The paper by Auping et al. (2015) focuses on the topic of societal 'ageing', that is, 'a population process, caused by declining fertility and mortality rates, which manifests itself in the growing number of older persons in society' (Huber, 2005). A broader definition frames societal ageing as a 'demographic, structural, cultural and economic transformation resultant from the increase in the number and proportion of " older " people within society' (Victor, 2005, p. 5). 'Double societal ageing' today characterizes most developed countries, which experience both an increase in the percentage of older people and in their life expectancy. In terms of public policy and finance, the relevance of this phenomenon is related to its effects on healthcare budgets, pension costs and fiscal sustainability. From the very beginning of the paper, the topic is clearly framed in the broad context of 'wicked problems', which characterize most of governmental planning, with a specific concern with social issues (Rittel and Webber, 1973, p. 160). These are complex policy problems featured by high risk and uncertainty and a high interdepen-dency among variables affecting them. 'Wicked problems', as in the context analysed in the paper, cannot be clustered within the boundaries of a single organization, or referred to specific administrative levels or ministerial areas. They are characterized by dynamic complexity, involving multi-level, multi-actor and multi-sectoral challenges. Other examples of such problems include social cohesion, climate change, unemployment, crime, homelessness, healthcare, poverty, education and immigration (Laegreid and Rykkja, 2014; Bianchi and Williams, 2015). Such problems are usually ingrained in major social issues of modern life, whose interpretation is not univocal, because it depends on the adopted value perspectives. Therefore, by simply gathering more information can be insufficient to understand and resolve them. This implies that there is not a definitive (i.e. true or false) solution to them; there can be rather a 'good' or 'bad' way to frame them and to profile one or more consistent (or inconsistent) alternative decision sets (Head and Alford, 2013).

This paper aims to outline the benefits justifying a tailored approach to System Dynamics (SD) modelling in the public sector, to improve performance and foster decision makers' accountability. The need of combining an 'internal' with an 'external' perspective (in respect to decisionmakers) in developing SDmodels is claimed. Different levels of intervention (i.e. macro, micro and meso) are discussed. Two case studies are analysed. The first one demonstrates how a dynamic resource-based view (DRBV) can support an analysis of the impact of back and front office units on a public sector organization's performance drivers. Italian New Public Management (NPM) has been mainly characterized by a political orientation toward power decentralization to local governments and privatization of public companies. Nowadays, local utilities in Italy are often run by joint stock companies controlled by public agencies such as Regional and Municipal Administrations. Due to this transformation, these companies must comply with a set of diverse expectations coming from a wide range of stakeholders, related to their financial, competitive and social performance. Such fragmented governance increases the presence of wicked problems in the decision-making sphere of these entities. Given this multi-level governance structure, how do these agents influence public services performance? In recent years, coordination and inter-institutional joint action have been identified as possible approaches for dealing with governance fragmentation and wicked problems deriving from it. How can we adapt a performance management perspective in order to help us reform the system and so have a better collaboration between the stakeholders involved? In order to address and discuss these research questions, a case study will be developed. The case concerns AMAT, the local utility providing the public transportation service in the Municipality of Palermo (Italy). The result of this study is a dynamic model including a set of performance indicators that help us in understanding the impact of the governing structure on the system's performance.

The purpose of this article is to demonstrate how system dynamics can be used to enrich performance management in local government, focusing specifically on how the development of conceptual and simulation system dynamic models can foster a shared view of the relevant system among stakeholders to overcome factors that limit data use. Responding to this purpose, we present a normative case study on how key drivers can be used to foster a shared view of the residential refuse collection system for supporting policy and process changes. A major finding from our research, however, is that performance management cannot overlook the broader forces of citizenship outcomes that impact the community.

