This article deals with the implications of the EU accession for Slovakia in view of the negotiating framework agreed on by the EU Member States at the summit in Helsinki. The author argues that the locking of Slovakia inside the negotiating framework brought the EU-Slovak relations to a qualitatively new stage. In short, it redefined the focus of interactions between the two parties. Slovak domestic developments faced a much wider set of challenges & additional institutional constraints that had to do with political, technical, legislative & economic conditions of the accession process. In December 2002 Slovakia completed its negotiations for membership in the European Union together with nine other Candidate Countries. Slovakia's exclusion from joining the accession talks with the Union after the Luxembourg summit in 1997 was principally due to political reasons. Since the change in government in the fall of 1998 Slovakia gradually & successfully caught up in the accession process with the EU. The country's ultimate progress toward full membership was determined by continuity in its domestic developments. Appendixes, References.

The article focuses on a case study of Slovakia's contributions to the design & workings of the Union's external relations & argues that enlargement need not undermine the EU'S ability to carry out effective foreign & security policy. While external relations are traditionally characterized by the balancing of state interests, Slovakia's political leaders have not confined themselves to defending national interests, but in the case of strategic decisions on the EU'S foreign & security policy design, they have behaved in line with a supranational role conception. However, the specific substance & details of the conduct of the EU'S foreign policy still remains a great question mark in the enlarged Union, since interests & capacities in the sphere of external relations differ across member states. 14 References.
