2019 verabschiedete die Generalversammlung von Georgia ein neues Gesetz, die House Bill 481 (HB 481), gemeinhin auch als Heartbeat Bill bezeichnet. Damit schloss Georgia sich der Tradition mehrerer anderer Bundesstaaten an, die ähnliche Gesetze verabschiedet haben. Das Gesetz kriminalisiert Abtreibung, sobald eine embryonale Herztätigkeit festgestellt wird, was bereits in der sechsten Schwangerschaftswoche der Fall sein kann. Ziel dieser Studie war es, herauszufinden, wie die beiden dominierenden Akteure im Abtreibungsdiskurs, die Pro-Choice- (PCM) und die Pro-Life-Bewegung (PLM), Frauen einsetzen, um Macht auszuüben und den Abtreibungsdiskurs zu gestalten. Konkret heißt das: Wer ist die Frau, die vom den jeweiligen Seiten konstruiert wird, und was sagen ihre Eigenschaften über die Machtverhältnisse aus, die dem Abtreibungsdiskurs in den Gesetzesdebatten in Georgia zugrunde liegen? Die Legislativdebatten in Georgia, die zur Verabschiedung von HB 481 führten, wurden transkribiert und in MAXQDA 18 kodiert. Als Vertreter*innen der PCM wurden sowohl Abgeordnete der Demokratischen Partei als auch Gemeindemitglieder klassifiziert, die sich gegen HB 481 aussprachen. Als Vertreter*innen der PLM wurden Abgeordnete der Republikanischen Partei sowie Gemeindemitglieder eingestuft, die sich für HB 481 aussprachen. Als Methode für diese Studie wurde die Kritische Diskursanalyse gewählt. Zu den Hauptthemen, die aus der Konstruktion der hegemonialen Frauen identifiziert wurden, gehören Race, Cis- und Heteronormativität und Klasse. Beide Bewegungen bauen ihren Diskurs auf einer anti-queeren Sprache auf, stigmatisierte Gruppen sind kaum repräsentiert. Dadurch wird die strukturelle Gewalt gegen soziokulturelle Minderheiten weiter aufrechterhalten. Diese Studie stellt einen ersten Versuch dar, die Forschungslücke in Bezug auf die Analyse der Rolle von Gesetzesdebatten bei der Gestaltung des Abtreibungsdiskurses in Georgia im Besonderen und in den USA im Allgemeinen zu schließen. ; In 2019, the Georgia General Assembly passed House Bill 481 (HB 481), commonly referred to as heartbeat bill, joining the tradition of several other states passing similar legislation. The purpose of this study was to identify how the two most dominant actors in the abortion discourse, the pro-choice (PCM) and pro-life movement (PLM), utilize women to exert power and shape the discourse. Specifically, who is the woman each respective camp constructs and what do her characteristics say about the power relations underlying the abortion discourse in Georgias legislative debates? Legislative debates of Georgias General Assembly leading up to the passage of HB 481 were transcribed modified verbatim and coded in MAXQDA 18. Classified as representatives of the PCM were legislators from the Democrat Party as well as community members speaking in opposition to HB 481. Classified as representatives of the PLM were legislators from the Republican Party as well as community members speaking in favor of HB 481. Critical Discourse Analysis (CDA) was the chosen method for this study. Major themes identified in the construction of the hegemonial women include race, cis- and heteronormativity, and class. Both movements build their discourse on anti-queer language and mostly fail to represent stigmatized groups, hereby perpetuating further structural violence against socio-cultural minority groups. Die Mobilitätsanforderungen in der Arbeitswelt nehmen zu und gleichzeitig sind vielfältigere und komplexere Formen berufsbezogener Mobilität zu beobachten. Der Zusammenhang zwischen berufsbezogenem Mobilitätsverhalten und familienbezogenen Prozessen erfährt in der Folge zunehmende Aufmerksamkeit im Bereich der Mobilitäts- und Familienforschung. Erfassung und Analyse berufsbezogener Mobilität erfolgten jedoch bisher selten einheitlich und systematisch. Mit dem europäisch-vergleichenden Survey "Job Mobilities and Family Lives in Europe" (JobMob) und dem "Beziehungs- und Familienpanel" (pairfam) liegen für Deutschland zwei repräsentative Datensätze vor, die weitgehend vergleichbare Operationalisierungen bereithalten. Dies