ABSTRACTIn criminal investigations by police officers in northern Ghana, the lines are fluid: civilians arrest suspects on their own, assuming the tasks of the police. Police officers are heavily influenced by civilians, often forming paid alliances with them. Yet such entanglements paradoxically enable state policing and integrate the police into society in a context of low resources and low legitimacy. Other practices limit and frame such transgressions. Using the concept of boundary work, this article analyses how actors maintain and negotiate the seemingly blurred distinction between state and society in West Africa.

Les policiers du Nord-Ghana définissent la déviance de manière étonnamment imprécise et qualifient en général les habitants de désinformés 1 et de terroristes. La méthode ethnographique révèle le rôle de ces discours en tant que stratégies d'orientation et de légitimation et met en lumière la manière dont les pratiques informelles s'en écartent régulièrement. Ces pratiques policières, qui apparaissent à première vue comme problématiques, peuvent alors être comprises comme une adaptation réussie à un milieu accordant une faible légitimité à la police.

State police forces in Africa are a curiously neglected subject of study, even within the framework of security issues and African states. This work brings together criminologists, anthropologists, sociologists, historians, political scientists and others who have engaged with police forces across the continent and the publics with whom they interact to provide street-level perspectives from below and inside Africa's police forces.

Research examines how organisations that identify with ethnic groups (immigrants, national minorities, the dominant majority) deal with the effects of growing ethnic diversity, as well as with European integration and related changes in the (inter)national political opportunity structure. Two hypotheses are derived from the literature: (1) groups with strong territorial identification perceive themselves as losers of growing diversity (and vice versa) and (2) groups that have a strong position within Europeanized national debates perceive themselves as winners of European integration (and vice versa). Both hypotheses have been nuanced: (1) territorial identification in itself is insufficient and self-perception also hinges on the degree to which one has an exclusive or inclusive identity; (2) groups with a weak position in Europeanized national debates show mixed self-perceptions: those groups with strong regional identification and/or national minorities tend to perceive themselves as winners, should the EU federalise and/or gain control over minority rights.

"African-Asian interactions contribute to the emergence of a decentred, multi-polar world in which different actors need to redefine themselves and their relations to each other. Afrasian Transformations explores these changes to map out several arenas where these transformations have already produced startling results: development politics, South-South cooperation, cultural memory, mobile lifeworlds and transcultural connectivity. How to deal with differences based on culture, ethnicity and race, has become a key issue of policing. This edited collected explores everyday, often mundane interactions between police officers and migrantised actors in European countries and asks how both sides deal with perceived differences. The contributions reflect that such differences are not just 'out there' but are being situationally (re-)produced in police-citizen encounters. By taking a comparative approach, the book develops a distinctly European perspective on these questions.
