Korea is one of the critical flashpoints in the world today. News of North Korea's recent nuclear tests, conducted in defiance of international pressure, drew widespread condemnation and raised serious concerns about the threat now posed to regional and international security by the regime of North Korea's dear leader Kim Jong-Il. This book penetrates the veil surrounding the conflict on the Korean peninsula and North Korea's missile and nuclear programmes. It provides a thorough historical analysis of relations between the two Koreas since the Korean War, which traces both North Korea's path to economic ruin and South Korea's transition from struggling dictatorship to vibrant democracy. As well as examining the political and economic development of North and South Korea at the domestic level, the book goes on to explore regional relations with Russia, China and Japan and, most importantly, America's dealings with Korea and its negotiations with North Korea, in particular. It concludes with an analysis of North Korea's current nuclear programme and its likely impact on international security in the 21st century.

Kurzfassung
Dieser Beitrag diskutiert die nationalen Sicherheitsziele und politischen Rahmenbedingungen der Entscheidung der Obama-Regierung, eine Counterinsurgency Strategy zu verfolgen und die Truppenstärke in Afghanistan zu erhöhen. Auf Grundlage der wichtigsten strategischen Dokumente, die die Grundlage des behördenübergreifenden Prozesses bildeten, sowie der politischen Zwänge, unter denen die Obama-Regierung operierte, ist es möglich, die Schlüsselfaktoren zu verstehen, die die Formulierung der Strategie bestimmten. Auch erklärt der Artikel die Widersprüche zwischen dem geopolitischen Kontext, den von Obama definierten strategischen Zielen und den Mitteln, diese zu erreichen. Die Analyse erhellt, dass die Politik bestenfalls einen Teilerfolg erzielen konnte.
Yes ; This contribution discusses the national security objectives and the political parameters of the Obama administration's decision to shift towards a counterinsurgency strategy and increase troop levels in Afghanistan. On the basis of the key strategic documents that formed the basis of the interagency process, as well as the political constraints under which the Obama administration was operating, it is possible to understand the key factors that defined the policy. The article also explain the various contradictions between the geopolitical context, the strategic objectives as defined by Obama and means to achieve them. On the basis of such analysis it is clear that the policy could at best achieve a partial success.

In a recent paper Jan Ruzicka and Nicholas J. Wheeler have posited that the Nuclear Non-Proliferation Treaty (NPT) is an example of several "trusting relationships". The authors assert that "since the end of the 1990s the trusting relationships embodied in the NPT have come under strain" and that this accounts for the fact that the "treaty is facing growing pressures that are eroding what has been an effective barrier to nuclear weapons proliferation". This article questions the assumptions underlying this analysis. It argues that the approach taken by Ruzicka and Wheeler fundamentally misconceives the dynamics of nuclear non-proliferation. The policy implications generated by this approach are impractical and downright dangerous as they fail to address the causes of proliferation and instead exacerbate the problem further. New archival materials have become available that allow us to test the conventional interpretation of Warsaw Pact policy towards conventional arms reductions in Europe. They shed new light on the objectives of the Eastern side in talks on mutual and balanced arms reductions, how it approached the dispute over the assessments of the military balance and sought to preserve its advantages while constraining West German military capabilities, and demonstrate that Soviet military leaders perceived a shift in the conventional military balance in favour of the West in the 1980s.
