Considerable attention has been given in administrative and organizational literature to the values that guide organizational behavior and public and private management. However, the separation between public and private management remains with its ups and downs and over time continues to be a recurring theme in literature specifically focused on management, public policy and administrative law. The influence that New Public Management (NPM) has had on Portugal's administrative reform has been widely recognized by Portuguese authors. In several oecd countries governments have taken similar initiatives. Nevertheless, there is a significant difference between the administrative reform found in countries of Anglo-Saxon heritage and the countries of continental Europe. Such a difference seems to be rooted in the role that administrative law plays in these European countries and the role it has in Common Law systems. ; Muita atenção tem sido dada na literatura administrativa e organizacional aos valores que guiam o comportamento organizacional e de gestão pública e privada. Todavia, o separador de águas entre a gestão pública e a privada manteve-se ao longo do tempo, com altos e baixos, como ponto controverso na literatura específica da administração e políticas públicas e do direito administrativo. A influência da Nova Gestão Pública (NGP) na reforma administrativa em Portugal é amplamente reconhecida em Portugal. Foram muitos os governos que, nos países da oecd, tomaram iniciativas idênticas. Há porém uma diferença acentuada entre a reforma administrativa dos países anglófonos e a dos países da Europa continental. Ora, tal diferença parece radicar no papel que o direito administrativo tem nestes países europeus e que não tem nos sistemas de Common Law. Este artigo quer contribuir para o debate da existência de dois paradigmas administrativos onde a separação entre gestão privada e pública parece colocar-se de forma diferenciada e a ética assume distinta ponderação.

The regulatory reforms initiated by the international and national bodies aim for a "better regulation", "better policies for a better life" and "better policies for sustainable development". In this sense, better regulatory activity abides by a set of principles that makes it a "good-quality regulation". A better regulation is one which reaches its purposes at a reduced cost. The cost-benefit analysis has been an exercise adopted by the international and national bodies for the evaluation of the impact of the law. A systematic analysis of the impact is encouraged, on an ex-ante and ex-post cycle of the legislative process, with the purpose of diagnosing and reducing the unnecessary charges for companies and citizens. In this context, this work offers an investigation of the impact of the environmental law on the administrative costs of Portuguese companies, applying the standard cost model (SCM) methodology. We concluded that the administrative charges for the companies arising from the time spent on the fulfilment of information obligations resulting from the law exceed what is acceptable and that this spent time encompasses the irritation costs and lost opportunities for companies. Environmental licences impose many legal requirements for the protection of soil, air and water and encompass a diversified set of competent public authorities that share the monitoring and regulation of the covered economic activities, contributing to the massification of bureaucracy and, consequently, to the administrative costs.

