This paper offers a commentary on critical realism by proponents of an interpretive political science. It does, in part, by responding to McAnulla's suggestion that critical realists might join the conversation, initiated by interpretive political scientists, about the nature of a post-positivist political science. The paper argues that the critical realist concept of "structure" is too vague to be of much use; it needs to be disaggregated into various types of structure, including "tradition", "dilemma", "practice", and "unintended consequence". The paper also suggests that if critical realists are to disaggregate the concept of structure in a post-positivist manner, they need to avoid philosophical pitfalls such as contrasting the ideational with the material, treating social concepts as natural kinds, and adopting naturalist forms of explanation.

This paper has two aims. First, in contrast to the modernist empiricism of mainstream political science, we provide brief introductions to several interpretive approaches to the study of political science and British government and politics: idealism, social humanism, post-structuralism, and ideational institutionalism. Second, we identify the distinctive research agendas that arise from this family of approaches: namely, critique, decentring governance, ethnographic studies of British politics, and policy analysis as storytelling.

This article asks, 'how do practitioners understand the relationship between the prime minister, ministers and the rest of Westminster arid Whitehall?' We focus on three topics. First, we review tales of a Blair presidency. Second, we explore the governance paradox in which people tell tales of a Blair presidency as they recount stories of British governance that portray it as fragmented with several decision-makers. Finally, we argue that this paradox reveals the distorting influence the Westminster model still exerts on many accounts of British politics. It acts as a smokescreen for the changes in executive politics.

This edited collection explores the fruitfulness of applying an interpretive approach to the study of global security. The interpretive approach concentrates on unpacking the meanings and beliefs of various policy actors, and, crucially, explains those beliefs by locating them in historical traditions and as responses to dilemmas. Interpretivists thereby seek to highlight the contingency, diversity and contestability of the narratives, expertise and beliefs that inform political action. The interpretive approach is widespread in the study of governance and public policy, but arguably it has not yet had much impact on security studies. The book therefore deploys the interpretive approach to explore contemporary issues in international security, combining theoretical engagement with good empirical coverage through a novel set of case studies. Bringing together a fresh mix of senior and junior scholars from across the fields of security studies, political theory and international relations, the chapters explore the beliefs, traditions and dilemmas that have informed security practice on the one hand, and the academic study of security on the other, as well as the connections between them. All contributors look to situate their work against a broader historical background and long-standing traditions, allowing them to take a critical yet historically informed approach to the material.

This article revisits the country case studies and seeks to answer two questions. What are the strengths and weaknesses of an interpretive approach? What lessons can we draw from our analysis of public sector reform? To assess an interpretive approach, we discuss: the issues raised in identifying beliefs; the meaning of explanation; how to select traditions; the shift from prediction to informed conjecture and policy advice as storytelling. To assess the lessons, we outline our preferred story of public sector reform. We seek to show that an interpretive approach produces insights for students of public administration. We argue it remains feasible to give policy advice to public sector managers by telling them stories and providing rules of thumb (proverbs) to guide managerial practices.

The changes have been variously understood as the new public management (NPM), the hollowing-out of the state and the new governance. This special issue of Public Administration explores the changing role of the state in advanced industrial democracies. It focuses on the puzzle of why states respond differently to common trends. This introductory article has three aims. First, we provide a brief review of the existing literature on public sector reform to show that our approach is distinctive. We argue that the existing literature does not explore the ways in which governmental traditions shape reform. Second, we outline an interpretive approach to the analysis of public sector reform built on the notions on beliefs, traditions, dilemmas and narratives. We provide brief illustrations of these ideas drawn from the individual country articles. Finally, we outline the ground covered by all the chapters but we do not summarize and compare their experiences of reform. That task is reserved for the concluding article.
