Summary This paper explores the management of health hazards caused by the use of lead compounds in food vessels. My focus is on the regulations promulgated in 1801 in Spain. The main protagonists of the paper are late eighteenth-century members of the Madrid Academy of Medicine interested in public health issues, chemists with contrasting views on the regulation of toxic hazards, enlightened artisans with particular ways of knowing and doing, and French military surgeons involved in the long-term controversy concerning the causes and remedies of what was known as the 'colic of Madrid'. Many general issues regarding the regulation of toxic risks are discussed: the disputed fields of expertise, the changing social anxieties, the diverse agency of the stakeholders and decision makers, the technologies for identifying poisons and for assessing their effects, and the persistent tensions and conflicts inside the various professional and academic groups.
Tras una revisión de las nuevas tendencias historiográficas en el tema tratado, las siguientes secciones están centradas en los trabajos de Federico Olóriz Aguilera, desde sus estudios iniciales sobre anatomía, antropometría y el índice cefálico, hasta sus primeras investigaciones sobre huellas dactilares a principios del siglo xx. Se analiza la apropiación de la obra dactiloscópica de Juan Vucetich, el escenario favorable generado por las reformas policiales alrededor de 1907 y la contribución del médico forense Antonio Lecha-Marzo. Los dos últimos apartados revisan la extensión de las huellas dactilares a nuevos dominios de identificación y el limitado debate que se produjo sobre sus consecuencias.
By focussing on a case of collective poisoning in 1865, four features of forensic cultures are analysed: technologies for detection, authorized voices, regulations in action and the predominant social anxieties. Local newspapers and archival documents kept in the medical academies of Barcelona and Madrid are analysed. The analysis shows the tensions between various types of proof employed in legal medicine and the ambiguities between epidemic diseases and poisoning accidents. In the first section, I review the fears caused by the cholera epidemic in 1865, which was the first explanation of the accident. The changes of popular perception are also discussed by analysing contemporary newspapers. I also reconstruct the social anxieties that constrained the judicial investigation and the subsequent work of the experts. I study the lack of economic and manpower support for the development the new organization of forensic physicians and, finally, I review the controversies between doctors and pharmacists regarding the management of the different types of toxicological proofs. ; A través de un caso de envenenamiento colectivo de 1865, se analizan cuatro ingredientes característicos de las culturas forenses: las tecnologías de la prueba, las voces autorizadas, el marco legislativo en acción y las ansiedades sociales predominantes. Se emplean noticias de prensa local y la documentación conservada en las academias de medicina de Barcelona y Madrid. El caso estudiado muestra las tensiones entre diversos tipos de pruebas y las ambigüedades en el diagnóstico de enfermedades epidémicas y envenenamientos. Se estudia, en primer lugar, los temores provocados por la epidemia de cólera de 1865, con el que se asociaron inicialmente las muertes. This paper deals with the judicial identification of corpses in nineteenth-century France. The case of the widow Houet (1833) is particularly interesting for this purpose because two contrasting techniques of identification were employed: forensic medicine and phrenology. Mateu Orfila, dean of the Paris Faculty of Medicine, had recently developed a quantitative method for the identification of corpses, which was later regarded as a landmark in nineteenth-century forensic medicine. Pierre-Marie Dumoutier, an outstanding member of the Society of Phrenology, analysed the skull and offered surprising data about the personality of the widow. The episode stirred up controversies on the evidentiary value of phrenology and medicine in criminal investigations. Thanks to these controversies, I discuss three different points: the implicit rules of admissibility of expert knowledge in nineteenth-century French courts; the politics of legal medicine and phrenology regarding crime, penal system and prisons; and the tensions and unequal exchanges between legal medicine and phrenology in terms of people, data, objects, spaces and practices. Le but de cet article est l'étude des pratiques d'identification judiciaire des cadavres en France pendant le XIXe siècle. Le cas de la veuve Houet (1833) est particulièrement intéressant à ce propos, car deux techniques très différentes ont été employées : la médecine légale et la phrénologie. Mateu Orfila, doyen de la Faculté de médecine de Paris, avait récemment développé à cette époque une méthode quantitative pour l'identification des cadavres, qui a été postérieurement considérée comme un grand apport à la médecine légale du XIXe siècle. Pierre MarieDumoutier, membre éminent de la Société de phrénologie de Paris, a aussi analysé le crâne exhumé et il a offert des données surprenantes sur la personnalité de la victime. L'épisode a généré des controverses sur la valeur probante de la phrénologie et de la médecine légale dans les enquêtes criminelles. En s'appuyant sur les documents produits par ces controverses, trois points liés au rôle des experts du crime pendant le XIXe siècle en France sont discutés dans cet article : les règles implicites d'acceptation ou d'exclusion des différents savoirs dans les tribunaux ; les représentations et les buts poursuivis par la médecine légale et la phrénologie concernant la criminalité, le système pénal et les prisons ; enfin les tensions et les échanges inégaux entre la médecine légale et la phrénologie en termes de personnes, données, objets, espaces et pratiques.
The purpose of this work is to make an approach to the political attitudes of the Spanish scientifical authors at the beginning of the XIX century. The outcome is given of a prosoprographic study involving 483 biographies of cultivators of the Spanish science of that period on the basis of the data offered by several biobibliographic indexes and dossiers mainly proceeding from the documentation kept at the archives of the Ministry of the Interior of José the First. On perusal of this documentation, the site of residence of the scientific authors, their centres of education, their speciality, occupation or profession as well as their political attitudes vis-à-vis the Frenchified government have been the object of consideration and analysis. ; El trabajo tiene como objetivo realizar una aproximación al estudio de las actitudes políticas de los autores científicos españoles de principios del siglo XIX. Se ofrece el resultado de un estudio prosopográficos de 483 biografías de cultivadores de la ciencia españoles de ese período basado en los datos que ofrecen varios repertorios bibliográficos y diversos expedientes procedentes, principalmente, de la documentación del Ministerio del Interior de José I. A través de esta documentación, se ha analizado el lugar de residencia de los autores científicos, los centros donde se formaron, las materias científicas cultivadas, su ocupación o profesión, y su actitud política frente al gobierno afrancesado.
