This study suggests that Prior Learning Assessment and Recognition (PLAR) is gaining legitimacy in the university setting because of the Government/ Industry/ Labour agenda to prepare the workforce for the twenty first century; because of growing emphasis on lifelong learning characterized by mature students, part-time studies, and modular programs; because of the increasing integration of colleges and universities; and because of the prospective students' conviction that learning outside the classroom should be validated. Quality assurance and administrative issues have still to be resolved. At the same time, however, PLAR is not yet an important ingredient of university culture. ; Cette étude suggère que la reconnaissance des acquis fait tranquillement son chemin dans le milieu universitaire parce que le gouvernement, l'industrie et le salariat ont résolu de préparer la main- d'oeuvre pour le vingt-et-unième siècle; parce que l'acquisition continue du savoir prend de plus en plus d'importance comme en témoignent les programmes pour étudiants adultes, d'études à temps partiel et modulaires; parce qu'il existe une synergie croissante entre collèges et universités; parce que les étudiants potentiels ont la conviction que l'apprentissage hors de l'école devrait être reconnu. Reste à résoudre les questions administratives et d'assurance de la qualité. En même temps, cependant, la reconnaissance des acquis, n'est pas, à l'heure actuelle, un élément dominant de la culture universitaire.

Mass higher education has taken hold in the developed nations, and a widely held belief exists that higher education is a "right." With massification have emerged two notable trends: an entrepreneurial emphasis fuelled by the revenue-cost squeeze ensuing from reduced and realigned government funding; and a quest for differentiation through "Image Management" and even "Branding," given the multitude of institutions and offerings present in the "post- massification" era. This paper examines this evolution, some say "revolution," in the university sector. ; Cet accès universel a entraîné deux phénomènes notables: d'une part un accent sur 1'entrepreneurial justifié par la réduction du financement gouvernemental et l'obligation d'assumer les coûts de fonctionnement; d'autre part, la nécessité que le grand nombre d'établissements et de programmes qui ont facilité cette universalité se distinguent individuellement en recourant à la « gestion de l'image» et même à la création d'une « marque de commerce ». Cet article examine cette évolution, ou même « révolution » comme certains la qualifient, dans le secteur universitaire.

AbstractA frequent rebuttal by faculty members who are criticized for doing little or no publication is that they are engaged in other, equally important, activities. This study was based on the hypothesis that those faculty members active in publications were as much involved in other activities as faculty members who had little publications output. The testing of this hypothesis required the selection of performance indicators that would be sensitive to disciplinary attributes and still be easy to collect and manage at the institutional level. Acceptance of the hypothesis would raise questions of workload inequity whereas a rejection would indicate a task specialization. The performance model used in this study led to the conclusion that there was no task specialization.RésuméAux critiques que reçoivent certains membres du corps professoral pour ne publier que peu ou pas du tout, ils répondent souvent qu'ils sont engagés dans d'autres activités tout aussi importantes. Cette étude reposait sur l'hypothèse que les professeurs qui publient activement se consacrent à d'autres activités, tout autant que les autres moins productifs en cette matière. Pour éprouver cette hypothese, il a fallu choisir des indicateurs de performance à la fois sensibles aux caractéristiques disciplinaires et faciles a recueillir et à administer dans l'établissement. Si l'hypothèse était acceptée, elle soulèverait des questions d'inégalité dans les charges de travail mais dans le cas d'un refus, elle indiquerait une spécialisation des tâches. Le modèle de performance utilisé dans cette étude a mené à la conclusion qu il n'y avail pas de spécialisation des tâches.
To a very large extent, the national and international reputation of major research universities depends upon their research performance. That explains why competition is so fierce among them to get as much as they can from the three Canadian government major granting agencies. This study demonstrates how performance indicators were developed to measure the effectiveness of research grant getting among eleven Canadian universities. It shows how amount of money received, size of teaching staff, and disciplinary characteristics were standardized to yield objective disciplinary and institutional rankings. ; La réputation nationale et internationale des principales universités où il se fait beaucoup de recherche dépend dans une très large mesure de leur rendement dans ce domaine .C'est pourquoi ces institutions mènent une lutte serrée pour obtenir le maximum de subventions des trois principaux organismes subventionnaires du gouvernement canadien. L'article porte sur l'approche utilisée pour mesurer, à l'aide des indices de rendement, l'efficacité des subventions de recherche réparties entre onze universités canadiennes. Il montre que pour en arriver à un classement objectif des disciplines et des institutions, il a fallu standardiser les sommes versées, l'importance numérique du corps professoral et les caractéris-tiques disciplinaires.

