The South's delegation to the House of Representatives has shifted from an old southern politics of one-party domination to a new southern politics based on increased two-party competition to the newest southern politics of the 1990s. Examination of the newest southern politics reveals a racial landscape based on black contributions & white shares in which there are three distinct paths to victory: the rule of white majorities for white Republicans, the rule of black majorities for black Democrats, & the rule of biracial coalitions for white Democrats. Each group of winners votes in distinctive patterns. Developments within the South have revitalized the national two-party battle for control of the House of Representatives. 8 Figures, 9 References. An analysis of a large number of votes for militant segregationist candidates in post-Brown elections for governor in the Amer South, which generally reconfirms V. O. Key's black belt hyp (SOUTHERN POLITICS, New York: Knopf, 1949) that opposition to racial change would be most pronounced in Ru counties with substantial black pop's. A comparative analysis of the core militant segregationist vote within & between 11 southern states was undertaken. Support for militant segregationists increased along a continuum from large metropolitan areas to Ru counties with large black pop's. The geographic sectionalism of the segregationist vote was established through maps, & most of the deviant segregationist counties were explained by variables related to Key's hyp. 3 Figures, 3 Tables. In den USA bestimmen heute zwei politische Parteien das Geschehen, die ihre Zentren in unterschiedlichen geographischen Regionen des Landes haben. Die gesellschaftlichen Gruppen, die innerhalb dieser Parteien dominieren, unterscheiden sich stark hinsichtlich Hautfarbe, ethnischer Herkunft, religiöser Tradition und ideologischer Identifikation. Keine Partei vertritt in Fragen der Sozialpolitik eine geschlossene Meinung, aber in ihrer Rhetorik sind unterschiedliche Präferenzen deutlich erkennbar. Der vorliegende Beitrag zeigt an diesem Politikfeld, dass auf der nationalen Ebene die US-Politik einen außerordentlich "kampfbetonten" Charakter hat. Die regionalen Hochburgen, über die beide Parteien verfügen, sind für sich allein zu klein, um aus eigener Kraft landesweite Mehrheiten hervorbringen zu können. Obwohl die ideologische Kluft zwischen den beiden Parteien tiefer ist als je zuvor, bietet keine von beiden ein ideologisch einheitliches Erscheinungsbild. In einer solchen Situation lassen sich kühne und kostspielige staatliche Programme in Bereichen wie dem Gesundheitswesen nur schwer realisieren. Im Zeichen dieser Entwicklung ist absehbar, dass die Machtkämpfe zwischen den beiden großen Parteien sich weiter verschärfen. Weder Demokraten noch Republikaner, weder Konservative noch Liberale repräsentieren in den USA eine politische Mehrheit. Weil die dominanten Konstellationen gesellschaftlicher Kräfte von Region zu Region erheblich variieren, ist die Aufgabe, die USA erfolgreich zu regieren, noch schwerer zu lösen als in der Vergangenheit.
