Significant determinants of the competitive environment for SMEs in the context of the financial and credit risks

This paper seeks to examine the role of factors originated from outside (economic, political, competitive environment and relationships) and within (entrepreneur's attitude) the organization on the business risk perceived by entrepreneurs. To test the hypothetical relationships, an ordinal regression with two link functions was applied on an original dataset of 641 small and medium-sized enterprises (SMEs) operating in Slovakia and Czech Republic. The analysis revealed that not only economic factors can predict business risk, but along with them are political and competitive environments, relationship with supply chain actors and entrepreneur's attitude. Consistent with prior research, it is found that an unstable economic environment leads the business to expose themselves to business risk. Also, a friendly regulation framework and quality education contribute significantly to reducing the level of risk. The research triggers the interest of policymakers who design policies aimed at improving the business environment by reducing the level of risk that firms face in doing business. Also, this paper is useful for managerial perspective, since entrepreneur attitude was found to be a predictor of business risk.

The efficiency of the public finance system is conditioned also by the efficiency of public procurement processes. The Slovak healthcare system has been under pressure to increase long-term efficiency. With respect to achieve the efficiency in healthcare system, the efficient public procurement is necessary condition. It is important to examine the factors influencing the public procurement system in the health sector as well as the causal relationships that would provide a valuable platform for the evaluation mechanisms aimed at the effectiveness of the planned purchases. The healthcare sector is specific because it is difficult to consider the effectiveness of the medical equipment in public procurement as well as its long-term effects, the total cost of the treatment and the individual requirements of the patient. The aim of the study is to clarify, whether the use of GPA impact the occurrence of savings within the public procurement process and if application of GPA induces the competition among tenders, thus whether the use of GPA increase number of offers. We use data on public procurement in healthcare sector in Slovak republic in 2019. The focus of analysis is on the Agreement on Government Procurement use by Slovak public procurement bodies and its impact on competition and creation of savings in public procurement process. Our findings suggest that the use of Agreement on Government Procurement induce emergence of savings in public procurement and increases the level of competition. Analysis also indicates that there exists relatively tight correspondence between competition and emergence of savings within public procurement process. The European Union is made up of countries that differ significantly in their economic development. In order to develop tailored strategies for their development, it should be possible to quantify the condition at a desired point in particular time. Again, on this basis, the process of economic development can be quantified and thus typicalities identified. The process is characterized by several parameters: intensity, which reflects the quantitative side of the development process; homogeneity reflecting upon the qualitative side of the development process, and dynamics, integrating development intensity and homogeneity into one generalizing mean. The values of the economic development process make it possible to divide all the countries of the European Union into three levels. This distinction allows for a differentiated analysis of the effects of economic development of countries in terms of their social, environmental and other development.

The objective of this article was to identify the important social factors influencing the quality of business environment for small and medium-sized enterprises (SMEs), to quantify their intensity, and compare the differences between Czech Republic (CR) and Slovak Republic (SR). In this context, empirical research was conducted on SMEs in Czech Republic and Slovakia. Within this research, data from 312 SMEs in CR and 329 SMEs in Slovakia were obtained. For data processing, chi-squared test and Z-score were used. The research results brought interesting findings. Entrepreneurs in both countries have negatively assessed the attitude of politicians, public opinion, and media to their business activities. They see the positive impact of family environment on business activities. They particularly appreciate the support and help they get from the family. It follows that family environment is motivating but not with the expected intensity. A surprising fact is that entrepreneurs do not agree than in general, entrepreneurs possess more money and better social status. Entrepreneurship is associated with better professional growth, interesting work opportunities, and full use of own skills. Research background: SMEs represent an integral part of the economy environment in a majority of the countries all over the world. They signify the most efficient, progressive, and important part of the advanced economies. The long-term effort of the EU countries, as well as other advanced economies is to create quality and stable conditions for their development in order to be able to respond to all the possible changes in the business environment that is being changed to more and more comprehensive in the recent time. Purpose of the article: The objective of the contribution is to examine administrative and legislative obstacles to SMEs business in the Czech Republic and Slovakia and the quantification of the differences in perceiving legislative and administrative obstacles to business by entrepreneurs in both countries. Methods: A questionnaire survey was conducted within SMEs in the Czech Republic and Slovakia in 2019. The research sample included 641 SMEs, 312 from the Czech Republic and 329 from Slovakia. We focused on 5 dimensions related to legislative and administrative obstacles to SMEs business within which selected statements were examined. Contingency tables were used to analyze the ratios of the examined variables. Findings & Value added: The differences detected in both countries in the respondents´ perception and assessment are evidence of the changes in the business environment of both countries, giving rise to the questions about the extent to which the legislative and administrative obstacles, as well as the obstacles related to law enforcement and bureaucracy are acceptable and by which groups of entrepreneurs. The results of the research provide valuable findings for the creators of regional and national policies, and represent a valuable basis for the creation of the concepts focused on the SMEs´ development in both countries. The results of the study also support the implementation of follow-up research in this area that will reveal other determinants affecting the development of SMEs. They also create a valuable platform for the construction of national and international benchmarking indicators in this area and the implementation of comparative analyses. The development of small and medium-sized enterprises (SMEs) is at the center of interests of the relevant authorities in the European Union and national economies across Europe. The aim of this paper was to define and quantify important economic factors that shape the quality of business environment in the SME segment, and to compare their significance in Czech and the Slovak Republics. According to the defined aim a survey-based research was conducted with the enterprises of the SME segment. Responses from 312 enterprises in Czech Republic and 329 enterprises in Slovak Republic were obtained. The Z-score method was used to verify the scientific hypotheses. The research brought some interesting findings. Slovak entrepreneurs, despite slower growth of GDP and income in Slovakia, better rated the importance of the Central bank in creating a stable business environment as well as the role commercial banks play in financing business needs. The results of this research support the perception that the quality of business environment is a complex consisting of both economic and non-economic factors. It was discovered that the overall rating of the business environment quality is lower than the rating of partial economic factors influencing it. © Foundation of International Studies, 2019.

