Ein neuer Leitfaden des UBA unterstützt Verwaltungen dabei, ihre Vorbildfunktion im Klimaschutz zu verbessern. Hierzu stellt er die Etappen auf dem Weg zur treibhausgasneutralen Verwaltung dar, beschreibt die hierzu notwendigen Schritte und gibt praktische Empfehlungen für die dabei auftretenden Herausforderungen. Zu den wichtigsten Themen und Handlungsfeldern enthält er umfangreiche weiterführende Informationen, praxisrelevante Hilfestellungen und Checklisten. Der Leitfaden richtet sich vorrangig an öffentliche Einrichtungen, die mehr für den Klimaschutz tun möchten. Darüber hinaus gibt er auch Unternehmen eine Orientierung, wie sie glaubwürdig treibhausgasneutral werden können.

A guide of the German Environment Agency (⁠UBA⁠) supports public administrations being a role model of climate protection. To this end, it presents nine stages on the path to greenhouse gas neutral administration. For each stage, it describes the steps and challenges and provides practical recommendations for all relevant issues. Furthermore, the guide contains methodological, organizational and practical information as well as best practice examples and checklists. Though it aims primarily at public authorities, it is also highly relevant for all companies that claim greenhouse gas neutrality beyond greenwashing.

Die RESCUE-Studie zeigt: Treibhausgasneutralität bis spätestens 2050 ist in Deutschland auf unterschiedlichen Wegen erreichbar. Je früher und ambitionierter gehandelt wird, desto mehr Freiräume eröffnen sich für die Gestaltung dieses Transformationspfades und ermöglichen eine ausgewogene Balance zwischen Substitution, Vermeidung und Senkung. Das Politikpapier fasst die zentralen Ergebnisse der RESCUE-Studie zum erfolgreichen Klimaschutz zusammen und zeigt die erforderliche Schritte auf, um Treibhausgasneutralität zu ermöglichen und einem angemessenen Beitrag Deutschlands zum Klimaübereinkommen von Paris nahe zu kommen.

The success of climate and natural resource protection depends amongst others on the expansion of renewable energies. The policy paper describes the central results of the RESCUE study as well as the challenges and steps required to expand renewable energies in order to achieve greenhouse gas neutrality, and for Germany to make an appropriate contribution to the Paris Climate Agreement.

The study analyses the country background, emissions trends, ongoing activities and barriers relating to the implementation of the Nationally Determined Contribution (NDC) of Kenya under the ⁠UNFCCC⁠. A special emphasis is laid on further mitigation potentials in the fields of reforestation, afforestation and decreasing deforestation as well as efficient biomass and renewable energy cookstoves and renewable energy. A chapter is dedicated to the relevance and perspectives of coal use.

Kippelemente sind überregionale bis globale Komponenten des Erd-Klimasystems, die potenziell nichtlinear auf den anthropogenen Klimawandel reagieren könnten. Bei Überschreiten wichtiger Schwellenwerte (Kipppunkte) gehen sie in wesentlich andere langfristige Zustände über, die in menschlichen Zeiträumen häufig unumkehrbar sind und positive Rückkopplungen (also sich selbst verstärkende Effekte im Erd-Klimasystem) nach sich ziehen können. Damit können potenziell die Grenzen der Anpassungsfähigkeit von Menschen und Umwelt erreicht oder überschritten werden. Neuere Forschungen zeigen, dass die aktuelle globale Erwärmung von ~ 1,2 °C gegenüber vorindustrieller Zeit bereits im Möglichkeitsbereich wichtiger Kipppunkte liegt und dass weitere Kipppunkte im Bereich von 1,5 bis 2 °C Erwärmung "möglich" oder sogar "wahrscheinlich" werden. Diese Überschreitungen könnten zu kaskadischen Kippdynamiken auf globaler Ebene führen, welche eine Kettenreaktion weiterer Kipppunktüberschreitungen impliziert. Angesichts der dynamischen Wechselwirkung zwischen potenziellen Klimagefahren und sozioökonomischen Systemen ist es besonders wichtig, Kippdynamiken und ihre wahrscheinlichen Auswirkungen besser zu verstehen. Vor diesem Hintergrund werden in diesem Bericht, die wichtigsten Erkenntnisse zu klimatischen Kipppunkten sowie deren klima- und sicherheitspolitischen Implikationen auf Basis der wissenschaftlichen Literatur aufbereitet. Diese Erkenntnisse sollen zur Entwicklung von Klimastrategien beitragen, die die Risiken und Herausforderungen von Kipppunkten direkt integrieren. Die Ergebnisse richten sich neben politischen Entscheidungsträger*innen auch an Akteur*innen der wissenschaftlichen Politikberatung sowie an die interessierte Öffentlichkeit. Das vorliegende Hintergrundpapier thematisiert relevante Aspekte von Kippelementen, -punkten und möglicher Kaskadeneffekte, die von diesen Zielgruppen bei der Diskussion und Ausgestaltung nationaler, europäischer und internationaler Klimapolitik berücksichtigt werden müssen.

