Tourism is one of the areas that have influenced and have been influenced by the establishment of the EU. Its contribution to further European integration and the enhancement of the European identity has also been highlighted.1 European Union has recognized tourism's role in creating new jobs and regional development until 1990's, however, EU does not have an obligatory tourism policy in a legal manner. On the other hand, regulation, decision, directive and recommendations on tourism largely take part in EU acquisition and they will form new obligations on EU candidate countries on tourism sector. The cohesion policy of the European Union aims to reduce regional disparities and improve social and economic conditions in underdeveloped regions. Structural funds are the most important instruments by which the support is accomplished. Tourism is recognized to be an industry which is able to improve social and economic conditions and is therefore recognized as a tool to achieve the goal of cohesion. The EU has recently been enlarged with ten mainly eastern European countries, all containing regions with tourism potential. In order to profit most of the EU accession Western Balkan countries need to reflect to previous EU members examples. The tourism industry is the industry which makes it able to overcome regional disparities. It is for this reason from key importance that authorities of Western Balkan countries implement EU cohesion funds in order to develop and improve tourism products in this region which are economic and socially behind on developed EU regions.

ICC has international legal personality, also it will exercise its legal capacity as much as is necessary to perform its functions and purposes. Despite the support and willingness of many countries to accept and cooperate with the ICC, there are numerous countries that do not accept an institution such innovative product of international law. Although that the European Union hold a unique position to support the ICC, the U.S. holds an opinion contrary, reject it and has attracted signing that made Rome Statute on 31 December 2000. U.S. not only have not accepted the Statute of the ICC, but at the same time to protect especially their armed forces to respond to different countries that have committed crimes falling within the jurisdiction of the ICC, have signed bilateral agreements with specific countries, so that U.S. citizens are not subject to the jurisdiction of the ICC, but the jurisdiction of the United States. Albania is one of the states that has approved the agreement with the United States regarding the jurisdiction of this court. It commits Albania not to deliver or transfer an officer, employee, military personnel or U.S. citizens to the Criminal Court without the consent of the U.S. government. This arrangement is highly regarded by the United States, while the representatives of the European Union there have been criticisms of the decision of Albania. From this the wider debate on the jurisdiction of the ICC, we conclude that the States Parties and the Court must in a foreseeable future to develop a new system of best effective cooperation in criminal practices : direct, flexible, free of bureaucracy unnecessary, with a rapid flow of information and support measures. This paper aims to present some reflections and legal issues that are crucial andshould be considered when choosing an electoral system. The paper will present currentAlbanian legislation and practices in the process of conferring, choosing and implementingthe electoral systems in Albania as well as citizens rights and preferences with regards tothese issues, as a fundamental pillar of democracy and rule of law.Albania, as many other post communist countries is going through a long process ofdemocratization of life and institutions and is also facing challenges on its road to EUintegration, to tolerant and governments and open-minded society. Elections are very crucialpolitical processes for electing citizens to run the country and take all major decisions on thebehalf of the others. Choosing an electoral system according to which votes of citizens will betransformed into seats of Parliament or offices for elected officials is a very complex processthat requires consideration from all actors such as political parties, citizens, group ofinterests, non governmental organizations etc. These actors, being political or non-politicalones will need to come up with an elaborated decision for choosing the most appropriateelectoral system for a country, since there are many of them implemented all around theworld. Factors, elements, issues, citizen's interests, elections formulas and features to beconsidered when choosing an electoral system, as a matter of choice will be presented moredeeply in this paper.
