The subject matter of this paper is legal protection against administrative silence, i.e. non-performance of the administration. The first part of the paper explores the concept of administrative silence and presents two dominant models of administrative silence: the negative model and the positive model. The second part focuses on administrative proceedings dealing with administrative silence, with specific reference to statutory time limits pertaining to legal protection against administrative silence. The third part elaborates on the consequences and effects of initiated proceedings, including available legal options and solutions for resolving such disputes in the future. The fourth part provides an example of proceedings in an administrative silence case. In conclusion, the author sums up the key issues that are have to be addressed in order to improve the efficiency and effectiveness of proceedings in such cases. The problem of legal protection against administrative silence is surely not an important subject in the legal science but it certainly has a huge practical effect on the establishment of the legal system and citizens' trust in it.

If we take political economy to be concerned with the way a society satisfies its needs, we would expect that an account of Marx's critique of political economy of art should begin with a critique of the way a need for art is perceived within capitalistic production relations. We will try to provide a sketch of such a critique in this paper, taking various accounts of the place and role of art within a system of human needs as a context in which art works and artistic creation are connected with categories of commodity, production, labour, market etc. Then we will turn to an account of human needs, provided by Agnes Heller, that are not limited to political economy and aim to show that the need for art is properly located within that system of "non-alienated" needs and human self-determination. ; Ako znamo da politička ekonomija proučava način na koji društvo zadovoljava svoje potrebe, očekivali bismo da će prikaz Marxove kritike političke ekonomije umjetnosti krenuti od kritike načina na koji se potreba za umjetnošću percipira unutar kapitalističkih proizvodnih odnosa. U ovom radu pokušat ćemo skicirati takvu kritiku, uzimajući različite prikaze položaja i uloge umjetnosti u sustavu ljudskih potreba kao kontekst u kojem su umjetnička djela i stvaralaštvo povezani s kategorijama robe, proizvodnje, rada, tržišta itd. Zatim ćemo se okrenuti prikazu ljudskih potreba kako ih vidi Agnes Heller, a koje nisu ograničene na političku ekonomiju, i pokušati pokazati da je potreba za umjetnošću s pravom smještena u sustav "neotuđenih" potreba i ljudskog samoodređenja.

Background The traditional meat inspection system is often found to be inefficient. Meat inspection in European countries is in a phase of modernisation to reflect improvements in livestock health and advances in understanding meat safety. The key point of progress is to replace the traditional meat inspection with risk-based meat inspection, including the elements of a meat safety assurance system (MSAS). Scope and approach Modernisation of meat inspection was launched by the European Food Safety Authority's (EFSA) opinions and recommendations in the period 2011–2013 and consequent amendments to the EU meat inspection legislation in the period 2014–2019. For this study, the EU-funded RIBMINS COST Action conducted a comprehensive survey using an in-depth questionnaire to estimate the level of implementation of new risk-based meat inspection systems in Europe, stakeholders' confidence in the new systems and the main identified obstacles. Key findings and conclusions The implementation of new meat inspection systems is still ongoing, as they have been fully implemented in just 61%, 42% and 38% of the surveyed countries in the pig, bovine, and poultry sectors, respectively. The main identified obstacles are existing trade agreements with 3rd countries, costs of implementation, inadequate food chain information and resistance from meat inspectors. Improvement of all components of the current meat inspection systems is a prerequisite for further modernisation.