Many hope that the Global Stocktake under the Paris Agreement can become a catalyst for increased mitigation ambition over time. Based on different theories of change, this paper outlines four governance functions for the Global Stocktake. It can contribute to the Paris Agreement as a pacemaker (stimulating and synchronizing policy processes across governance levels), by ensuring accountability of Parties, by enhancing ambition through benchmarks for action and transformative learning, and by reiterating and refining the guidance and signal provided from the Paris Agreement. The paper further outlines process- and information-related preconditions that would enable an ideal Global Stocktake.

The German Federal Environment Agency (⁠UBA⁠) presents here a summary of its Ideas on climate policies. We wish to illustrate how we foresee the next steps towards an ambitious set of policies for energy, mitigation of and adaptation to climate change. Climate change is one of the greatest challenges facing humanity. Scientific knowl-edge about the impending threats as well as knowledge about possible options for action have increased considerably in recent decades. Particularly alarming, in view of expected climate change, is the IPCC's fourth assessment report, published in 2007. At the same time we are observing an increase in the global emissions of greenhouse gases – the cause of anthropogenic climate change.

Der IPCC-Sonderbericht über 1,5 °C globale Erwärmung (SR1.5) fasst den weltweit vorhandenen wissenschaftlichen Kenntnisstand zu den Folgen von 1,5 °C globaler Erwärmung gegenüber vorindustriellen Bedingungen und zu den mit einer solchen Erwärmung konsistenten Treibhausgas-Emissionspfaden zusammen. Er untersucht Maßnahmen zur Verstärkung und Beschleunigung des Kampfes gegen den Klimawandel. Ein gesondertes Kapitel geht auf Berührungspunkte zu den globalen Zielen nachhaltiger Entwicklung (SDGs) ein. In einem Webinar am 26. Oktober 2018 stellte das Umweltbundesamt ausgewählte Erkenntnisse des Sonderberichtes vor. Das Webinar zielte darauf ab, wichtige Botschaften des Berichtes im klima- und umweltpolitischen Kontext darzustellen und für die Politikgestaltung verfügbar zu machen. Diese Dokumentation umfasst die im Webinar präsentierten Inhalte sowie im Anhang eine konsolidierte Beantwortung der im Webinar gestellten Teilnehmerfragen.

A special emphasis is laid on further mitigation potentials in the fields of transport – especially low-carbon domestic shipping – and waste reduction, disposal and processing.

Achieving the Paris Agreement Long-term temperature goal (PA LTTG) requires closing the 2030 ambition and action gap between emissions levels consistent with the Paris Agreement and emissions levels projected with current targets and policies. G20 countries have a crucial role to play in realising increased climate policy ambition, given their economic power and prosperity, as well as their influence on investments, technology deployment and financial flows. This briefing paper provides an overview of mitigation options that have been analysed in recent literature and that can contribute to closing the emissions gap in 2030. This provides the basis to identify key policy areas and promising options for intergovernmental cooperation between the G20 nations, as well as possibly other relevant actors.

The Paris Agreement combines collective goals with individual countries' contributions. This hybrid approach does not guarantee that the individual contributions add up to what is required to meet the collective goals. The Paris Agreement therefore established the Global Stocktake. Its task is to "assess collective progress" towards achieving the long-term goals of the agreement as of 2023 and every five years thereafter. Corresponding to this role, this paper addresses three questions: What should an effective Global Stocktake look like? What information and data are needed? Is it possible to execute an effective Global Stocktake within the mandate of the Paris Agreement?
