Il paper si pone l'obiettivo di individuare, attraverso la costruzione di scenari strategici relativi alla geografia dei mercati, le dinamiche dello sviluppo dei servizi crocieristici nel range Alto Adriatico, con il fine specifico di identificare possibili spazi per azioni e politiche sinergiche di cooperazione/coordinamento tra le portualità interessate. In particolare, si vuole valutare la possibilità di sfruttare le dinamiche del mercato crocieristico per un mutuo beneficio delle portualità coinvolte. La linea metodologica adottata dal lavoro si incentra su un'analisi delle potenzialità di mercato (ai diversi livelli: internazionale, mediterraneo, Alto Adriatico) da cui derivare la valutazione dei benefici strategici nell'area ed una serie di linee guida di policyper la formazione di un polo crocieristico in Alto Adriatico.

The international documents recognize the contributions it makes to health, education and social inclusion objectives. Anyway, the analysis concerning the relationship between sport and the city should consider both social and physical aspects because people are progressively understanding the city as an ideal palimpsest for sports activities. In this regard, the new phenomenon called "street sport" represents a real challenge for urban governance and planning. The present study focuses on policies and urban design projects adopted by Cagliari City Council to make Cagliari a great Sports City. Cagliari has unique environmental, geographical and climatic features which allow to promote sport activities throughout the year. Moreover, in the recent years the City has realized significant interventions, both on a local and on a regional scale, as the operation - on going - of refurbishment and reconstruction of the new Stadium. Within this favourable condition, the authors examine the community perception on benefits that sport provides for human well-being and for city development through the administration of a specific questionnaire. The outcome of this survey highlights to what extent citizens recognize Cagliari as a Sports City and gives interesting suggestions for the definition of shared policies and actions able to assume sport as a lever of sustainable development in the future.

Il turismo lento è un modo di viaggiare sostenibile, meno consumistico e legato alla scoperta dei luoghi e delle tradizioni locali, che favorisce uno sviluppo del territorio responsabile. Esso si sta diffondendo sempre di più anche in Italia, in contrapposizione al turismo tradizionale di massa. Gli itinerari lenti, che come una rete fluiscono dolcemente nei territori, non sempre costituiscono destinazioni turistiche mature. È questo il caso del Sulcis Iglesiente in Sardegna, un territorio vulnerabile, interessato in passato da un'intensa attività estrattiva e più recentemente colpito da stress socio-economico. Qui è iniziata un'esperienza di turismo lento orientata al turismo minerario attraverso la creazione del Cammino di Santa Barbara, un tracciato ad anello che ripercorre le antiche tracce minerarie. L'attività di promozione turistica del Cammino è legata a una serie di iniziative isolate e promosse da più soggetti, generando una frammentazione in termini conoscitivi e gestionali che incide sulle modalità di fruizione dei luoghi e sulle stesse ricadute economiche. All'interno di questo quadro, il presente lavoro raccoglie, analizza e organizza i dati relativi alle caratteristiche oggettive e soggettive del Cammino con l'obiettivo di sviluppare un framework per una dashboard, da intendersi come strumento di supporto alla definizione di più efficaci politiche di promozione del territorio, in un'ottica di sviluppo locale turistico sostenibile.

The paper addresses the issue of the concurrent use of areas for military and civil activities. In particular, the paper analyzes the effect of planning tools on the valorization of a territorial enclave, namely a military training area located in the coastal area of the municipality of Villaputzu (South Sardinia, Italy), that is, moreover, a Site of Community Importance. In this area, thanks to an institutional agreements between the Municipal Administration of Villaputzu and the Ministry of Defense, has been possible define the coexisting ways where is an important coastal military easement. and the use of the coast for recreational tourism purposes through a specific planning tool. In this specific case, the Local Coastline Plan (LCP) has been identified as the planning tool, which better addresses the co-existence of apparently opposite land uses and interests, as those expressed by the local municipality and those expressed by the military hierarchy. The assessment method is based on the capacity of the Local Coastline Plan (LCP) and the Site of Community Interest Management Plan (SCIMP) to create ecosystem services in the military enclave. The evaluation of the LCP and SCIMP shows how their combined action favors the environmental enhancement of territory, contributing to the formation of ecosystem services, The area, initially subject to different constraint (military easements and SIC rules) evolve, by that way, from 'anticommons' to 'semicommons', guaranteeing sustainable renewal of economic development of the area and looking to become 'commons' through planning of ecosystem services.

