This article investigates the causes and scale of land-related public service inefficiencies in Ghana. Public choice theorists contend that the primary cause of inefficiency of public service agencies is their tendency to grow excessively. The finding of the study did not support the excessive growth proposition as far as the land-related public service agencies in Ghana are concerned. On the contrary, the evidence suggests that the agencies in question are shrinking in size, with some experiencing deficit budgetary growth rate of approximately −28.71% (Land Title Registry). Large proportions of inefficiencies were rather discovered in nontraditional (hidden) sources, such as insufficient budgets, misallocations of limited funds, and imbalances in the structure of the respective workforces of these agencies. These have led to heightened intensity of rent-seeking activities, inertia, lack of customer care, abuse of procedures, general dearth of professionalism, and considerable delays in the delivery of services.
AbstractComprehensive risk assessment of brownfield sites requires a broad range of knowledge and multi-disciplinary expertise. Whilst the identification of criteria requirements for preliminary risk assessment has received some attention, there appears to be no studies that have specifically examined professional perspectives relating to these requirements. Yet, variations in professional practitioners' assessments may have significant consequences for the assessment of risks, and how the criteria are imparted to stakeholders. This study aims to identify the criteria requirements for preliminary risk assessment, using the pollutant linkage model (Source–Pathway–Receptor), and explores cross-disciplinary professional perspectives related to these requirements. To this end, this study commenced with a systematic review to identify various criteria streams required for the preliminary risk assessment of brownfield sites. Thereafter, a questionnaire survey was design and shared with brownfield site professionals. Quantitative analysis of the survey responses (n = 76) reveals disciplines have markedly different priorities relating to the same hazard. For instance, geophysicists, geochemists, and hydrologists do not raise concerns regarding ground movement that can result from the removal of storage and tanks, whilst the same hazard was considered as having a high importance by other professions (such as geologists and geotechnical engineers). This example, amongst others revealed in the study, underpins potential issues and implications for various stakeholders compiling and/or using preliminary risk assessment criteria. This study clarifies both the key criteria requirements for the preliminary risk assessment of brownfield sites, as well as the importance of recognising how variation in professionals' perceptions plays in the risk assessment process. Although, specialist knowledge is essential for brownfield site investigation, so is the maintaining a broad-based view of other experts coming from different backgrounds, as this renders holistic risk assessment insights.
Realisation of the sustainable development goals (SDGs) will provide improvements to people's lives and longevity of the planet. The architectural, engineering and construction (AEC) sectors have a potentially huge role in aiding the delivery of many SDGs; however, there appears to be a lack of research into the engagement within this sector. The leading environmental management system (EMS), ISO 14001, can enable organisations in the AEC sectors to improve their business operations, whilst minimising their impacts on the environment and improving society. Therefore, the study sets out to use institutional theory to determine the usefulness of ISO 14001 as a tool within the AEC sector and to demonstrate how the organisational benefits could facilitate the delivery of the SDGs. A stepwise PRISMA review process facilitated the compiling of academic articles and professional reports (n = 44), which enabled the creation of an inventory of the perceived benefits (n = 85) and the recognised barriers (n = 63) to implementing ISO 14001 across the AEC sectors. These barriers and benefits were confirmed by environmental practitioners as being relevant to the incorporation of an EMS. The most widely reported benefits within the AEC sectors were improving environmental performance and compliance with legislation. Lack of government pressure and lack of expertise were the most widely reported barriers, followed by cost to AEC organisations utilising an EMS. Following on from this inventory of benefits, it was possible to develop of a conceptual roadmap, which illustrates where linkages exist with the SDGs. SDG 4, 8, 12 and 13 are shown as exhibiting the most associations with the benefits. This roadmap was reviewed by AEC sector professionals who confirmed its usefulness. Therefore, it is surmised that the roadmap could aid strategic organisational sustainable planning or for organisations to demonstrate the delivery of their corporate social responsibilities. ; N/A
Wastewater from infected leprosy patients is expected to contain considerably higher concentrations of pathogens than standard domestic wastewater and, therefore, is more infectious. Isolation of lepers' is thought to prevent the spread of a wide range of infectious diseases that could potentially be contacted through direct or indirect exposure from an infected person's wastewater in the surrounding environment. However, inappropriate management of wastewater and sewage from these camps has led to contamination of the surrounding environment, typical in Nigeria. This study aims to recommend safe, efficient and sustainable management of wastewater and sewage in a lepers' colony in Ogbomosho, south west Nigeria. The case study is privately owned, with three camps and a leprosarium. Information and data (primary and secondary) were collected from medical personnel (doctors, matrons and nurses), management staff and lepers in each camp, through handdelivered and orally explained questionnaires and physical observations. Wastewater samples could not be collected for analysis because there were no septic tanks or drainage for sewage and wastewater disposal. Two of the camps have no sanitary disposal system, with the remaining camp occupying one pit latrine, which is inadequate in prevention of environmental pollution. The leprosarium itself uses the pit latrine as an improvised bathroom and for defecation. Therefore, a further aim of this work is to provide a sewage treatment facility to cope with the problem of unsanitary disposal of excreta. The majority of wastewater is generated from bathing, personal washing, ward clean-ups, patients' services and general house-keeping activities. The approximate quantity of water being used per head per day was found to be 64-79 litres, resulting in 60 litres of wastewater that was discharged without treatment. To ameliorate environmental risks that leper colonies are responsible for, the pour-flush toilet was recommended based on its suitability for the physical condition of lepers, its ease of operation, maintenance and sustainability, minimum water usage for flushing and low construction costs. However, this must be fed into a well designed and sited septic tank and soak-away pit to receive foul sewage and sullage, respectively. Ideally, construction of a proper in-built bathroom is recommended for both the leprosarium and camps.
