Indian Ocean as a zone of peace?

The author believes that the Indian Ocean probably cannot become a zone of peace. He discusses reasons why it can't become so, looks at the interests of the USA, the USSR, Great Britain, attempts made by the non-aligned countries to prevent militarisation of the Indian Ocean, end of the Cold War and disintegration of the USSR and their effects on the security situation in the Indian Ocean among other issues.
