The aim of the article was to consider the peculiarities of the notarial practice of declaring will in civil transactions in the countries of the European Union EU, in view of the further adaptation of positive practices in Ukraine. The main methodological tools used in the research were the methods of observation and comparison. The conducted research showed that the European Regulation regulating the matter established the legal basis for the use of electronic trust services in notarial practice. The use of qualified electronic signatures and seals, electronic time stamps and authentication in this area gives confidence in a higher level of document security. The use of electronic ID and electronic trust services also simplifies time-consuming formalities in notarial practice. It was found that integrated video conferencing systems, business process workflows and electronic legal signature systems are becoming mandatory components of the digitization of notarial practice. Gaya, a European program for electronic identification, can be an example for the implementation of conditions for the current notarial practice of declaration of will in civil transactions in Ukraine.

The objective of the research was to identify the factors that contribute to the increase in rates of gender-based violence and to clarify the role of the authorities in the fight against this problem. To achieve this objective, the following methods were used: statistical analysis, hypothetical-deductive model, factor analysis, generalization and analogy and correlation analysis. It was found that there is a negative relationship between the level of violence against women and the economic situation, the level of gender inequality, the level of development of social norms and the level of gender development (only for violence against women who are not intimate partners). A positive relationship between the level of gender development and the level of domestic violence was demonstrated. Factors that directly negatively affected rates of gender-based violence were identified: cultural, traditional, religious beliefs about the status of women in society; authorities' restrictions on the rights of individuals associated with the COVID-19 pandemic. The authorities' tools to counter gender-based violence were identified. The perspective of further research is the identification of the social and legal aspects of this global phenomenon.

The article analyses the state and development of civil society in Central and Eastern Europe as basic determinants of its development, using integrative indices of civil society sustainability. The external and internal logic of these indices for 2019 is studied. The research uses methods of cluster analysis, linear correlation, and multiple regression analysis to model the interaction of the determinants of civil society development in the region. The results of the analysis in the Central and Eastern European region reveal interesting links not only between the status of civil society and the state, but also in the relationship of factors that reflect the analytical triangle of relationships. People's satisfaction with government is not a simple consequence of the economic situation: the relationship between social wealth and economic progress. The status of civil society also turns out to be a factor in this system of relationships, along with the quality of social relations and the existing sociopsychological characteristics of the population. The numerical values of the civil society situation and development indices obtained in this way can be used in statistical models.

The article analyzes the effectiveness of preventive anti-corruption measures in the countries of the European Union EU. The study involved comparison and forecasting methods. The results showed that the EU is leading its efforts to develop anti-corruption legislative initiatives and their implementation at national and international level. Whistle-blower protection laws adopted in EU countries are important tools for exposing illegal activities committed in organizations. Transparency of public administration in Denmark and Finland contributes to the maintenance of moral and legal standards in society. The Danish Code of Conduct in the Public Sector and the Finnish Anti-Corruption Guide for Small and Medium-Sized Enterprises have become documents that help promote corruption-free business relationships. The Finnish Harmaa (gray) project is an example of how data analytics helps law enforcement agencies process large volumes of data to prevent corruption offenses. It is concluded that the initiatives of EU countries to prevent corruption of officials can become an example for Ukraine during post-war recovery.

The objective of the article was to analyze the legal regulation of the decentralization reform in Eastern Europe and its impact on the unemployment rate. Methodologically, statistical analysis, hypothetical-deductive method and correlation were used. It was found that the first stage of the reform of the New Civil Service in Poland, Ukraine, Romania, the Czech Republic, Slovenia, Latvia, and Bulgaria began in 1990, but can be called an informal preparatory stage. It is determined that the process of implementation of administrative reforms is influenced by a series of factors: historical, economic, geographical. It is concluded that there is no positive correlation between the effectiveness of public administration and the effectiveness of local self-government in all the countries studied. The reform of decentralization has been shown to have a negative impact on employment. In addition, it found that Poland is the most stable country among those studied, with a high level of efficiency of local self-government. La more negative correlation between the efficiency index of local self-government and employment, and the most positive correlation between local and unemployment rate.
