Eine weltweite Wettmafia korrumpiert den Sport. Vor allem den Fußball. Hier werden beim Wetten Millionen umgesetzt. Die ehrliche Wette auf den Lieblingsverein im Wettbüro von nebenan wird zum Spielball globalen Betrugs. Weltweit agierende kriminelle Organisationen steuern die Verschiebungen, kaufen Spieler und Schiedsrichter. Sämtliche Spielklassen in fast allen Ländern sind betroffen. Wettskandale machen die Runde, auf der Strecke bleiben Fairness, Vertrauen und nicht zuletzt die Ehre des Fußballs. Manchmal auch Sportler, die ihre Wettlust und Geldgier nicht mehr unter Kontrolle haben. Wie dieses kriminelle Geschäft mit dem Fußball funktioniert, zeigt uns Benjamin Best, `CNN-Journalist des Jahres 2011´. Durch seine jahrelangen Recherchen kennt er wie kein Zweiter die Machenschaften und Tricks der Betrüger und Drahtzieher. Best weiß aber auch einiges über die lasche Haltung der Fußballverbände und Funktionäre zu berichten, die Wettbetrug immer noch krampfhaft zu verschweigen versuchen. Er hat Interviews mit Profispielern geführt, die manipuliert haben. Er hat mit Ermittlern gesprochen, die alles daransetzen, den internationalen Wettbetrug aufzudecken. Und er hat bislang unveröffentlichte Dokumente der Staatsanwaltschaft gesichtet. Sein Buch deckt nicht nur die kriminellen Machenschaften auf, sondern versteht sich als Plädoyer fürs faire Spiel, für ein Ende des globalen Fußballbetrugs. Benjamin Best arbeitet als Autor und Reporter für den WDR. Seine Filme und Beiträge laufen u. a. in der ARD-Sportschau. Als Experte für Wettbetrug sind seine Einschätzungen in der Tagesschau zu sehen. Für sein Radiofeature `Tor, Sieg, Betrug´ wurde er von CNN als `Journalist of the Year 2011´ ausgezeichnet. Der Autor lebt und arbeitet in München, wenn er nicht gerade weltweit für Recherchen unterwegs ist.

Die Debatten und die sozialen Bewegungen zu Commons spielen im Spannungsfeld der Abwehr aktueller Enteignungen und der Entwicklung neuer Perspektiven. Den Commons wohnt eine ihnen eigene Kraft neben Markt und Staat und eine eigene Transformationskraft hin zu mehr Nachhaltigkeit inne. Sie stellen als Abwehr ein kritisches Korrektiv vorherrschender neoliberaler ökonomischer Rationalität und Praxen dar. Sie weisen als neuer Referenzrahmen auf zukünftige Wege jenseits von Staat und Markt hin. Sicher stellen sie nicht die eine einzige große Lösung dar. Eine mit Commons verbundene zentrale Herausforderung liegt jedoch darin, dass sie auf das verweisen, was dem Begriff Transformation innewohnt: Eine Umformung moderner Gesellschaften, die ihren Kern - ihre Gestalt und ihre Struktur - betrifft. Bis heute werden bürgerliche Gesellschaften zentral durch ihre Eigentumsverfassung bestimmt. Doch bis morgen und im Kontext der großen Transformation müsste eben diese Eigentumsverfassung neu geschrieben werden. Nicht in dem Sinne, dass nun alles Gemeineigentum ist und dass mit dieser Eigentumsform alle Probleme gelöst werden könnten. Sondern in dem Sinne, dass Eigentumsbildung anhand nachhaltiger Kriterien und vielfältig erfolgt. Doch kommt mit alten und neuen Ideen von Gemeinschaft und Gemeinbesitz und kommt mit den Commons nicht automatisch das Gute und Richtige in die Welt. Vielmehr bleibt zu fragen, welche Bedingungen und Regeln, welche Möglichkeitsräume und Rechte erforderlich sind, damit Commons ihr demokratisches Nachhaltigkeits-Potenzial entfalten können. Eine zentrale Bedingung hierfür ist, das Wachstums- und Schrumpfungsverhältnis von privatem und öffentlichem Raum umzukehren. Commons bedürfen einer starken demokratischen Öffentlichkeit und eines qualitativ hochwertigen öffentlichen Raumes. Das Paper stellt zunächst die unterschiedlichen Commonsbegriffe vor und zeigt die den Debatten innewohnenden politischen Rationalitätsmuster auf. Weiter wird von der Ideengeschichte vorherrschender politischer und ökonomischer Logiken erzählt und dargelegt, weshalb und inwiefern diese Logiken Commons zerstören. Die Ambivalenz öffentlichen und privaten Eigentums wird am Beispiel Wald aufgezeigt. Schließlich werden Theorie und Praxis von Commons, Commoning und Commoners skizziert. ; Debates about commons and their social movements take place between the conflicting priorities of resistance of current dispossession and the development of new perspectives. Commons have their own power besides the market (sector) and the government and an own driving force of transformation towards more sustainability. As resistance factor they represent a critical corrective of predominant, neoliberal-economical rationality and practices and are a new frame of reference featuring future developments beyond the government and the market (sector). Surely they do not illustrate the one and only solution. A central challenge related to commons' is that it refers to what is meant by the term transformation: A remodelling of recent societies that affects their core, shape and structure. By today, civil societies are centrally shaped by their property constitutions. But until tomorrow and in the context of a great transformation, the constitution of property needs to be rewritten. Not in the sense that from now on everything belongs to public property and that this form of property is able to solve all problems, but in the sense that the acquisition of property takes place diversely and by following sustainable criteria. As a matter of fact, even with old and new ideas of society and public property and by means of commons, things in our world will not automatically become good and right. Instead it has to be asked what kinds of conditions and policies, which windows of opportunities and which rights are necessary to ensure that commons are able to develop a democratic sustainability potential. A crucial condition here is to turn around the relation of growth and negative growth of private and public space. Commons require a strong democratic public and a qualitatively valuable public space. This paper firstly introduces the different terms of commons and indicates the immanent political rationality patterns of the debates. Furthermore the intellectual history of predominantly political and economical logics is told and it is presented why and how these logics destroy commons. Ambivalence of public and private property is demonstrated using forests as an example. Finally the theory and practice of commons, communing and commoners is outlined.