erlaubt es, in systematischer Weise vergleichende Analysen durchzuführen. Damit bietet sich in diesem Forschungsfeld erstmalig die Möglichkeit, inhaltliche Befunde einer unmittelbaren wechselseitigen Validierung zu unterziehen und diese auf ihre Generalisierbarkeit zu überprüfen.Der vorliegende Beitrag verfolgt diesbezüglich drei zentrale Ziele. Zunächst wird für die beiden Surveys ein gemeinsamer Indikator für zirkuläres berufsbezogenes Mobilitätsverhalten vorgestellt. Auf der Grundlage dieses gemeinsamen Indikators wird die Verbreitung verschiedener Mobilitätsformen und deren Zusammensetzung nach zentralen soziodemografischen Merkmalen für beide Stichproben im Vergleich untersucht. Darüber hinaus wird anhand multivariater Analysen die Relevanz berufsbezogener Mobilität im Kontext der Partnerschafts- und Familienentwicklung illustriert. Die Befunde verweisen dabei auf das Mobilitätsverhalten als wichtigen individuellen Kontextfaktor bei der Erklärung partnerschaftlicher und familialer Prozesse. Insbesondere beruflich mobile Frauen leben demnach seltener in hoch institutionalisierten Partnerschaften und sind seltener Mütter.

Over the past few decades, employees have had to come to terms with increased demands of the labour market requiring greater flexibility and mobility. At the same time, increasingly versatile and complex forms of job-related spatial mobility are emerging. Consequently, the correlation between job mobility patterns and family-related processes is attracting more and more attention in the field of mobility and family research. However, to date there has rarely been a standard by which to systematically record and analyse job mobility. "Job Mobilities and Family Lives in Europe" (JobMob), a comparative European survey, and the "Panel Analysis of Intimate Relationships and Family Dynamics" (pairfam) constitute two sets of representative data for Germany, which provide largely comparable operationalisations for several forms of circular job mobility, thus allowing us to systematically perform comparative analyses. For the first time ever in this field of research, it is now possible to subject findings to a direct reciprocal validation process and to check whether general rules and correlations can be derived from them. In this regard, the present article aims at achieving three essential objectives. First, we will introduce a common indicator for circular job mobility patterns found in the two surveys. On the basis of this common indicator, we will comparatively analyse the prevalence of different mobility forms and their composition according to key socio-demographic characteristics. In addition, we will use multivariate analyses to illustrate the relevance of job mobility for partnership and family development. Results suggest mobility patterns to be an important individual context factor when explaining processes relevant to partnerships and family. In particular, women who exhibit some degree of job mobility are less often married and rarely have children.

Bioenergy is a hotly debated issue worldwide, with its impacts on rural development and food security arguably among the most crucial issues for poor African countries. Too often, however, debates and policies regarding bioenergy in and on Africa simply echo concerns and debates elsewhere. At the local and global levels, African countries are not adequately assessing and defending their options and interests in the matter of bioenergy.Based on research conducted in Namibia by a DIE Country Working Group in 2009, this study looks at the real and potential impacts of local bioenergy production on rural development and food security in particular. It follows a value-chain approach to understand the challenges – from producing primary feedstock through marketing bioenergy. It analyses the policies and institutions that affect the development and impacts of bioenergy, and identifies needed improvements. Bush-to-energy processes and products (charcoal, electricity and bushblocks) and Jatropha value chains are examined, and recommendations to improve regulation offered.
