Framing effects are everywhere. An estate tax looks very different to a death tax. Gun safety seems to be one thing and gun control another. Yet, the consensus from decision theorists, finance professionals, psychologists, and economists is that frame-dependence is completely irrational. This book challenges that view. In this work, it has been done a balance of the importance of Information and Communication Technologies (ICT) in the agenda of international agencies, such as the Organization of the United Nations (UN), the United Nations for Education,Science and Culture Organization (UNESCO), the Economic Commission for Latin America (ECLAC) and some institutions such as the World Summit on the Information Society (WSIS) and the Ministry of People's Power for Science and Technology (MCT) of Venezuela, among others, with the aim of understanding their impact and contribution to solve problems of the Southern countries. The qualitative study found that ICT have become really essential for accomplishing any process of economic, political, social and cultural development, which aspires to succeed in programs for the third world countries that will lead them to symmetrical and balanced paths in economies involved in sustainable development with together articulate with equallity conditions aspects like ICT and educational processes, integrating socio-cultural networks that facilitate the appropriation of great benefit information, communications and knowledge to be gained from them, adapting them to their specific local, regional and national needs. ; Se ha realizado un balance de la importancia de las Tecnologías de Información y Comunicación (TIC) en la Agenda de los Organismos Internacionales, tales como la Organización de las Naciones Unidas (ONU), la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO), la Comisión Económica para América Latina (CEPAL) e instituciones como la Cumbre Mundial de la Sociedad de la Información (CMSI) y el Ministerio del Poder Popular para la Ciencia y Tecnología (MCT) de Venezuela, entre otros, con el objetivo de comprender su impacto y aporte en la resolución de problemas de los países del Sur. El estudio cualitativo determinó lo imprescindibles que se han convertido las TIC en todo proceso de desarrollo económico, político, social y cultural, que aspire tener éxito en los programas de impulso de los países del tercer mundo que los conduzca hacia rumbos simétricos y equilibrados en sus economías, involucrados en desarrollo sostenible con equidad que articule en igualdad de condiciones a las TIC y los procesos educativos, integrándolos en redes socio-culturales que posibiliten la apropiación de los grandes beneficios informativos, comunicacionales y de conocimientos que pueden obtenerse con ellos, adaptándolos a sus necesidades específicas locales, regionales y nacionales.