This paper reviews the way in which Spanish agriculture climbed onto the pesticide treadmill. We claim that Fascist policies and expert advice assembled in the early 1940s accelerated the introduction of pesticides into Spanish agriculture and promoted the emergence of the Spanish pesticide industry in the times of autarky. Agricultural engineers were the key protagonists in this process, but other human and non-human actors also played a pivotal role: a new pest (the Colorado beetle), Francoist politicians, farmers, landowners and industry managers. Our focus is on the use of pesticides against the Colorado beetle (the main threat to the potato crop), and the transition from arsenical pesticides to DDT during the 1940s. We discuss how the politics of autarky offered new opportunities for developing agronomic programmes and the chemical industry and led to the creation of the Register of Pesticides in 1942. We also discuss the role of these regulations in concealing the risks of pesticides from farmers and food consumers. Arsenic pesticides became sources of slow poisoning and tools for social control while reinforcing the alliance of agricultural engineers and Fascist politicians in their autarkic and authoritarian projects. When DDT arrived in Spain, the agricultural engineers praised the low toxicity it had demonstrated (compared to lead arsenate) in its first uses in public health and in military campaigns in Italy. Indeed, the data concerning its potential dangers disappeared from view thanks in part to a large multimedia campaign launched to promote the introduction of the new organic pesticides in Spanish agriculture, which is described at the end of the paper. ; Este artículo revisa la forma en que la agricultura española entró en el círculo vicioso de los pesticidas. A principios de la década de 1940, la unión de políticas de inspiración fascista y el asesoramiento de expertos aceleraron la introducción de los pesticidas en la agricultura, y promovieron el surgimiento de la industria española de pesticidas durante los años de la autarquía franquista. Los protagonistas clave en este proceso fueron los ingenieros agrícolas, pero también otros actores humanos y no humanos jugaron un papel fundamental: una nueva plaga (la del escarabajo de la patata), políticos franquistas, agricultores, propietarios de tierras y empresarios de la industria. El trabajo se centra en el uso de pesticidas contra el escarabajo de la patata (la principal amenaza para el cultivo de patata) y la transición del uso de pesticidas arsenicales al DDT durante la década de 1940. La política de la autarquía ofreció nuevas oportunidades para desarrollar programas agronómicos y la industria química y condujo a la creación del Registro de plaguicidas en 1942. También se revisa el papel de estas regulaciones para ocultar los riesgos de los plaguicidas a agricultores y consumidores. Los pesticidas con arsénico se convirtieron en fuentes de envenenamiento lento y herramientas para el control social al tiempo que reforzaron la alianza de ingenieros agrícolas y políticos fascistas en sus proyectos autárquicos y autoritarios. Cuando el DDT llegó a España, los ingenieros agrícolas elogiaron la baja toxicidad que había demostrado (en comparación con el arseniato de plomo) en sus primeros usos en salud pública y en campañas militares en Italia. De hecho, los datos sobre sus peligros potenciales apenas tuvieron visibilidad, gracias en parte a una gran campaña multimedia lanzada para promover la introducción de los nuevos pesticidas orgánicos en la agricultura española, la cual se describe al final del artículo.
This work is a historic analysis of the use of dichloro-diphenyl-trichloroethane (DDT) in Mexico since the 1940s and its implications for the then nascent domestic agrochemical industry and the social development programs boosted by the Mexican State. DDT was introduced to Mexico at the beginning of that decade as one of the main technological inputs of the agrarian and health models designed by the Rockefeller Foundation, which identified both malaria and low agricultural production as critical problems for this country. The adoption of these models by the Mexican political and economic system encouraged the creation of public institutions and a national agrochemical industry as well, which allowed the persistent DDT use and production for more than 50 years in Mexico. ; Peer reviewed
This paper provides an overview on the history of scientific instrument collections in Spanish secondary schools, focusing especially on the period around their establishment in the mid-nineteenth century. It describes their most important features as well as their promoters and main users. Attention is also paid to the teaching practices which encouraged different uses of scientific instruments in nineteenth-century classrooms and the reasons that lead to the progressive abandonment of nineteenth-century collections along with the advent of new pedagogical ideas. First, we briefly describe the collections created at the end of the 18th century. Then we evaluate the mid nineteenth-century situation, when the Spanish Government supported several projects to provide the new secondary schools with comprehensive physics and chemistry cabinets. Finally, we offer a general overview of the current state of the collections and of several projects and proposals aimed at their use as historical sources, pedagogical tools and objects with great patrimonial and museum value. ; El objetivo de este trabajo consiste en ofrecer una revisión de la historia de las colecciones de instrumentos científicos en los institutos de enseñanza secundaria en España, la mayor parte creadas a mediados del siglo XIX. Prestaremos especial atención a sus principales promotores y usuarios, así como a los usos para los que fueron inicialmente empleadas y las razones que condujeron a su progresivo abandono con la llegada de nuevos métodos pedagógicos. En primer lugar comentaremos las colecciones creadas a finales del siglo XVIII para conocer la situación existente a mediados del siglo XIX, cuando el Gobierno llevó a cabo iniciativas para dotar mientas didácticas y objetos de valor museístico y patrimonial.

Luego evaluamos la situación de mediados del siglo XIX, cuando el Gobierno español apoyó varios proyectos para dotar a las nuevas escuelas secundarias de gabinetes completos de física y química.
