Die Fertigstellung des Atatürk-Staudamms, die erste Stufe in einem weitreichenden Plan zur Nutzung des oberen Flußgebiets von Euphrat und Tigris, hat die alten Kontroversen mit den Flußanrainern Syrien und Irak über die Nutzung der Flüsse reaktiviert. In dem Beitrag wird auf die Wasserressourcen und die hydraulischen Projekte der Türkei eingegangen, ferner auf die Wasserbedürfnisse der Türkei, Syriens und des Irak und auf die Rolle des Wassers in den zwischenstaatlichen Beziehungen. Abschließend wird gefragt, warum sich die Türkei bei den Verhandlungen mit seinen Nachbarn über ein Gesamtabkommen über die Wasseraufteilung so zurückhaltend zeigt. (DÜI-Ott)

Water and the Peace Process Between Israël and the Arabs, by Natasha Beschorner
This article examines the problem of competing demand for the limited water resources in the Jordan river basin. It looks at water supply and the issue of efficient water management in Israel, the Occupied Territories, Jordan, Syria and Lebanon highlighting Israel's dependence on water from beyond its pre-1967 borders. It focuses to a major extent on the attempts currently being made in the context of multilateral peace talks to develop a legal framework for equitable utilisation of the Jordan river System and for groundwater on the West Bank, and on why previous negotiations have failed. Territorial concessions by Israel are closely linked to the distribution of water resources. Finally policy options are assessed, in particular the potential for inter-state co-operation provided by water conservation measures and greater transparency of hydrological data.

ICT for Jobs in the Pacific Island Countries
The Pacific region is in the midst of an information and communications technology (ICT) revolution in which small island countries are increasingly connected to the global economy. The regions improving internet connectivity presents an opportunity for Pacific Island countries (PICs) to overcome their inherent limitations, and help address the long-standing issues of employment and income generation, which is vital to accelerate progress towards ending poverty and creating an inclusive society. The PICs possess unique vulnerabilities that make addressing poverty and development challenges particularly difficult and complex. The purpose of this study is to examine the feasibility of leveraging ICT to help generate job opportunities in the PICs. This is because of the positive experiences that several countries, including small island economies, have had in generating new types of employment opportunities. The study's main focus is on cities and urban areas, given the still low availability of internet infrastructure and services in rural and remote areas and islands in the Pacific region. The study focuses specifically on the information technology (IT) - enabled global outsourcing services (GOS) industry. ICT covers diverse subsectors that include telecommunications and IT hardware and software.
