This article focuses on the implementation of the federal law on unemployment insurance (LACI) by the Swiss cantons. Starting in the mid 90s, the second revision of the LACI reformed the Swiss labour market policy. Resulting from a political compromise at the federal parliament between left and right wing parties, this law juxtaposes instruments of reinsertion of the unemployed into the labour market with instruments of control of the unemployed. Thus, the implementation of this federal law varies not only by the degree of application but also by the orientation of application. Some cantons implement the reinsertion instruments and neglect the control instruments, others make intensive use of the control instruments and neglect the reinsertion instruments. Some cantons make an intensive use of both types of instruments while a last group of cantons implements the law in a very sketchy way. The second part of this article deals with the concept of policy style, operationalised around four variables, as an explanation of the diversity of LACI cantonal implementation modes. One quantitative variable—the scope of state intervention—is statistically tested in the entire range of Swiss cantons. The other variables—style of state intervention, co‐ordination and interaction modes of social actors and the main traits of the regional political culture—are examined in six cantonal case studies of the LACI implementation process.

"Dieser Artikel befasst sich mit dem Vollzug des Arbeitslosenversicherungsgesetzes (AVIG) durch die Schweizer Kantone. Die zweite Revision dieses Gesetzes Mitte der Neunziger Jahre führte zu einer umfassenden Reform der Schweizer Arbeitsmarktpolitik. Die Reform ist das Resultat eines Kompromisses zwischen Links- und Rechtsparteien im Parlament und kombiniert Massnahmen zur Wiedereingliederung der Arbeitslosen in den Arbeitsmarkt mit einer Verstärkung der Kontrollmassnahmen gegenüber Arbeitssuchenden. So variiert der Vollzug dieses Gesetzes nicht nur aufgrund des Vollzugsgrades, sondern auch aufgrund der Vollzugsorientierung. Gewisse Kantone vollziehen vor allem die Wiedereingliederungsmassnahmen zu Ungunsten der Kontrollinstrumente, während andere sich vorwiegend der Kontrollinstrumente bedienen. Einige Kantone machen von beiden Massnahmen intensiv Gebrauch, während eine letzte Gruppe von Kantonen weder die einen noch die anderen durchgehend umsetzen. Der zweite Teil dieses Artikels befasst sich mit dem Konzept des Politikstils, das mit Hilfe von vier Variablen operationalisiert wird, um damit die Varianz in der kantonalen Umsetzung des AVIG zu erklären. Eine quantitative Variable - der Grad des Staatsinterventionismus - wird einem statistischen Test, basierend auf allen Kantonen, unterzogen. Die Variablen qualitativer Natur - der Stil der Staatsintervention, die Koordination- und Interaktionsmodi der sozialen Akteure und die Hauptmerkmale der regionalen politischen Kultur - werden anhand von sechs kantonalen Fallstudien zum AVIG-Vollzugsprozess untersucht." This article looks at the different meanings of the argument for "quality of life" used in support of an urban densification project in Geneva destined for a suburban area located at the gates of the city. It sheds light on the different values that underline this argument and stresses the dangers of using the term "quality of life" in the promotion of inclusive and sustainable cities to justify socially burdensome choices framed by both ecological and rationalist debates without taking into sufficient account the underlying social realities and concerns of the different parties involved. This article analyzes the controversies surrounding an urban densification project, showing how they refer to differentiated visions of "quality of life," more or less socially and morally legitimized.
Le travail social est un domaine de recherche relativement récent (années 60) qui produit des recherches fondamentales tournées vers l'application. A la Haute école de travail social de Genève, les recherches se concentrent actuellement autour de trois axes: la citoyenneté; les nouveaux modes de régulations étatiques et associatifs ainsi que les pratiques professionnelles et modes d'intervention en travail social.
Après 50 ans d'existence, le Centre de recherche sociale (CERES) de la HETS-Genève interroge ses pratiques. Quels types de politiques de recherche est développée? Comment les problèmes sociaux sont-ils abordés pour en faire des problématiques de recherche? Comment les données et analyses sont-elles transmises? S'agit-il d'ailleurs d'une transmission passive ou, au contraire, de co-réflexion ou co-production de recherches, menées, non seulement avec les partenaires de terrain, mais aussi avec les étudiant-e-s suivant les enseignements?

While being celebrated as the ideal of inclusiveness, cities also constitute the place of different types of discrimination, which some public policies intend to tackle. The "urban" has also been pointed out as the locus where vice and lust concentrate, leading public policies to develop regulations for public space aiming to maintain the social order of the city. This, in turn, contributes to the definition of the contours of urban moral economies, which are continuously shaped by processes of in/exclusion. Hence, crucial is the need to further explore how cities can be welcoming to their dwellers and newcomers, as well as the role public policies (have to) play in the vision of the future of an open and inclusive city. In so doing, social work is certainly called upon to play a major role based on its historical presence in cities and its know‐how in accompanying transitions. How does social work contribute to the definition of an inclusive city? By presenting new and original research that draws on various case studies as well as theoretical reflections across disciplines, this thematic issue aims to provide answers to this question to better understand the role of social work in the shaping of an open and inclusive city.
