This article deals with the impact of legislation in the seed sector on incentives for variety creation. The first category of rules consists in intellectual property rights and is intended to address a problem of sequential innovation and R&D investments. The second category concerns commercial rules that are intended to correct a problem of adverse selection. We propose a dynamic model of market equilibrium with vertical product differentiation that enables us to take into account the economic consequences of imposing either Plant Breeders' Rights (PBRs) or patents as IPRs and either compulsory registration or minimum standards as commercialisation rules. The main result is that the combination of minimum standards and PBRs (patents) provides higher incentives for sequential and initial innovation and may be preferred by a public regulator when sunk investment costs are low (high) and the probability of R&D success is sufficiently high (low). ; Cet article porte sur l'impact de la législation dans le secteur semencier, en particulier sur les incitations à la création variétale. Résumé Cet article s'intéresse à l'incidence de l'hétérogénéité des consommateurs dans le processus de formation des prix hédoniques, en particulier l'émergence d'une segmentation du marché. L'article met en évidence deux points importants : (i) dans le cas d'une hétérogénéité de groupe des acheteurs, ceux-ci se répartissent de manière endogène sur des segments différents du niveau de service de logement dont dépend le prix hédonique ; (ii) cette segmentation remet en cause la procédure d'estimation en deux étapes utilisée, en particulier, pour l'évaluation des biens environnementaux locaux.

We develop an equilibrium model of emissions permit trading in the presence of fixed and proportional trading costs in which the permit price and firms' participation in and extent of trading are endogenously determined. We analyze the sensitivity of the equilibrium to changes in the trading costs and firms' allocations, and characterize situations where the trading costs depress or raise permit prices relative to frictionless market conditions. We calibrate our model to annual transaction data in Phase II of the EU ETS (2008–2012) and find that trading costs in the order of 10 k€ per annum plus 1 € per permit traded substantially reduce discrepancies between observations and theoretical predictions for firms' behavior (e.g. autarkic compliance for small and/or long firms). Our simulations suggest that ignoring trading costs leads to an underestimation of the price impacts of supply-curbing policies, this difference varying with the incidence on firms.