Small and medium-sized enterprises (SMEs) are an essential part of every country's economic system. The quality of the business environment plays an important role in this regard. The aim of the paper was to define and quantify important public sector factors influencing the quality of the business environment in the SME segment and to compare the intensity of the defined factors between the Czech Republic (CR) and the Slovak Republic (SR). In regards to the defined aim, a survey-based research was conducted with enterprises operating in the SME segment. 312 enterprises in CR and 329 enterprises in SR were approached during this research. The scientific hypotheses were verified using the methods of Pearson statistics. The evaluation of political factors is quite negative in both countries. Only 15% of Czech and 20% of Slovak entrepreneurs positively evaluated the level of legislation in business. Both Czech and Slovak entrepreneurs see state's support of export quite positively. Only 12% of Czech and 22% of Slovak entrepreneurs positively evaluated the administrative burden on enterprises. Entrepreneurs in both countries claim that the state is unable to provide qualified workforce for businesses. Most significant differences between the two countries were found in the evaluation of state bureaucracy which the Slovak entrepreneurs evaluated more positively than their Czech counterparts. The results of the research show the need to deal with urgent issues, or create a better system of public factors influencing the business environment. © 2019, Bucharest University of Economic Studies Publishing House. In this paper we aim to explore how the type of bank ownership - local private banks, government-owned banks (public banks) and foreign banks - can affect relationship lending to small and medium enterprises (SMEs) by using a unique data set from Bangladeshi banking sector. We found that private banks differ from government-owned and foreign banks in terms of relationship lending and credit facilities to SMEs. More specifically, our results suggest that unlike government and foreign banks, private banks do consider soft information from relationship lending while setting up the loan spread to SMEs. We can also confirm that exclusive banking relationship or repeated banking with private banks can soften credit conditions (loan maturity and covenants). Moreover, we found empirical evidence that banking relationship is important for private banks in terms of SME credit risk evaluation. Finally, as according to our expectation, the results confirm that regardless of prior relationship, private banks are more depended on collateral-based lending to SMEs than government-owned or foreign banks. © Foundation of International Studies, 2017. and CSR, 2017.

Aim of following contribution is to define and quantify selected attributes of the business environment in Small and medium-sized enterprises (SME). In this context, our own research was prepared and gradually implemented, where the intensity of individual business risks, status, motivation, feelings of entrepreneurs in SME segment, relationship to the bank, state, society, and business optimism in the Czech Republic and Slovakia was analyzed. Due to the global financial crisis, conditions for SME business have worsened. Average decrease in the profitability amounted in 10.44% in the Czech Republic, and in Slovakia 12.01%. The most important business risk for SME is the market risk (lack of market space for the realization of own production). In the Czech Republic 79.44% and 80.49% of Slovak entrepreneurs reported market risk as a key business risk at present. The perception of entrepreneurs by the society and by the state is not good in both of countries. In the Czech Republic and in Slovakia, lots of firm owners have met with corruption and cronyism. Despite the deterioration in the business environment, Czech and Slovak entrepreneurs are very optimistic. This paper deals with small and medium enterprises in relation to the attitudes perceived by business owners in their immediate neighbourhood, society, in relation to banks and the government. The key question is the difference between entrepreneurs who started their businesses voluntarily and those who entered the business out of necessity. The majority of governmental policies, including Czech policies, focus more on the questions of financial support, however the support of entrepreneurs can be broader and may include the efforts to influence perception of an individual and the society so that they have a more positive attitude towards entrepreneurial activities. The attitudes in the Czech Republic are so far rather negative and such a change may be positively reflected in the level of the entrepreneurial activity which strongly affects economic development.