Performance management is maturing as an effective approach in public organizations around the world in improving public services. However, the existing models, based primarily on best practices of first-world nations, have limitations that must be addressed. One of which is the relative lack of attention to the context of performance management reform. This international comparative case study analyses the experience of Italy and Malaysia in the design and execution of performance management systems at the national level. It seeks to contribute to the comparative literature on performance management across national jurisdictions. Italy and Malaysia also offer a contrasting study given their differing stage of economic development and extent of statism. Both these countries have a long history of reform to offer a good sample on the evolution of performance management at the national level of administration. Based on selected interviews of stakeholders in the reform effort and literature review, this study investigates how performance management systems have changed over the past decades, the motivations behind their metamorphoses, their common elements across the two countries and what accounts for the respective progress in the execution of the two systems. The study also inquires into the role that the institutional framework (formal, budget process, law mandating performance management, and planning and control systems) plays in bolting these systems on the fabric of public administration and in making the performance management systems robust. The study presents policy recommendations and strategies on how governments can create more robust performance management systems for enhanced accountability and transparency in an age of resource constraint. These include the consideration of organizational setting (centralization or decentralization) for performance management, the development of financial and non-financial indicators, especially those that are outcomes-based, planning and control mechanisms, culture, the impact of performance management legislation, the role of administrative and political leadership, and the need for an informational infrastructure that supports performance management.

The purpose of this paper is to illustrate how system dynamics (SD) modeling can be used to enrich performance management in local government and to foster a common shared view of the relevant system's structure and behavior among stakeholders for territorial strategic planning. This is a quite hybrid field of analysis in performance measurement/management. In fact, in this context, performance is not primarily related to the single institutions in a regional area; it is rather associated to the territory where they operate. We begin by showing how framing dynamic complexity through SD modeling can support consensus building among different stakeholders in a territory. This shifts the attention beyond the traditional view of strategic planning, which is focused on each single jurisdiction. As shown by the case-study in the paper, a Dynamic Performance Management (DPM) approach, may help different institutions to overcome collaboration barriers. In fact, such approach supports players to detect how pursuing a sustainable development of a territory impacts in the long run on the growth sustainability of each institution operating in the territory itself. This implies that territorial public agencies, e.g. municipalities, may understand and communicate to their stakeholders that long-term performance cannot be only assessed in financial terms or bounded to output measures, but also in relation to the outcomes that public services will generate, i.e. in terms of their value transferred to the territory. Likewise, enterprises operating in a given territory can be enabled to detect how their own performance will be sustainable in the long run if they will generate not only financial capital (i.e. profits), but also social capital to the benefit of the other players belonging to the territory. Therefore, a key to implement a DPM approach for each of the players is to combine an institutional (single-player) with an inter-institutional (i.e. multi-players or territory) perspective with a view to enhancing performance and pursuing sustainable development. An inter-institutional perspective frames the territory (rather than a single institution) as the relevant system where to comprise and manage the cause and effect relationships between performance factors and strategic resources. As shown by the case-study in the paper, a DPM approach may help different institutions to overcome collaboration barriers. In fact, such approach supports players to detect the drivers of sustainable development for both the territory and the organizations belonging to it.

La ricerca scientifica ha dimostrato che la gestione della performance nelle amministrazioni pubbliche sta oggi spostando il proprio focus dalla mera attività di raccolta e rendicontazione di dati alla generazione di informazioni atte a supportare la formulazione di decisioni. L'analisi comparativa dei casi di studio analizzati in questo articolo mira ad identificare i fattori critici sottostanti alla progettazione e all'utilizzo dei sistemi di gestione della performance nelle amministrazioni regionali. Da questa analisi emerge che alcune variabili risultano essenziali ai fini di un'efficace adozione dei sistemi di performance management. Tra queste variabili sono annoverabili: il ruolo della legislazione, le doti di leadership degli amministratori, e le caratteristiche degli indicatori di performance adottati. Con questo lavoro ci si auspica di poter suscitare nel management delle amministrazioni regionali la consapevolezza che la leadership e le competenze professionali sono fattori decisivi per supportare una progettazione e adozione dei sistemi di gestione della performance, che vada oltre la ricerca dell'adempimento formale di prescrizioni normative. ; The literature has shown that the focus on performance management is shifting from collecting and reporting data to actually using them for decision making. The comparative case-study analysis presented in this article aims to identify the critical factors for adopting and implementing relevant performance management systems in regional governments. The evidence emerging from this casestudy analysis finds that certain variables are essential to advancing our progress in performance management, including the role of legislation, the need for leadership, and the characteristics of performance indicators. The hope of this research is to encourage regional administrators to embrace leadership roles in interpreting and applying legal frameworks for realizing the benefits of performance management.