At the beginning of the 1970 decade, the Université de Montréal moved to make its curricular approach more open to interdisciplinarity. This departure from traditional distribution requirements was regarded as the solution sought to meet new socio-economic realities such as financial constraints, expansion of knowledge, and student demands for more relevance. A fter a few years of policy implementation on that matter, many individ-uals and committees within the Institution had become inquisitive about the degree of effectiveness of those policies. The purpose of this study is threefold: to determine the magnitude of the range set up by departments in their degree program structures to give students an opportunity to take courses outside their basic disciplines; to assess the degree of students' responsiveness to utilize course offerings outside their basic disciplines; and to measure the ability of departments to attract non-major students from related and foreign disciplines. The results indicate that although departments modified their degree program structures to conform to the interdisciplinary objective, over-specialization still prevails. Student majors have a tendency not to take advantage of the more flexible degree program structures to go out of their basic disciplines; when they do consume credit hours outside their departments, they do so mostly in related disciplines. It appears that, in order to imple-ment interdisciplinary practices, minimum standards for breadth and maximum standards for depth need to be set up. ; L'Universite´ de Montre´al, a` l'instar d'autres institutions, a implante´ au de´but des anne´es '70 une politique d'ouverture disciplinaire. Elle correspondait aux yeux des responsables, a` la solution ade´quate de certains proble`mes socio-e´conomiques: ne´cessite´ de re´pondre a` des contraintes d'ordre financier, a` des besoins d'e´volution scientifique des disciplines ainsi qu 'a` la satisfaction des besoins exprime´s par les e´tudiants. Apre`s quelques anne´es de mise en place de cette politique, il fut ne´cessaire d'en e´valuer l'efficacite´. La pre´sente e´tude re´pond a` cet objectif en examinant l'e´volution des trois dimensions suivantes de ce phe´nome`ne: l'ouverture the´orique des programmes, le comportement des e´tudiants en matie`re interdisciplinaire et la capacite´ des de´partements d'attirer les e´tudiants des autres disciplines. Il appert que, si dans l'ensemble la structure des programmes se modifie pour se conformer aux exigences d'ouverture disciplinaire, en pratique la spe´cialisation pre´vaut: les e´tudiants ont une forte tendance a` suivre l'enseignement de leur discipline et lorsqu 'ils fre´quentent les cours offerts par d'autres de´partements, ils pre´fe`rent choisir des discipli- nes connexes. Il semble donc que la modification des programmes n 'est pas une condition suffisante pour changer les pratiques d'enseignement. Il faudra e´galement contrer la re´sistance due a` l'autonomie de´partementale en obligeant les e´tudiants a` choisir un nombre minimum de cours hors de leur disicpline.

This paper discusses the role of the colleges in applied research in the context of Canada's capability for innovation in a globally competitive arena. The analysis focuses upon issues around an expanded mandate related to applied research. To explore the state of readiness of the college sector, it draws upon the results of a survey distributed to 150 college and institute presidents in Canada, as well as upon other recent studies. The discussion ends with suggested policy avenues to maximize the effectiveness of this sector's contribution to the nation's innovation agenda. ; Cet article discute le rôle que peuvent jouer les collèges en recherche appliquée alors que le Canada essaie d'accroître sa capacité à innover dans un contexte de concurrence mondiale. L'analyse est particulièrement ciblée sur les effets que pourrait avoir la reconnaissance de la recherche appliquée dans le mandat des collèges. L'article s'appuie entre autres sur une enquête distribuée à près de 150 présidents de collèges et instituts de même que sur d'autres études très récentes. Pour conclure, des pistes de politiques de recherche sont mises en évidence afin de maximiser la contribution du secteur collégial à l'efficience du dossier national de l'innovation.
