Der Sozial- oder Wohlfahrtsstaat ist das institutionelle Fundament des staatlichen Handelns, das auf die Absicherung von Lebensrisiken, die Reduktion von Ungleichheit und Armut sowie die Förderung von Chancengleichheit zielt. Im Kern bedeutet Sozialstaatlichkeit, dass grundlegende Belange der privaten Wohlfahrt zum Gegenstand staatlicher Politik werden. Durch die Garantie von Ansprüchen auf Grundsicherung und weiteren Sozialrechten auf Verfassungs- und Gesetzesstufe übernimmt die Gesellschaft formal und somit ausdrücklich Verantwortung für das Wohlergehen ihrer Mitglieder. ; L'État social, ou État-providence, est le fondement institutionnel de l'action de l'État visant à couvrir les risques de la vie, à réduire les inégalités et la pauvreté et à promouvoir l'égalité des chances. En substance, l'État social signifie que les préoccupations fondamentales du bienêtre privé deviennent l'objet de la politique de l'État. En garantissant les droits à la couverture des besoins vitaux et d'autres droits sociaux aux niveaux constitutionnel et législatif, la société endosse formellement et explicitement la responsabilité du bien-être de ses membres.

Ob Seattle, Heiligendamm oder Davos: Immer wieder erhalten große Protestereignisse weltweite mediale Aufmerksamkeit. Doch können soziale Bewegungen wie Occupy damit auch etwas bewirken? Michelle Beyeler zeigt anhand der Protestkampagnen gegen das Weltwirtschaftsforum und die Welthandelsorganisation in den späten 1990erund den frühen 2000er-Jahren, wie die globalisierungskritische Bewegung öffentliche politische Debatten und Entscheidungsträger beeinflussen konnte. Dadurch werden die Wirkungsmechanismen sozialer Bewegungen auf fundierte Weise theoretisch hergeleitet und empirisch bestätigt.

This article explores the impact of protests against economic globalization in the public sphere. The focus is on two periodical events targeted by transnational protests: the ministerial conferences of the World Trade Organization (WTO) and the annual meetings of the World Economic Forum (WEF). Based on a selection of seven quality newspapers published in different parts of the world, we trace media attention, support of the activists, as well as the broader public debate on economic globalization. We find that starting with Seattle, protest events received extensive media coverage. Media support of the street activists, especially in the case of the anti-WEF protests, is however rather low. Nevertheless, despite the low levels of support that street protesters received, many of their issues obtain wide public support.

Der Bericht enthält Kennzahlen zu den Entwicklungen in der Sozialhilfe in 14 Schweizer Städten für das Jahr 2020. Er richtet sich an Politik, Verwaltung und eine interessierte Öffentlichkeit. Verglichen werden die Städte Zürich, Basel, Lausanne, Bern, Winterthur, Luzern, St.Gallen, Biel/Bienne, Schaffhausen, Chur, Uster, Zug, Wädenswil und Schlieren. Der Kennzahlenvergleich der Städteinitiative Sozialpolitik wird seit 20 Jahren durchgeführt. Ziel dieser regelmässigen Berichterstattung ist es, unter Berücksichtigung des jeweiligen sozialen und wirtschaftlichen Kontexts die Entwicklungen in der Sozialhilfe auf städtischer Ebene vergleichend und in einer längerfristigen Optik darzustellen. ; Ce rapport traite des indicateurs rendant compte des évolutions de l'aide sociale dans 14 villes suisses en 2020. Il s'adresse aux responsables politiques et administratifs, mais aussi à tout public intéressé. L'analyse intègre les villes de Zurich, Bâle, Lausanne, Berne, Winterthour, Lucerne, Saint-Gall, Bienne, Schaffhouse, Coire, Uster, Zoug, Wädenswil et Schlieren. L'Initiative des villes pour la politique sociale effectue et publie régulièrement ce reporting depuis 20 ans, avec l'objectif d'illustrer les évolutions dans l'aide sociale au niveau communal sous une forme comparative et dans une optique à long terme, en tenant compte du contexte social et économique local.
