Supports the argument that NATO's focus should be on stabilization operations, not on fighting conventional wars, and argues that this change would not widen the gap between European and United States' levels of military preparedness nor lessen NATO's tasks. Stabilization operations reunite opposing sides, last longer-term than wars, and would clarify the roles of NATO and of the European Union's own defense integration.
