The purpose of the article is to justify and to highlight basic theoretical and methodological approaches to the development of an institutional model of the agricultural sector financial support in Ukraine, taking into account the current stage of its development. Research methods. In the course of research, a dialectical method of cognition was used, as well as systematic approach to the study of interrelated financial, economic, social and socio-economic phenomena and processes; a monographic method (analysis of scientific achievements of Ukrainian and foreign researches on problematic issues of institutional theory and institutional modeling); empirical method (concerning the assessment of the current state of institutional support to the agrarian sector). Within the special research methods abstract-logical (for theoretical generalizations and formulation of conclusions) was used. Research results. Basic approaches to the establishment of the institutional model of the agrarian sector financial support have been justified. The latest developments in institutional economic theory, with the using an integrated approach to selecting the best organizational and economic mechanisms for financing of economic entities of the sector at the current stage of its development, were taking into account. Scientific novelty. Theoretical and methodological provisions for the establishment of a comprehensive institutional model for the financial support of the agrarian sector in Ukraine have been further developed and the general principles for its development have been formalized. Practical significance. The use of the results obtained will make it possible to develop a balanced institutional model of financial support for the agrarian sector of Ukraine, taking into account current trends in its development. Agribusiness is one of the critical sectors of Ukraine's economy, but the war has created a challenging environment for developing this industry. The war has resulted in the destruction and destruction of many agricultural enterprises, decreased production and sales, and increased risks for investors. On the other hand, expanding the financial space for agribusiness is critical to ensuring the stable development of the industry and increasing its competitiveness.The article aims to assess the current state and identify possible areas for expanding the financial space in the agribusiness sector. Research hypothesis: the conditions of war in Ukraine create difficulties for the development of agribusiness, but there are opportunities to expand the financial space of agribusiness through the use of the latest technologies, increase production efficiency and open new markets.The article studies the essence of financial resources of agricultural enterprises. The factors that influence the financial provision of farming enterprises are determined. The features of the formation of financial resources for agricultural enterprises of Ukraine are considered. The State programmes of financial support of agricultural enterprises are analysed. The main directions for further developing agribusiness's economic space in Ukraine are proposed.The practical implementation of the research results will ensure the following positive changes in the economy of the agro-industrial complex: improving the efficiency of business entities; creating a favourable investment climate, increasing investment attractiveness and investment growth; intensifying structural changes in the agro-industrial complex; transforming the State support for agriculture in line with international trends and requirements; increasing the profitability of production and sales of agricultural products; improving the external.

The relevance of the study is conditioned by the need to create an effective model of the current institutional environment that can ensure the unity of economic processes in the management of rural territories in Ukraine based on the best foreign practice. The purpose is to summarise the experience of the EU countries on the functioning of institutional models for managing rural development for adaptation in Ukraine. The task is to formulate conceptual approaches to the formation of an institutional model for managing rural development in Ukraine, considering the fundamental principles of building a system for rural development management in the EU countries. General scientific methods were used as a tool for obtaining information for informed management decisions in the field of rural development management: analysis and synthesis; induction, deduction and analogy; abstraction; generalisation; idealisation, etc. The main trends and priorities of the agricultural policy implemented by the European Union are considered. Centralised and decentralised rural development management systems are described. Heterogeneous management models between centralisation and decentralisation are presented. The multi-level nature of the management concept as a key specific component is substantiated. The functioning of the system of distribution of tasks between the European Commission, the national state, and the regions is considered. Models of distribution of programming and management competencies in various management systems, and the forms of relations between different levels of government have been improved. The procedure for the functioning of the rural development programming system in Germany is presented. The classification of different countries based on the distribution of responsibility for managing programmes that were intended for rural development is considered. Vertical coordination and relations between the state and regions in countries with a decentralised form of governance are analysed. Methodological approaches to the development of an institutional model for managing rural development are proposed. The practical significance of the study lies in the development of recommendations that improve the efficiency and consistency of management decisions on the establishment of an institutional model for managing rural development in the Ukrainian economy.

The research aims to study the organizational aspects of financial support for the agro-industry of developed countries and to determine the possibilities of their implementation in Ukraine. The article analyzes the experience of state and credit financing of the agro-industry of developed countries (using the example of the United States of America, countries of the European Union, Canada and Japan); their positive features and possibilities of implementation of this experience for Ukraine are highlighted. Studying the experience of financial support of the agro-industry of developed countries, we can conclude that they have developed specific systems for servicing agricultural production. This is caused, first of all, by the peculiarities of this sphere of economy, namely the need to eliminate the phenomenon of economic crises that arise for various reasons: cyclical economic development or socio-economic instability. State support of the foreign agro-industry in multiple countries has positive consequences. However, it is impossible to apply a separate instrument of state support in Ukraine based on foreign experience for various reasons. Firstly, in the EU and other developed countries, the agricultural sector is characterized by the overproduction of farm products. On the other hand, in Ukraine, it is necessary to increase the production of domestic farm products. Secondly, before deciding to increase state support for the agro-industry, it is essential to take into account the level of the budget deficit, for which Ukraine is unlikely to be able to take specific measures compared to other countries. In addition, it is worth taking into account the significant losses of the agro-industrial complex as a result of military operations on the territory of Ukraine and the redistribution of the state budget to minimize these consequences. Without available budget funds, it is impossible to ensure the proper level of development of the agricultural sector of the Ukrainian economy.
