In this paper, we discuss the most recent developments in temporal disaggregation techniques carried out at the Istituto Nazionale di Statistica (ISTAT). They concern the extension from static to dynamic autoregressive distributed lag regressions and the adoption of the state‐space framework for the statistical treatment of temporal disaggregation. Beyond the development of a unified procedure for both static and dynamic methods from one side and the treatment of the logarithmic transformation from the other, we provide short guidelines for model selection. The inclusion of stochastic trends in the regressions is also discussed. We evaluate the new dynamic methods by implementing a large‐scale exercise using the ISTAT annual value added data jointly with quarterly industrial production over the 1995–2013 period. The main finding is that autoregressive distributed lag disaggregations reduce forecast errors in comparison to static variants, at a price of lower correlations with related high‐frequency indicators. Moreover, problematic outcomes are limited to few cases.

The discussion presented in this article makes part of the current redefinition of the debate on the construction of citizenship in contexts of vulnerability and informal employment, with the emergence of new actors and new ways of asserting rights, thus providing local governments and direct beneficiaries with a significant role in the process of policy making. Therefore, this article presents and analyzes the strengths and weaknesses of citizenship construction from the perspective of a decentralized socialpolicy aimed at strengthening the factors that promote social cohesion, especially those related to working conditions of garbage classifiers and brickmakers of Salto, Uruguay. Among the most important findings of thisstudy is the importance of their participation in building their workplace, thus revealing, on the one hand, "struggle" and conflict as the guiding principles of citizen participation and, on the other hand, the limitations ofshort-term policies when promoting citizenship attainment as an integrating factor. ; La discusión que se presenta en este artículo se inserta en el contexto actual de resignificación del debate en torno a la construcción de ciudadanía en contextos de vulnerabilidad e informalidad laboral, donde aparecen nuevos actores y nuevas formas de reivindicar derechos, asignándoles a los gobiernos locales y a los beneficiarios directos de las prestaciones un lugar protagónico en el diseño e implementación de las políticas sociales. Para ello se presentan y analizan los alcances y las debilidades en la construcción de ciudadanía desde una política social descentralizada, dirigida a fortalecer los factores que favorecen la cohesión social, en especial aquellos vinculados a las condiciones laborales de clasificadores y ladrilleros del departamento de Salto, Uruguay. Entre los principales hallazgos, se destaca la relevancia que adquiere la participación y el involucramiento de éstos en la construcción de su espacio laboral, poniendo de manifiesto, por un lado, la "lucha" y el conflicto como principios rectores de la participación ciudadana, y, por otro, las limitaciones que las políticas cortoplacistas presentan a la hora de promover la efectivización de la ciudadanía como factor de integración.
