Universities' third mission of knowledge commercialization imposes them a core role as being entrepreneurial universities in the triple helix along with the government and industry to contribute to the regional development and innovation. The emergence of entrepreneurial universities is relatively a new concept in Turkey attracting stakeholders of higher education, policy developers and scholars. The contribution of the entrepreneurial universities to the entrepreneurship ecosystem and regional innovativeness has been quantified via an index developed by the Turkish Scientific and Technological Research Council starting in 2012. Using this index as the dependent variable in our model, we explore how being located in a technology development zone and other university-specific characteristics play a role in getting higher scores in this index of the most entrepreneurial and innovative universities. Our analyses highlight how the contribution of universities undertaking technology development activities through a formal channel as in the form of technology development zones differ to the regional entrepreneurship and innovativeness. While the performance of the technology development zone and the composition of the university students with higher ratios of graduate students positively improve the scores of the universities, universities that are smaller in sizes are found to have higher scores.

AbstractThis symposium focuses on understanding key territorial‐level innovation trends and processes by country, region and technology. It questions various widely accepted assumptions, offers fresh perspectives, both conceptually and methodologically, and challenges a paradigm shift in the field of innovation and spatial dynamics. It consists of three articles analysing at different scales (urban, regional and national) the territorial dynamics of innovation and their determinants. The innovation process, with local symbiosis and spatial spillovers at its core, is analysed within the conceptual framework of national and regional innovation systems and regional economic development. Based on a discussion of spatial spillovers and the way they shape the evolutionary and symbiotic relationships between local agents and actors, including university, industry and local development agencies, the symposium highlights the relevance of this framework for a better understanding of the transformation of local economic development processes. It investigates the differences in the geography of innovation regarding different institutional settings, different systems of innovation, and different national innovation strategies. While addressing mainly the EU, the US, and emerging countries such as China and India, the contributions also highlight the critical role of current innovation policies from a general perspective. In so doing, the symposium recognizes a contrarian perspective that argues that contemporary information and communication technologies (ICTs) provide a way to leapfrog the dominant role of proximity in innovation processes, creating a complimentary rather than a substitution effect for more remote and peripheral places. That said, this symposium focuses primarily on an urban network view of the innovation process and proximal effects in this context.

"Rural areas are changing" is the favorite quote of rural studies in the last few decades. Although this is the fact, current dynamics in rural areas have become the challenging research topic. The diversity and uniqueness of rural areas, the difficulty to define and classify them due to the last transformations occurred, have led researchers to focus on case-study specific changes. This new dynamism in rural areas can be caused by internal factors (e.i. assets of a given rural region), external factors (e.i. national politics) or their combination. It is certain that the dominant indicators and their impacts on the rural change differ according to the unique features of rural areas. Nevertheless, it is worthy to define common points which have already created great shifts or are able to create further that give new role to rural areas in the global scene. Therefore, in this study, we try to classify the rural changes and we offer a typology of this regeneration which is followed with a SWOT analysis on the basis of the possible and current effects of these changes on rural capital.
