What role does affordable and widely available public child care play for fertility? We exploit a major German reform generating large temporal and spatial variation in child care coverage for children under the age of three. Our precise and robust estimates on birth register data reveal that increases in public child care have significant positive effects on fertility. The fertility effects are more pronounced at the intensive than at the extensive margin, and are not driven by tempo effects or selective migration. Our findings inform policy makers concerned about suboptimally low fertility by suggesting that universal early child care holds the promise of being an effective means of increasing birth rates.

This paper studies the effect of child care provision on family structure. We present a model of a marriage market with positive assortative matching, where in equilibrium the poorest women stay single. Couples have to decide on the number of children and spousal specialization in home production of public goods and child care. We then study how child care provision affects the equilibrium. Due to specialization in home production, the incentive to use child care is smaller for married mothers than for single mothers. We show that this increases the number of single mothers and the divorce rate. Using survey data from Germany, we also present empirical evidence which is consistent with this finding.

What is the role of politics in shaping attitudes about appropriate roles for women in the family and the compatibility of work and motherhood? In this paper we argue that the German separation and later reunification produced a natural experiment to address this question. During the divided years, East German institutions encouraged high levels of full-time employment for women, including mothers. The West German system by contrast deterred women in general, and mothers in particular, from full-time employment. After reunification, family-related policies largely converged in the two Germanies. Against this background, we empirically investigate gender-role attitudes in reunified Germany. Our results show that East Germans are significantly more likely to hold egalitarian or nontraditional sex-role attitudes than West Germans. Despite a scenario of partial policy convergence, we also find evidence that the gap between East and West German gender role attitudes more than doubled in the years after reunification. We suggest that one explanation for this divergence could be found in the notion of social identity.

This paper investigates how group membership and competition among trustors interact with trust and trustworthiness in a laboratory one-shot trust game. To analyze these effects, we apply a 2x2 design. We induce group membership by letting subjects play coordination games with clear focal points, leading to higher investments and trustworthiness. Introducing competition leads to a decrease in trustworthiness, especially among partners. We argue that once competition comes into play, trustees perceive trustors' investments as the outcomes of a competitive bidding process rather than good intentions, which reduces reciprocity.

Small firms are seen as important drivers of dynamics and innovation. They need to be particularly flexible and be able to react quickly to new challenges. This paper uses the latest change in dismissal protection legislation in Germany as a natural experiment and tries to find causal effects on the hiring and firing behaviour of small firms. Using a difference-indifferences approach, I find only small but positive effects on the total number of hirings. However, there are substantial substitution effects from temporary contract hirings to permanent contract hirings. The results remain robust when using count data models and applying fixed effects specifications.
