Finland has only relatively recently become a country of immigration, and as a result most immigration and integration policy legislation is also relatively recent. Since the 1990s, the number of migrants to Finland has increased steadily, motivating the adoption of various policy measures to regulate migration and support integration. From the perspective of migrant labour market integration, the two most important legislative acts are the Aliens Act (FINLEX 301/2004) and the Act on the Promotion of Immigrant Integration (FINLEX 1386/2010), which lay out basic labour market integration supports for migrants, and determine who can work in Finland and on which grounds. Finland's comprehensive residence-based welfare state policies and collective bargaining based labour regulation also shape labour market outcomes for migrants. Immigrants working in Finland are subject to the same labour regulations as native Finnish citizens. There are different justifications for labour market access for different groups of immigrants, depending on from which country they come, and what kind of work they are doing. The chapter will go over the principle legislation regulating migration and migrants working in Finland. Also, the legislative basis for applying for asylum is discussed. ; peerReviewed

AbstractThis research considers the role that participating in conscript service has for individuals with a migrant background in overcoming barriers to labour market integration. According to previous studies, these barriers include discrimination, previous qualifications not being recognised and a lack of language skills, networks and information. The study is based on 24 interviews conducted with individuals with a migrant background who have performed conscript service in Finland. The research takes place in the context of conscription and mandatory conscript service among male citizens. The findings indicate that conscript service may have some direct and indirect beneficial outcomes for labour market integration. Direct labour market outcomes are particularly related to qualifications acquired during service, which can be directly applied in the civilian labour market. Indirect outcomes are associated with acculturation, such as learning the language and becoming familiar with the host society's culture and norms. Performing conscript service also facilitates the establishment of social networks, especially with native-born youngsters. Furthermore, conscript service is perceived to have the potential to elevate conscripts' status in the eyes of potential Finnish employers. As a result, completing conscript service enhances location-specific human capital, and therefore, it can potentially improve labour market integration outcomes.

PurposeThe purpose of this paper is to characterise the position of highly educated African migrants in the Finnish labour market and to examine the impact of the COVID-19 pandemic on that position.Design/methodology/approachThe paper is based on the biographical work stories of 17 highly educated African migrant workers in four occupation areas in Finland: healthcare, cleaning, restaurant and transport. The sample was partly purposively and partly theoretically determined. The authors used content driven thematic analysis technique, combined with by the biographical narrative concept of turning points.FindingsUsing the case of highly educated African migrants in the Finnish labour market, the authors show how student migration policies reinforce a pattern of division of labour and occupations that allocate migrant workers to typical low skilled low status occupations in the secondary sector regardless of level of education, qualification and work experience. They also show how the unique labour and skill demands of the COVID-19 pandemic incidentally made these typical migrant occupations essential, resulting in increased employment and work security for this group of migrant workers.Research limitations/implicationsThis research and the authors' findings are limited in scope owing to sample size and methodology. To improve applicability of findings, future studies could expand the scope of enquiry using e.g. quantitative surveys and include other stakeholders in the study group.Originality/valueThe paper adds to the knowledge on how migration policies contribute to labour market dualisation and occupational segmentation in Finland, illustrated by the case of highly educated African migrant workers.

In this article, we critically investigate the role that volunteering can have in the labor market inclusion of migrants. We consider how volunteering can both enhance and hinder inclusion through a comparison of two different contexts: Finland and the United Kingdom, where both welfare state and migration regimes are differently shaped. We also question whether volunteering to gain work experience can be defined as "volunteering" or whether it corresponds more with a definition of unpaid labor. Our research is based on 104 interviews with migrants (including refugees and asylum seekers) from various nationalities. We find that volunteering is used in both countries as a way to gain work experience, in the absence of opportunities to enter regular employment. However, volunteering rarely directly leads to employment even though it may facilitate it indirectly and, thus, risks trapping migrants in a vicious cycle that does not always lead to labor market inclusion.

AbstractNonprofits are increasingly involved in cross‐sectoral collaborations with the public sector. However, we know little about the dynamics behind these collaborations and what happens to them in politically contested fields where actors may have divergent positions. In this article, a multi‐country comparison of data gathered from semi‐structured interviews (n = 68) with representatives of nonprofits involved in the labor market inclusion of newcomers is presented. Our findings indicate that, in politically contested fields, the possibility of participating in cross‐sectoral collaborations (political autonomy) is influenced by nonprofits' financial and ideological autonomy. Welfare models and migration regimes play a fundamental role in shaping the inclusion of these organizations in collaborations, and in most cases, the collaborations are based on latent conflicts. Our article discusses that if the costs of autonomy associated with cross‐sectoral collaborations are not offset, the collaboration in a politically contested field becomes a liability for nonprofits (and their beneficiaries).
