In the 21st century China is emerging as a new geo-political power in Africa. This article is dedicated to the conceptual basis of Chinese policy in Africa, practice of regular Forums on China – Africa Cooperation, African dimension of One Belt – One Road Initiative, different aspects of economic partnership between China and Africa.
The author analyzes the dynamics of external financial assistance to Kyrgyzstan, its scope, the goals of numerous financial donors, as well as the economic, political and social consequences of the country's development under conditions of external borrowing.
On the example of Kyrgyzstan, as a typical representative of post-Soviet Central Asian countries, the consequences of many years of living on borrowed money, which led to a multi-billion dollar foreign debt, which does not allow to talk about the independent foreign policy of the country and the welfare of the population, are considered.
