AbstractThe National Civic League has begun a two‐year exploration of communities across the United States to discover answers to one simple question: How do communities change? Drawing on the Civic Index and other models of community process, this project will explore change by identifying the factors that influence communities to adopt new and different ways of doing, perceiving, and discussing. In this article, project coordinator David A. Bloom poses questions and presents models that clarify the processes of change and that examine closely the variables influencing and shaping those processes.