La qualità dei servizi è stata riconosciuta come un rilevante aspetto caratterizzante la performance dell'azienda pubblica, analogamente alla capacità di operare secondo criteri di efficienza e nel rispetto dei vincoli di bilancio. Sebbene sia possibile riscontrare alcuni significativi casi di adozione di politiche di customer satisfaction nelle amministrazioni pubbliche italiane, a tutt'oggi il tema presenta significative criticità, specialmente in ordine agli aspetti metodologici e agli strumenti operativi che consentano di integrare dette politiche nel sistema di programmazione e controllo delle aziende che erogano tali servizi. Il presente lavoro adotta una diversa prospettiva di analisi del miglioramento della performance in ottica di "customer satisfaction", rispetto a quella tradizionalmente utilizzata, specie con riferimento al settore pubblico. Piuttosto che focalizzare soltanto l'interazione tra "cliente/utente" esterno all'amministrazione pubblica e unità direttamente preposte all'erogazione dei servizi, in questa sede si propone di una chiave di lettura di tipo interistituzionale. Tale prospettiva è volta a comprendere le criticità e i generatori di prestazione connessi allo svolgimento dei processi gestionali da cui deriva il conseguimento di "prodotti" dell'attività amministrativa a beneficio dei "clienti/utenti" interni ed esterni, rispetto all'amministrazione pubblica. La rappresentazione della "catena del valore" alla luce della quale sia possibile esplicitare le responsabilità e i connessi indicatori di performance volti a collegare in sequenza diverse unità di "back-office" nel settore pubblico, ai fini del miglioramento del servizio all'utenza finale, costituisce un momento fondamentale per internalizzare nella pubblica amministrazione gli stimoli provenienti dalle tradizionali indagini di "customer satisfaction" e tradurli in concreti miglioramenti ai processi gestionali e ai connessi "prodotti" dell'attività amministrativa.

Abstract. We assessed societal landslide and flood risk to the population of Italy. The assessment was conducted at the national (synoptic) and at the regional scales. For the assessment, we used an improved version of the catalogue of historical landslide and flood events that have resulted in loss of life, missing persons, injuries and homelessness in Italy, from 1850 to 2008. This is the recent portion of a larger catalogue spanning the 1941-year period from 68 to 2008. We started by discussing uncertainty and completeness in the historical catalogue, and we performed an analysis of the temporal and geographical pattern of harmful landslide and flood events, in Italy. We found that sites affected by harmful landslides or floods are not distributed evenly in Italy, and we attributed the differences to different physiographical settings. To determine societal risk, we investigated the distribution of the number of landslide and flood casualties (deaths, missing persons, and injured people) in Italy, and in the 20 Italian Regions. Using order statistics, we found that the intensity of a landslide or flood event – measured by the total number of casualties in the event – follows a general negative power law trend. Next, we modelled the empirical distributions of the frequency of landslide and flood events with casualties in Italy and in each Region using a Zipf distribution. We used the scaling exponent s of the probability mass function (PMF) of the intensity of the events, which controls the proportion of small, medium, and large events, to compare societal risk levels in different geographical areas and for different periods. Lastly, to consider the frequency of the events with casualties, we scaled the PMF obtained for the individual Regions to the total number of events in each Region, in the period 1950–2008, and we used the results to rank societal landslide and flood risk in Italy. We found that in the considered period societal landslide risk is largest in Trentino-Alto Adige and Campania, and societal flood risk is highest in Piedmont and Sicily.