In early September 2014, about 4.000 scientists, activists and artists at the 4th International Conference on Degrowth sent out two messages. 1. Industrialized societies will change, either by disaster or by design. Accelerated resource exploitation and climate change can force societies into a transition. Or they swiftly develop new forms of economic, political and social organization which respect the planetary boundaries. 2. "Degrowth" has become a new social movement which translates scientific insights into cultural change, political change and social practice. Hence, the conference itself was an experiment on the potentials and limits of share economy, commoning and sufficiency. A team of young scholars and activists from different German research institutes and non-govern- mental organisations prepared the conference. The team of the Wuppertal Institute was partly involved in the preperation of the conference. Scientists from all research groups took part in the conference, presenting and discussing project results. The publication is a collection of contributions of the Wuppertal Institute to the conference and covers pivotal issues of the degrowth-debate: indicator development (Freyling & Schepelmann), working time reduction (Buhl), feminist theory (Biesecker & Winterfeld), and urban transition (Best). ; Anfang September 2014 sendeten circa 4.000 Wissenschaftler(innen), Aktivist(inn)en und Künstler(innen) auf der vierten internationalen Degrowth Konferenz in Leipzig zwei Botschaften aus: 1. Industrialisierte Gesellschaften werden sich verändern, mittels Desaster oder Design. Zunehmende Ressourcenausbeutung und Klimawandel können Gesellschaften zur Transition zwingen. Es sei denn sie entwickeln rasch neue Formen ökonomischer, politischer und sozialer Organisation, die die Grenzen des Planeten berücksichtigen. 2. "Degrowth" ist zu einer neuen sozialen Bewegung geworden, die wissenschaftliche Einsichten in kulturellen Wandel, politischen Wandel und soziale Praxis übersetzt. Die Konferenz selbst war ein Experiment bezüglich der Potenziale und Grenzen von share economy, commoning und Suffizienz. Die Konferenz wurde von jungen Wissenschaftler(inne)n und Aktivist(inn)en diverser deutscher Forschungsinstitute und Nichtregierungsorganisationen gestaltet. Das Team des Wuppertal Instituts hat teilweise an der Konferenzvorbereitung mitgewirkt. Wissenschaftler(innen) aller Forschungsgruppen nahmen an der Konferenz teil, präsentierten und diskutierten Projektergebnisse. Die Publikation ist eine Sammlung der Konferenzbeiträge aus dem Wuppertal Institut, sie umfasst alle Schlüsselthemen der degrowth-Debatte: Entwicklung von Indikatoren (Freyling & Schepelmann), Arbeitszeitverkürzung (Buhl), Feministische Theorie (Biesecker & Winterfeld), und Urbane Transition (Best).

Understanding the diversifying role of civil society in Europe's sustainability pathway is a valid proposition both scientifically and socially. Civil society organisations already play a significant role in the reality of cities, what remains to be explored is the question: what is the role of civil society in the future sustainability of European cities? We first examine the novelty of new forms of civil society organization based on a thorough review of recent case studies of civil society initiatives for sustainable transitions across a diversity of European projects and an extensive literature review. We conceptualize a series of roles that civil society plays and the tensions they entail. We argue that, civil society initiatives can pioneer new social relations and practices therefore be an integral part of urban transformations and can fill the void left by a retreating welfare state, thereby safeguarding and servicing social needs but also backing up such a rolling back of the welfare state. It can act as a hidden innovator—contributing to sustainability but remaining disconnected from the wider society. Assuming each of these roles can have unintended effects, such as being proliferated by political agendas, which endanger its role and social mission, and can be peeled off to serve political agendas resulting in its disempowerment and over-exposure. We conclude with a series of implications for future research on the roles of civil society in urban sustainability transitions.

