Der Verfasser skizziert die im Gefolge der atomaren Abrüstungsverhandlungen und der Beendigung des Kalten Krieges erfolgten Revisionen bezüglich des Umfangs des zur Abschreckung eines potentiellen Gegners als notwendig erachteten atomaren Potentials auf beiden Seiten. Wenngleich er diese Entwicklung im wesentlichen begrüßt, hält er doch ein radikales Abgehen vom Prinzip der atomaren Abschreckung als einen für Rußland zum derzeitigen Zeitpunkt nicht gangbaren Weg. Im Zuge eines größeren bewaffneten Konflikts kann für Rußland seiner Meinung nach sehr wohl situationsbedingt der Ersteinsatz von Nuklearwaffen geboten erscheinen. Auch kann seiner Ansicht zufolge gegenwärtig von einer ernsthaften strategischen Partnerschaft zwischen Rußland und den USA nicht die Rede sein, was gleichfalls für die Beibehaltung der atomaren Schlagkraft Rußlands spricht.