Abstract. Inundations and landslides are widespread phenomena in Italy, where they cause severe damage and pose a threat to the population. Little is known about the public perception of landslide and flood risk. This is surprising, as an accurate perception is important for the successful implementation of many risk reduction or adaptation strategies. In an attempt to address this gap, we have conducted two national surveys to measure the perception of landslide and flood risk amongst the population of Italy. The surveys were conducted in 2012 and 2013, and consisted of approximately 3100 computer-assisted telephone interviews for each survey. The samples of the interviewees were statistically representative for a national-scale quantitative assessment. The interviewees were asked questions designed to obtain information on (i) their perception of natural, environmental, and technological risks, (ii) direct experience or general knowledge of the occurrence of landslides and floods in their municipality, (iii) perception of the possible threat posed by landslides and floods to their safety, (iv) general knowledge on the number of victims affected by landslides or floods, and on (v) the factors that the interviewees considered important for controlling landslide and flood risks in Italy. The surveys revealed that the population of Italy fears technological risks more than natural risks. Of the natural risks, earthquakes were considered more dangerous than floods, landslides, and volcanic eruptions. Examination of the temporal and geographical distributions of the responses revealed that the occurrence of recent damaging events influenced risk perception locally, and that the perception persisted longer for earthquakes and decreased more rapidly for landslides and floods. We explain the difference by the diverse consequences of the risks. The interviewees considered inappropriate land management the main cause of landslide and food risk, followed by illegal construction, abandonment of the territory, and climate change. Comparison of the risk perception with actual measures of landslide and flood risk, including the number of fatal events, the number of fatalities, and the mortality rates, revealed that in most of the Italian regions, the perception of the threat did not match the long-term risk posed to the population by landslides and floods. This outcome points to a need to foster an understanding of the public towards landslide and flood hazards and risks in Italy.

This figure should not be directly read as an indication of higher biodiversity, as spreading of so many aliens within the basin is possibly causing biotic homogenization. Thermophilic species, i.e. Indo-Pacific, Indian Ocean, Red Sea, Tropical Atlantic, Tropical Pacific, and circum(sub)tropical, account for 88.4% of the introduced species in the EMED, 72.8% in the CMED, 59.3% in the WMED and 56.1% in the Adriatic. WOS: 000315934300019 ; More than 60 marine non-indigenous species (NIS) have been removed from previous lists and 84 species have been added, bringing the total to 986 alien species in the Mediterranean [(775 in the eastern Mediterranean (EMED), 249 in the central Mediterranean (CMED), 190 in the Adriatic Sea (ADRIA) and 308 in the western Mediterranean (WMED)]. There were 48 new entries since 2011 which can be interpreted as approximately one new entry every two weeks. The number of alien species continues to increase, by 2-3 species per year for macrophytes, molluscs and polychaetes, 3-4 species per year for crustaceans, and 6 species per year for fish. The dominant group among alien species is molluscs (with 215 species), followed by crustaceans (159) and polychaetes (132). Macrophytes are the leading group of NIS in the ADRIA and the WMED, reaching 26-30% of all aliens, whereas in the EMED they barely constitute 10% of the introductions. In the EMED, molluscs are the most species-rich group, followed by crustaceans, fish and polychaetes. More than half (54%) of the marine alien species in the Mediterranean were probably introduced by corridors (mainly Suez). Shipping is blamed directly for the introduction of only 12 species, whereas it is assumed to be the most likely pathway of introduction (via ballasts or fouling) of another 300 species. For approximately 100 species shipping is a probable pathway along with the Suez Canal and/or aquaculture. Approximately 20 species have been introduced with certainty via aquaculture, while >50 species (mostly macroalgae), occurring in the vicinity of oyster farms, are assumed to be introduced accidentally as contaminants of imported species. A total of 18 species are assumed to have been introduced by the aquarium trade. Lessepsian species decline westwards, while the reverse pattern is evident for ship-mediated species and for those introduced with aquaculture.
