"Drawing on in-depth empirical research spanning a number of countries in Africa, Booth and Cammack's path-breaking book offers both an accessible overview of issues surrounding governance for development on the continent, whilst also offering a bold new alternative. In doing so, they controversially argue that externally imposed 'good governance' approaches make unrealistic assumptions about the choices leaders and officials are, in practice, able to make. As a result, reform initiatives and assistance programmes supported by donors regularly fail, while ignoring the potential for addressing the causes rather than the symptoms of this situation. Long-time association with one's constituency is an important feature of US nat'l pol, & this is also largely true of the states. In local pol, the principle is important, but not universally applicable. A study of community A which had elected a newcomer- G. Wainwright-in 1959 & in which community the newcomer had consolidated his position by winning control of the city commission led to the following conclusions: (i) it is possible under certain conditions for a newcomer to be elected to office in a conservative city with established pol'al conditions; (ii) in the case of this community the circumstances were connected with the typical flight to the suburbs, a change in pop composition, access to MM by the new leader, an issue meaningful to the public, & an important schism within the traditional city leadership; (iii) it may be suggested that people recruited & elected by means other than those well-established in the community will, by their very success, cause lasting modifications in the community power-complex.
