Basierend auf vergleichenden empirischen Erhebungen untersucht Sarah Bastgen in einer zwischen EU-, NGO- und Kommunikationsforschung zu verortenden Studie, inwieweit der Professionalisierungsgrad die Beziehung zu den Stakeholdern des Organisationshandelns von auf EU-Ebene ansässigen NGOs und damit deren Linkage-Leistung sowie ihre demokratisierenden Effekte beeinflusst. Dabei wird nicht nur ein Konzept aus der Parteienforschung auf zivilgesellschaftliche Organisationen übertragen, sondern es werden auch zwei insbesondere auf empirischer Ebene vernachlässigte Themen der NGO-Forschung adressiert: die Kommunikation mit Mitgliedern, Basis und Öffentlichkeit sowie die Professionalisierung von auf EU-Ebene agierenden NGOs. "In the following, the concept of liquid democracy is at first theoretically located and further clarified with regard to its mode of operation and precise fields of application. The article then goes on with the comparison of the concept with two other, current procedures of direct citizen participation as well as the analysis of a first implementation of the liquid democracy principle on the basis of the study commission entitled 'Internet and Digital Society'. By means of this comparison, both the potentials of liquid democracy as a method of citizen participation in the 21st century and the challenges, as wells as its limitations, are shown. The elaborations indicate the need for an extensive process of citizen education so as to fully exploit the existing opportunities for participation." (author's abstract).
