"In den gängigen Prognosemodellen zur langfristigen Planung von Industriestandorten wird von einer starken linearen Beziehung zwischen der Beschäftigungsquote und Landnutzung ausgegangen. Zur Überprüfung dieser Annahme kamen neue Paneldaten aus den Niederlanden für den Zeitraum von 1997 bis 2008 zum Einsatz. In einem linearen Modell reicht die Beschäftigungsquote alleine nicht zu einer Prognose der Landnutzung aus. Nichtlineare Modelle weisen eine Beziehung auf der Ebene der Gemeinden und Industriestandorte auf, nicht jedoch für Regionen. Allerdings wird die Beziehung durch unbeobachtete Heterogenität stark verzerrt. Für Planungs- und Prognosezwecke sind zusätzliche erklärende Variablen zur Lösung dieses Problems erforderlich. AbstractUrban residential neighbourhoods in the Netherlands increasingly function as incubation zones for small‐scale businesses. Despite this development, little is known about whether and how the local production environment in these neighbourhoods shapes firm mobility behaviour. This article studies how two aspects of the local production environment — the built neighbourhood environment and zoning regulations — affect firm mobility of small‐scale businesses in urban residential neighbourhoods. To achieve this aim, we contrast two sets of urban neighbourhoods, pre‐ and post‐second world war neighbourhoods with a comparable low socio‐economic profile, but with distinct built environments and zoning regulations. We combine quantitative and qualitative methods to analyse available trade register data from the Dutch regional Chambers of Commerce, study neighbourhood zoning regulations, and conduct focus‐group and individual interviews with neighbourhood experts and entrepreneurs. The local built environment and its regulations appear to have a small but significant effect on the firm mobility behaviour of entrepreneurs in the neighbourhoods studied. Relocation intentions are higher among entrepreneurs in post‐war than in pre‐war neighbourhoods, which may (in part) be attributed to less favourable local institutional settings for businesses, but actual firm mobility does not differ between these neighbourhoods.

This article examines the institutional arrangements, practices and outcomes related to the recognition of skills, knowledge and competencies (SKC) of non-EU foreign nationals in the Netherlands (commonly referred to as Third Country Nationals (TCNs)) with specific reference to the Dutch healthcare sector. Although the national infrastructure for foreign recognition of educational and professional qualifications is well-developed by international standards, the system has a number of flaws as interviews with TCNs and experts in the field reveal. TCNs often discover that their qualifications are not considered equivalent to the relevant Dutch qualifications. Given the limitations of formally recognising the educational qualifications or work experience of TCNs, Dutch policies have supported other measures, including the accreditation and recognition of prior learning (RPL). However, expert interviews show that it remains a challenge to commit education providers and employers actually to validate these learning experiences. We consider various implications for policy-making and theory from this research.

AbstractResearch shows that the labour market integration of refugees is often problematic. Little is known about what kind of measures are effective to help them integrate into the labour market. In the Netherlands, a positive psychology intervention "Mosaic" for Syrian refugees was developed to support their economic participation. This study aims to assess the effect of "Mosaic" on the economic participation and work‐related attitudes of Syrian refugees. "Mosaic" was implemented in six municipalities by conducting an RCT with a waiting list control group. The results show that in the short term, the intervention group realizes a significantly larger increase in hours spent on an internship as well as substantially larger gains in confidence to find work in the future. In the long term, the intervention group experiences larger confidence gains related to finding a job that fits their education and experience.

Hoe gaat het met de vluchtelingen die in 2015 en 2016 zo massaal in Nederland aankwamen? Nu het stof enigszins in neergedaald en we eraan gewend zijn dat steeds meer vluchtelingen statushouder worden, is het tijd om te kijken hoe het beleid dat bedacht is om hen te laten participeren in de praktijk uitwerkt. Deze bundel behandelt het schuivende Nederlandse beleid ten aanzien van de positie van deze nieuwkomers. In een dertiental bijdragen, vooral door onderzoekers opgesteld; wordt hierover een interessant spectrum aan ervaringen en onderzoeksverslagen gedeeld. Onderwerpen zijn bijvoorbeeld de contradictie van de participatiesamenleving in relatie tot de plichten van de statushouder of de knelpunten bij onderwijs aan vluchtelingen.
