Proponents of e‐government, e‐governance, and e‐participation are particularly excited about the inclusive and empowering nature of some of their recent platforms. Critics nevertheless remain skeptical about how empowering these technologies really are and to what extent they fruitfully contribute to direct democratic processes. This essay reviews online initiatives in two areas (citizen budgets and facilitating citizen lobbying practices) intended to enhance e‐participation and e‐government strategies in the United States and beyond. I suggest that although clear progress has been made in the innovation of e‐governance and information and communication technologies with websites like LobbyForMe and online citizen's budget initiatives, a long road lies ahead before any notable milestone can be acknowledged in respect to full‐blown e‐democracy.
The potential for population health reform could be enhanced by assessing whether we have made the most of policies and resources already available. Opportunities to promote population health independent of major changes in resources or public authority include the following: enforcing laws already in effect; clarifying and updating the application of long-standing policies; leveraging government's and the private sector's purchasing and investment clout; facilitating access to programs by everyone who is eligible for them; evaluating the effectiveness of population health programs, agencies, and policies; and intervening to stop agencies and policies from operating at cross-purposes.

In recent years, policy analysts have paid much attention to the precarious state and uncertain future of local public health departments and so-called safety net providers, usually treating each separately. This paper explores the ways in which these systems are converging, are adapting to a changing health marketplace, and are interacting with new private sector competitors and partners. Although threatened by policy, competitive, and financial forces, many of these local organizations are adapting successfully. An agenda for transforming these entities is described; the agenda emphasizes leadership, democratization, and partnerships with communities.

ABSTRACTThis paper presents the findings of a study designed to examine the effectiveness of intelligent online learning and assessment software in the introduction to accounting course. The software was used in the course to help students master the fundamentals of financial accounting. Our findings reveal that students who used the software performed significantly better than those who had not on the exams that tested the underlying financial accounting material. Furthermore, implementation of the software resulted in better course management for the professor, who noted that students in the experimental group took far less office hour time for tutoring of financial accounting material. Importantly, we believe that the program provides a unique mechanism for educators teaching the introduction to accounting course to address functional competencies of financial accounting in both an efficient and effective manner.Data Availability: Data used in this study are available from the authors upon request.