Accessibility and urban walkability are the cornerstones of urban policies for the contemporary city, which needs to be oriented towards sustainable development principles and models. Such aims are included in the objectives of the 2030 Agenda, as well as in the ambitious objectives of the 'European Green Deal'. These concepts are closely linked to the paradigm of a sustainable city—livable, healthy and inclusive—based on a system of high-quality public spaces and on a network of services and infrastructures, both tangible and intangible, capable of strengthening and building new social, economic and environmental relationships. It is necessary to recognize potential opportunities for connection and permeability in consolidated urban environments. These are very often fragmented and are characterized by enclaves of very different kinds. Ghettoes and gated communities, old industrial plants and military installations and facilities, to cite a few, represent examples of cases where closures on urban fabrics are realized, impeding full walkability and accessibility. Within such a framework, the present research is aimed at focusing on a particular set of enclaves, such as those represented by the military sites being reconfigured to civilian use, a phenomenon that characterizes many urban areas in the world; in Europe; and in Italy, in particular, given the recent history and the Cold War infrastructure heritage. In such a sense, the city of Cagliari (Sardinia Island, Italy) represents an interesting case study as it is characterized by the presence of a series of military complexes; real 'enclaves' influencing the proximity connections; and, more generally, walkability. Building on previous research and analysis of policies and projects aimed at reintroducing, even partially, this military asset into civilian life (Green Barracks Project (GBP)-2019), this paper proposes and applies a methodology to evaluate the effects of urban regeneration on walkability in a flexible network logic, oriented to the '15 min city' ...

The paper addresses the issue of the concurrent use of coastal areas for military training and civil activities, namely tourism. In the paper, starting from the consideration of publicly owned assets as 'semi-commons', we propose a method based on the comparison of planning instruments related to the different uses, and try to model them in a grid, where different weights and degrees of evaluation can be considered, in order to promote, rather than blocking, possible activities, compatible with concurrent use. The military areas in Sardinia (region and island, Italy) are around 234 km2, which constitutes 60% of the national surface affected by military easements. This situation is due to its geographic position, considered centrality in the Mediterranean for strategic reasons. This contribution evaluates the performance of the Local Coastline Plan (LCP) and the Site management plan of Community Interest (SCI) in conditions of military constraint. The case study is the municipality of Villaputzu South Sardinia, Italy), where an important coastal military easement and the use of the coast for recreational tourism purposes coexist together through specific planning, a consequence of institutional agreements between the Municipal Administration of Villaputzu and the Ministry of Defense. The idea is considering the concurrent possible land uses guaranteed by the different planning instruments, instead of focusing, as it is generally the rule, on the sum of constraints provided by the laws. The local coastline plan has been identified as the ideal planning tool, which addresses the co-existence of apparently opposite land uses and interests, as those expressed by the local municipal planning and those expressed by the military. An evaluation of the congruence of the specific objectives of the LCP and SCI shows how their combined action favors the environmental enhancement of Sardinia, contributing to the formation of ecosystem services, even in particular conditions arising from military easements. These are sites that evolve from 'anticommons' to 'semicommons'. In fact, the military release process in Sardinia, together with the promiscuous military and civil use, activates unique governance policies of their kind that find a significant field of application in Sardinia to guarantee sustainable renewal of economic development of the 'semi-commons' awaiting to become 'commons'.
