The effect of industrial policies on the electronic sector in Brazil. Brazil's reputation in vertical industrial policies is dreadful. The electronics industry case is a good example. As measured by the performance of Brazil's exports vis-à-vis that of a group of emerging economies, the result of these policies was a total disaster. Had not been for the inadequacy of Brazil's industrial policies for this sector, exports of manufactures could have been between 36% and 46% higher than they actually were. Brazil's cumulated losses from 1984, when foreign microcomputer firms were prohibited to operate in the country, are estimated to be from 3.6 to 4.6 the country's manufactures export revenue in 2005. Given Latin America's general specialization in resource‐based products, this paper focuses on the question of whether or not a country specialized in resource‐based products can have high rates of export and economic growth. To examine this question, an attempt is made to develop and apply a new taxonomy to a sample of resource‐based products exported by Latin American countries to the United States. This taxonomy is based on the role played by prices in the mechanism through which countries compete in specific international product markets. Resource‐based products are then classified as homogeneous, differentiated, or highly differentiated goods. The paper argues that exports of countries specialized in differentiated or highly differentiated goods tend to be much more dynamic than of those specialized in homogeneous goods.

RESUMO O objetivo principal deste artigo é discutir a estratégia de crescimento com dívida prevista no II PND e adotada no Brasil entre 1974 e 1979, como forma de fazer o ajuste externo da economia. Argumenta-se que, apesar dos equívocos cometidos pelas autoridades no Brasil em matéria de política econômica e em algumas decisões de investimento, a estratégia traçada no II PND e prosseguida no período de 1974 a 1979 desempenhou, em geral, um efeito positivo importante no ajuste das contas externas do Brasil, além de sustentar o crescimento econômico.

The purpose of this paper is to analyse the political economy of preferential trade agreements based on a sequential non-cooperative Stackelberg political game between a large economy and a small one, in which the political dispute of rival lobby groups defines the unilateral stance of both governments in the first stage and the Stackelberg "coalition-proof" equilibrium defines t the free trade agreement format in the second stage. Finally, a few modifications in the initial game structure are discussed in order to enhance the small economy's negotiation power. The political economy model is applied to FTAA case. Este artículo cuantifica las pérdidas de mercado de Brasil en favor de México en los Estados Unidos entre 1992 y 2001, con la entrada en vigor del Tratado de Libre Comercio de América del Norte (TLC). Una versión ampliada del modelo de participación constante en el mercado permitió calcular las ganancias y pérdidas de competitividad de las exportaciones de Brasil a los Estados Unidos, por producto, y además descomponerlas entre sus competidores.
