical methods used are content analysis and descriptive statistics. NTT Province has a medium fiscal degree, a high level of regional financial dependency, and a low level of local financial independency. The local governments of both TTS Regency and Rote Ndao Regency have an extremely low degree of fiscal decentralization, a very high level of local financial dependency, and are not self-sufficient in terms of local financial independence. Local governments need to generate local revenues to reduce the dependency on the central government. The percentage of the budget for the development of food security amounted to only 7.04 percent for the province, 7.46 percent for TTS Regency, and 8.94 percent for Rote Ndao Regency. The subsystems of food availability are still the focus of the food security development in the province and regencies. The budget allocations for food security deserve an optimal portion and should be prioritized on the subsystems that have been the major issues in East Nusa Tenggara.

Assessment of land damage has been included in several Indonesian government policies, but it tends to have zero dimensions or only one point in the year. This study tried to propose an inter-time assessment of land damage with a land stability index by including the development of knowledge and technology at nickel mining sites in the easternmost part of North Konawe Regency. Orthophoto and Digital Elevation Model (DEM) images from drones in 2020 were taken in a field survey and used as primary data. While the SPOT 5 Imagery in 2014 and National DEM were collected as secondary data. The developed method combining slope, soil, TRI (Terrain Ruggedness Index), and land cover factor has been considered moderately accurate. Applying the method between different periods has produced a temporal land stability index where a positive value means more unstable, zero means unchanged, and a negative value means more stable. The results showed that after six years, the largest area due to nickel mining in the area has not changed much or had zero value. This is because the area tends to remain a natural forest. The more stable area is located in the southern part of the study site. However, the increasingly unstable area is located in the northern part of the study site. If no reclamation action is taken, the potential for further damage will occur.

Rice is a strategic commodity, so efforts to increase its production continue to be carried out, one of which is by increasing fertilization efficiency. The government has set policies in the field of fertilization, one of which is to provide fertilizer recommendations for rice plants based on specific location. The objective of this research was to evaluate the fertilization policy written in Permentan RI No. 40/Permentan/OT.140/4/2007. The methods were analyzing the variance values for each type of fertilizer recommended and validating N, P, and K levels in selected locations. The results of the study showed that the fertilization recommendations set by the government still need to be improved because there were still many discrepancies with conditions in the field. The adjustment of recommendation dose with the addition of organic materials were relevant and can be implemented, but it is still required further socialization to farmers. Reformulation of subsidized fertilizers, from NPK fertilizer 15-15-15 to NPK fertilizer 15-10-12 also had not been able to increase fertilization efficiency, because it actually made the dose of NPK becomes higher, but did not reduce the addition of a single fertilizer significantly. Subsidy policy also needs to be reviewed, because farmers did not fully get subsidized fertilizer so the farmers could not meet the needs of their fertilizers. Regarding the implementation of fertilization information, a soil big database must be created nationally to make specific location fertilization recommendations, and this must be easily accessed by farmers.