Gegenstand der vorliegenden Fallstudie ist der durch die geringe internationale Wettbewerbsfähigkeit des deutschen Steinkohlebergbaus ausgelöste Strukturwandel im Ruhrgebiet im Untersuchungszeitraum von Ende der 1950er Jahre bis 2015. Die Fallstudie beschreibt den historischen Strukturwandelprozess und analysiert die in Reaktion auf diesen Prozess umgesetzte Strukturpolitik mit dem Ziel, dieses Wissen für zukünftige Strukturwandelprozesse in anderen (Kohle-)Regionen zur Verfügung zu stellen. Zu diesem Zweck kategorisiert die Fallstudie die strukturpolitischen Interventionen in "konservierend", "nachsorgend" und "vorausschauend" und bewertet ihre (intendierten) Wirkungen anhand der Dimensionen "Ökonomie", "Soziales", "Ökologie" und "regionale Identität". Die strukturpolitischen Interventionen im Ruhrgebiet waren zunächst stark konservierend ausgerichtet und zielten auf den Erhalt der Montanindustrie sowie auf die Abfederung sozialer Härten. Dies spiegelte sich auch in den gesellschaftlichen Diskursen im und über das Ruhrgebiet wider, die zentral durch das Paradigma "Kein Bergmann fällt ins Bergfreie" geprägt waren. Erst die regionalisierte Strukturpolitik ab Ende der 1980er Jahre und die stärker vorausschauend ausgerichtete kompetenzfeldorientierte Strukturpolitik seit Beginn der Jahrtausendwende ermöglichten eine Diversifizierung der Wirtschaft. Legt man die vom Projektkonsortium entwickelten Wirkungsdimensionen zugrunde, so lässt sich der überwiegende Teil der strukturpolitischen Interventionen im Ruhrgebiet den Wirkungsdimensionen "Ökonomie" und "Soziales" zuordnen. Die Wirkungsdimensionen "Ökologie" und "regionale Identität" wurden vor allem ab Ende der 1980er Jahre mit innovativen strukturpolitischen Interventionen, wie der Internationalen Bauausstellung Emscher-Park, angesprochen. Wichtige Erkenntnisse sind u. a., dass viele strukturpolitische Interventionen im Ruhrgebiet nur umgesetzt werden konnten, weil spezifische Rahmenbedingungen (Zeit, finanzielle Ressourcen, Sozialversicherungssysteme, Sozialpartnerschaft, Montanmitbestimmung) dies ermöglichten, und dass es wichtig ist, Wandel nicht zur zuzulassen, sondern ihn mit einem politikfeldübergreifend (Arbeitsmarktpolitik, Bildungspolitik etc.) integrierten Gesamtpaket aus vorausschauenden Interventionen (zur Stärkung endogener Entwicklungspotenziale) und nachsorgenden Interventionen (zur Abfederung sozialer Härten) aktiv zu gestalten.

This case study examines the structural change in the Ruhr area caused by the low international competitiveness of German hard coal mining over the investigation period from the late 1950s to 2015. The case study describes the historical structural change process and analyses the structural policies that were implemented as a reaction to this process. Its objective is to make this knowledge available for future structural change processes in other (coal) regions. For this purpose, the case study categorises the structural policy interventions as "preserving", "reactive" and "forward-looking" and evaluates their (intended) impact by using the dimensions "economy", "social welfare", "ecology" and "regional identity". Initially, the structural policy interventions in the Ruhr area had a very preserving orientation and aimed to maintain the coal and steel industry and to cushion social hardships. This was also reflected in the societal discourse in and about the Ruhr area, which was mainly characterised by the paradigm "no miner shall be unemployed". The regionalised structural policy of the late 1980s and the more forward-looking sector expertise-orientated structural policy since the turn of the millennium made a diversification of the economy possible. Using the impact dimensions developed by the project consortium, the structural policy interventions in the Ruhr area are primarily to be classified as serving the "economy" and the "social welfare" impact dimensions. The "ecology" and the "regional identity" impact dimensions were addressed primarily from the late 1980s through innovative structural policy interventions, such as the International Building Exhibition (IBA) Emscher Park. Important findings include the fact that many structural policy interventions in the Ruhr area could only be implemented because specific framework conditions (time, financial resources, social security systems, social partnership, co-determination in the coal and steel industry) allowed it and that it is important not to just let change happen but to actively shape it with a comprehensive cross-policy (labour market policy, education policy, etc.) integrated package of forward-looking interventions (to strengthen endogenous development potential) and reactive interventions (to cushion social hardships).
