Are the restrictive reforms of family migration policy recently implemented in France, Germany and the Netherlands a result of the introduction of the Family Reunification Directive in 2003? Most existing literature on the Europeanisation of migration policies suggests that restriction-minded national governments shift decision-making to the EU level to escape domestic political and judicial constraints. However, as the Treaties of Amsterdam and Lisbon have empowered the Commission and Court to constrain restrictive reform, this perspective is losing analytical validity. Also, this perspective fails to capture the intensifying processes of policy transfer among Member States, which have inadequately been labelled 'horizontal' Europeanisation. We therefore propose a new, actor-centred analytical framework of Europeanisation. We show that contrasting yet parallel dynamics of Europeanisation may emanate from a single legislative instrument and may constrain and empower national governments at the same time.

The urgent need to expand enrollment in Alzheimer's disease and related dementia (ADRD) research has synergized calls for an empiric science of research recruitment, yet, progress in this area is hindered by challenges to measuring views toward ADRD research. This paper reports ethical and methodological considerations identified through a prospective qualitative study investigating ADRD patient and caregiver views on research recruitment and participation surrounding acute illness. Ethical and methodological considerations were identified through a combination of memoing, collaboration with a Community Advisory Board (CAB), and analysis of interview data from ADRD patients ( N = 3) and/or caregivers ( N = 28). These included risk for undue influence attributable to role ambiguity/motivational misconceptions, divergent decision-making preferences, bias contributing to low referrals of ADRD participants, and difficulty answering abstract/hypothetical questions. Many considerations were successfully addressed with multifaceted, proactive strategies, and CAB input. Findings have implications for recruitment science research and the validity of inferences regarding research preferences.

AbstractIntroductionSuboptimal male engagement in HIV programmes is a persistent challenge, leading to lower coverage of HIV testing, prevention and treatment services, and to worse outcomes for men. Differentiated service delivery models, such as peer‐led community antiretroviral refill groups (CARGs), offer the opportunity to enhance patient satisfaction, retention and treatment outcomes. We conducted an exploratory qualitative study to identify facilitators and barriers to CARG participation by HIV‐positive men, with inputs from recipients of HIV care, community members, healthcare workers (HCWs), donors and policymakers.MethodsBetween July and October 2017, we conducted 20 focus group discussions (FGDs) with 147 adults living with HIV, including men and women enrolled in CARGs and men not enrolled in CARGs, and 46 key informant interviews (KIIs) with policymakers, donors, HCWs and community members. FGDs and KIIs were recorded, transcribed and translated. A constant comparison approach was used to triangulate findings and identify themes related to male engagement in CARGs in rural Zimbabwe.ResultsCARG participants, policymakers, donors, HCWs, and community members noted many advantages to CARG participation, including convenience, efficiency, solidarity and mutual psychosocial support. Although those familiar with CARGs reported that these groups decreased HIV‐related stigma, concerns about stigma and privacy were perceived to be the primary reason for men's non‐participation. Other important barriers to male enrolment included lack of awareness of CARGs, misunderstanding of how CARGs operate, few perceived benefits and lack of flexibility in CARG implementation.ConclusionsMore effective educational and awareness campaigns, community‐based anti‐stigma campaigns, more flexible CARG designs, and provision of financial and/or in‐kind support to CARG members could mitigate many of the barriers to male enrolment in CARGs. Men may also prefer alternative differentiated service delivery models that are facility‐based and/or do not require group participation.

We examined autonomic reactivity to infant crying in a sample of 42 maltreating and 38 non-maltreating mothers. Exploratively, we tested if differential reactivity was related to child neglect versus the combination of neglect and abuse, and we tested whether mothers' experiences with maltreatment in their own childhood moderated the association between their current maltreatment status and physiology. During a standardized cry paradigm, mothers listened to cry sounds of various pitches. Heart rate (HR), pre-ejection period (PEP), skin conductance levels (SCLs), and vagal tone (root mean square of successive differences [RMSSD]) were measured as indicators of underlying sympathetic and parasympathetic reactivity. The maltreating mothers showed lower SCL reactivity to the cry sounds than non-maltreating mothers. Furthermore, significant negative correlations between HR and PEP in the non-maltreating group differed from nonsignificant correlations in the maltreating group, which suggests a lack of sympathetic cardiac control in maltreating mothers. We found no differences between neglectful mothers and those who were additionally abusive. Together, our findings support the notion of sympathetic hypoarousal as a risk factor for child maltreatment, which may be indicative of disengagement in a caregiving context. Intervention programs might focus on improving maternal sensitivity to improve responsiveness to child signals.

Child-driven genetic factors can contribute to negative parenting and may increase the risk of being maltreated. Experiencing childhood maltreatment may be partly heritable, but results of twin studies are mixed. In the current study, we used a cross-sectional extended family design to estimate genetic and environmental effects on experiencing child maltreatment. The sample consisted of 395 individuals (225 women; M age = 38.85 years, rangeage = 7–88 years) from 63 families with two or three participating generations. Participants were oversampled for experienced maltreatment. Self-reported experienced child maltreatment was measured using a questionnaire assessing physical and emotional abuse, and physical and emotional neglect. All maltreatment phenotypes were partly heritable with percentages for h 2 ranging from 30% ( SE = 13%) for neglect to 62% ( SE = 19%) for severe physical abuse. Common environmental effects ( c 2) explained a statistically significant proportion of variance for all phenotypes except for the experience of severe physical abuse ( c 2 = 9%, SE = 13%, p = .26). The genetic correlation between abuse and neglect was ρg = .73 ( p = .02). Common environmental variance increased as socioeconomic status (SES) decreased ( p = .05), but additive genetic and unique environmental variances were constant across different levels of SES.