Este artigo tem como objetivo discutir acerca das possibilidades de aprimoramento da representação dos interesses da sociedade frente aos desafios das mudanças climáticas a partir da análise do índice ICO2 da B3. Para ensejar a discussão as análises foram conduzidas em três dimensões: a dimensão da metodologia do índice, englobando os aspectos metodológicos do indicador; a dimensão dos elementos capturados pelo indicador em relação às emissões do GEE, a partir de uma regressão logística; e a dimensão dos marcos políticos. As informações quantitativas referentes ao índice ICO2 foram obtidas da B3, enquanto informações financeiras foram coletadas na Economática®, ambas para um quantitativo de 68 empresas, referente ao ano de 2021, tendo como suporte o emprego do método de regressão múltipla linear. Ao confrontar a estrutura metodológica do indicador, os dados resultantes do modelo econométrico e as recomendações de organismos oficiais a luz da teoria proposta, sugerimos aprimoramentos situados em duas dimensões. A primeira vertente se dirige à condução do processo de elaboração e monitoramento do índice, os quais poderiam instar a participação democrática de segmentos como a academia para auxiliar na proposição da métrica e a segunda vertente é informada pelo conjunto de critérios metodológicos com potencial de aprimoramento da métrica considerando as vulnerabilidades e riscos socioambientais do sul global. São levantados aspectos concernentes as condições dos países emergentes e a exposição a múltiplos riscos frente a mensuração do índice de carbono, sinalizando a necessidade de criação de uma nova forma de evidenciação relevante para a sociedade ao incorporar aspectos relacionado ao compliance social e ambiental mais robustos. Esta pesquisa visa oferecer uma dupla contribuição: inspirar a área com o uso de métodos mistos e propõe ampliar a representação social no índice, além de lançar discussões sobre as possibilidades de aprimoramento do indicador.
Este estudo apresenta resultados de análise do processo de prestação de contas e controle social entre a Secretaria Municipal de Saúde e o Conselho Municipal de Saúde de Anápolis-Brasil. No processo de pesquisa-ação, foram realizados diferentes estágios, como observação em reuniões plenárias, composição do conselho, entrevista em grupo com membros do conselho e treinamento com membros do conselho (Thiollent, 1997). Os principais resultados são a elaboração e a aprovação de resolução que define um modelo para relatórios de prestação de contas e a elaboração de manual com diretrizes para a leitura e a análise de relatórios de prestação de contas. Os membros do conselho de saúde mudaram a forma do processo de análise dos relatórios, com ênfase na qualidade e na relação destas informações com o que foi planejado. À luz da perspectiva teórica de Habermas, os autores questionam o papel do treinamento e da padronização nesse processo. The Master Plan for the Reform of the State Apparatus was implemented by the Brazilian Government in 1995. Among its actions, it instituted the Policy for Staff Development in Public Administration. This action resulted in the guidelines of the public service Training Policyin Brazil. Thus, this article analyzes the main changes in the training processes at the University of Brasilia (UnB), between 1995 and 2015, in the face of the literature on strategic people management. The study is qualitative and as a data collection technique interview and documents were used, being evaluated through content and document analysis respectively. The results were classified into four models of public administration addressed in the literature. The results about the working conditions, planning, execution and control of the training policy as well as the incentives to qualification tend to have one or more public administration models adopted. The dominant scientific knowledge in accounting is reductionist and carries the ontological, epistemological and methodological assumptions of the paradigmatic approach in which it was developed, i.e., in the overwhelming majority it does not take into account the conceptual framework, values, beliefs, and subjective understanding moved by the players. Thus, the aim of this article is to provoke a reflection on the dominant theoretical paradigms in accounting research, evidencing the importance of alternative approaches. From the methodological point of view, the "state of the art" of accounting research will be surveyed, fitting this research into the type of theoretical essay or review of the main literature. Therefore, it was assumed as a starting point — how to enrich accounting information, through the contribution of interpretive and critical paradigms, given the recognized epistemological limitations of functionalist approaches. This article, starting from the typology developed by Burrel and Morgan (1979) — two dimensions, four paradigms —, revisits different epistemological possibilities and presents reflections on the contribution of these approaches to research, identifying assumptions, advantages and limitations of each paradigm. In this article, we conclude that it is a mistake to stigmatize the different theoretical paradigms to the extent that all are legitimate; only concrete research, carried out in their respective paradigms, can be considered appropriate or not. This epistemological reflection is relevant to the current debate to the extent that there are editorial policies that refuse the publication, regardless of its intrinsic value, when research does not fit the dominant paradigms (Baker and Bettner, 1997).

O conhecimento científico dominante em contabilidade é reducionista e acarreta consigo os pressupostos ontológicos, epistemológicos e metodológicos da abordagem paradigmática em que se desenvolveu, ou seja, na sua esmagadora maioria não leva em conta o quadro conceitual, valores, crenças e entendimentos subjetivos em que os atores se movem. Assim, o objetivo deste artigo é provocar uma reflexão sobre o paradigma teórico dominante na investigação em contabilidade, evidenciando a importância de abordagens alternativas. Do ponto de vista metodológico, será feito o levantamento do "estado da arte" da pesquisa em contabilidade, enquadrando-se esta pesquisa no tipo de ensaio teórico ou de revisão da principal literatura. Para tanto, assumiu-se como questão de partida — como enriquecer a informação contábil, através da contribuição dos paradigmas interpretativo e crítico, dadas as reconhecidas limitações epistemológicas das abordagens funcionalistas. Este artigo, partindo da tipologia desenvolvida por Burrel e Morgan (1979) — duas dimensões, quatro paradigmas —, revisita diferentes possibilidades epistemológicas e apresenta reflexões sobre a contribuição destas abordagens para a pesquisa identificando pressupostos, vantagens e limitações de cada um dos quatro paradigmas. Neste trabalho, chega-se à conclusão de que é um erro estigmatizar os diferentes paradigmas teóricos, pois todos são legítimos; apenas, as pesquisas em concreto, efetuadas nos seus respetivos paradigmas, podem ser boas ou más. Esta reflexão epistemológica é relevante para o atual debate na medida em que há políticas editoriais que recusam a publicação, independentemente, do valor intrínseco da pesquisa que não se enquadre no paradigma dominante (Baker e Bettner, 1997).
