O tema da relação entre trabalho e segurança insere-se em um campo preciso de tensão, de fato circunscrito às fronteiras daquilo que foi definido como o paradigma da prevenção. Este campo de tensão está sendo submetido a uma metamorfose que transforma a sua articulação interna e o seu senso de totalidade. Ao colocar em foco a mutação que investiu sobre um fator fundamental do discurso público referente à relação entre trabalho e segurança, vale dizer as bases informacionais que o sugerem e que o alimentam, visamos compreender o sentido e a direção de tal metamorfose. Esta última se revela de fundamental importância, não apenas porque investe sobre o mundo do trabalho em sentido estrito, mas também sobre um terreno bem mais geral e, além disso, tornou-se fator fundamental da própria reprodução da lógica do capitalismo contemporâneo, vale dizer, do processo desubjetivação.

From Knowledge to Informational Basis: Capability, Capacity to Aspire and Research

This article explores the way the process of transformation of knowledge into an 'informational basis' (of policies and of public choice) represents a good terrain for building an effective exchange and collaboration between the capability approach and other efforts, in the social sciences, to emphasize the crucial role of agency, actors' critical capacities and voice. Beyond the rhetorical image of our self-claimed 'knowledge societies', the analysis of the contemporary characteristics of the relationship between knowledge and an informational basis leads us to reconceive research in terms of a human right to actively participate in the knowledge-making process, enabling citizens' capacity for voice to intervene in the construction of the informational bases of the collective decision. Starting from focusing on these transformations through research cases about the informational basis framing the relationship between safety and work, the article shows how, beyond labour issues, at stake is the relationship between knowledge and democracy, as the core moment of the latter, before the political choice is the cognitive one. An effective interaction between the capability approach and other social science perspectives of research centred on agency and capacity offers very helpful analytical tools for a critical appraisal and inquiry into these transformations.

Il paper č sostanzialmente diviso in tre parti. Nella prima vengono richiamate le ragioni per cui č attualmente importante rimettere il rapporto tra terra e lavoro al centro delle analisi del capitalismo contemporaneo e sono rapidamente delineate alcune caratteristiche chiave di quest'ultimo. Nella seconda, sono introdotte alcune delle principali questioni in gioco nell'analisi del rapporto tra terra e lavoro e viene accennato al modo in cui esse sono affrontate nei diversi contributi raccolti nella rivista. Infine, si mostra come le questioni fin qui indicate chiamino in causa i temi dell'agency del lavoro, in termini di forme della rappresentanza (sociale, politica, sindacale) e di contro-movimento, di "capacitŕ di aspirare" degli individui e di "giustizia cognitiva".
One-way Europe? Institutional guidelines, emerging regimes of justification, and paradoxical turns in European welfare capitalism

The article inquires into some of the most relevant current transformations of the idea of the social in contemporary European welfare capitalism. Some crucial institutional ideas — employability and activation — of EU welfare capitalism and their connections with the new spirit of capitalism — network capitalism — are discussed. In particular, the way these ideas contribute to enacting institutional regimes of justification, framing in this a new idea of the social, is explored. The features of the latter will be deepened with particular concern for two constitutive elements of European societal self-representation — individualization (as a social ideal and project) and publicness (as a fundamental characteristic of the institutional programme) — and regarding emerging paradoxes characterizing their current development. Arguments will be advanced in order to show that the currently dominant institutional regime of justification does not have a univocal, one-way fate of development, and both ties and opportunities are reconfigured. The idea of the social, even if reframed according to the social and institutional logics the article explores, is a terrain of (cultural, political, social and institutional) conflict. In this, possible counter-factual interpretations of the emerging institutional devices and practices, already at work on the social stage, can be further developed and strengthened.
