This article critically evaluates the Royal Decree-Law 16/2012, which regulates migrants' access to public healthcare services in Spain. In particular, it examines the political rationale behind the restriction of migrants' access to primary and specialised healthcare services. We depart from the right to health as it is defined in the Spanish and international legislations to deconstruct three arguments used by the Popular Party government – the administrative status, high health costs and possible pull effect of welfare policies – to legitimise irregular migrants' exclusion from full medical coverage. We contend that the Royal Decree-Law 16/2012 not only fails to meet the requirements of a human rights based approach but it may also be economically inefficient in the medium to long term.

In the last two decades, there has been a significant number of studies on the proposal of a basic income, but its relationship with the process of contemporary international migration has not been clearly and exhaustively analysed until now. In this article, the authors explore the viability of implementing a basic income of citizenship that could include immigrants with more than one year of residence within the target population. The main objective of this study is to contrast the arguments raised up by the hypothesis of a possible 'pull effect' of a basic income. The analysis focuses on the potential behaviour of agents who could be motivated to emigrate by the existence of a basic income in a destination country. The study brings in theoretical arguments and empirical data that question the magnitude and even the existence of a possible pull effect of a basic income, and points up that the proposal is neither a necessary nor a sufficient condition for an increase in migrant population. ; A pesar de la gran cantidad de estudios desarrollados en las últimas dos décadas sobre la propuesta de la renta básica, su relación con el proceso de migración internacional no ha sido abordado de forma clara y exhaustiva. En este artículo, se explora la viabilidad de la aplicación de una propuesta de renta básica de ciudadanía que incluya como población beneficiada a las personas inmigradas con más de un año de residencia. El principal objetivo del estudio es examinar la hipótesis del efecto llamada de una renta básica, contrastando los argumentos que la sostienen. El análisis se centra en el potencial comportamiento de los agentes que pretenden emigrar ante la introducción de una renta básica en un posible país de destino. El estudio aporta argumentos teóricos y datos empíricos que ponen en cuestión la magnitud e incluso la existencia de un posible efecto llamada de una renta básica, ya que apunta a que la propuesta no constituye una causa ni necesaria ni suficiente para el incremento de la población inmigrada.

Working document produced in the context of the European Energy Research Alliance (EERA), Sub-programme 1: Public perception and engagement ; In the last three decades, a number of studies have investigated the societal and public reactions towards energy technologies, from nuclear to wind energy, CCS or fracking in multiple contexts (countries, regions, towns). Usually based on survey methodology and case study research, these studies have researched a variety of issues, from the general societal acceptance towards a new technology at the country level to the public attitudes towards a proposed infrastructure in a particular community or the adoption of a new energy application by the end-users. Although research has significantly contributed to understanding the factors influencing the social acceptance of technologies, there are still a number of definitional issues that need resolution before research can meaningfully contribute to the analysis of social and public acceptance. In order to contribute to this debate, we first review the concept of social acceptance and its role in technology implementation and adoption. Then, we provide a working definition of social acceptance, characterize the three levels at which it is usually considered (general, local and individual), as well as its basic components (public, political and stakeholder). Then, we focus on the concept of public acceptance; provide an operational definition of public acceptance and discuss the ways of measuring it via survey questionnaires. In a third section, we discuss some of the methodological challenges that, in our view, the research in this field faces.

El objetivo de este artículo fue describir los efectos de la contaminación atmosférica sobre el bienestar y la calidad de vida en los países latinoamericanos, siguiendo los métodos sistemáticos de las guías PRIMA-P. A tal fin, se realizó una búsqueda sistemática de estudios empíricos publicados en las bases de datos de WoS, Scopus, Scielo y PubMed. Así, se identificaron 17 estudios relevantes publicados entre 1986 y 2021: 16 con diseños cuantitativos y 1 con diseño cualitativo. Los estudios seleccionados se agruparon en tres enfoques temáticos: salud mental (41 %), emociones negativas (35 %) y bienestar subjetivo (24 %). Los resultados indican que la contaminación acústica influye en varios componentes del bienestar, como la satisfacción con la vida, el bienestar subjetivo, la percepción de la calidad de vida, los síntomas de depresión o ansiedad, las emociones negativas como la angustia, la molestia y la frustración, entre otras. Sin embargo, también había múltiples vacíos empíricos que llenar.
