Democratization as a pathway to populism: The case of Tunisian public discourse from 2011 to 2021

Since 2011, the Tunisian democratic transition was widely presented as a model for success and moderation. Therefore, most foreign observers were shocked when the Tunisian street enthusiastically welcomed President Kais Said's decision on 25 July 2021 to declare the state of exception and to suspend the Parliament, thus bringing to a halt Tunisian democratization. The popularity of such decisions raises serious questions about the reality of Tunisia's success, but also about the nature of its democratization. Infested with deep ideological hostility and distrust, this experience suffered from a lack of political courtesy and mutual respect. Coupled with a dangerous tendency towards discursive conflictuality, these conditions weakened the Tunisian pluralist institutions and paved the way to populism.

Keynes et la tentation du protectionnisme, 1929-1933

En 1914, les convictions libérales classiques de Keynes ont subi l'épreuve de la fin de la paix mondiale que promettait le libre-échange. Cette prise de conscience a profondément influencé les solutions économiques qu'il a ensuite élaborées pour répondre aux différents défis auxquels la Grande-Bretagne et le monde devaient faire face. Entre 1929 et 1933, sa pensée exprimait clairement un doute quant à la capacité du libre-échange à préserver la paix. En effet, le laisser-faire, qui n'est jamais collectivement respecté, exacerbe la concurrence et conduit à une sorte de nationalisme économique déguisé. D'où la nécessité d'une action internationale concertée afin de gérer l'interdépendance et d'assurer la stabilité. Puisqu'une telle solution n'était pas envisageable dans une situation de crise mondiale, le chemin le moins risqué était celui de l'intervention de l'État britannique afin d'assurer une gestion intelligente de l'interaction inévitable entre l'économique et le stratégique dans les relations internationales de l'époque. Dans ce sens, Keynes est allé jusqu'à envisager les avantages de l'autosuffisance nationale pour la promotion de la paix. Cet article étudie les raisons, parfois dissimulées, qui l'ont poussé à se rapprocher ainsi du protectionnisme.
British Imperialism of free-trade, 1846-1932. A Geoeconomics Analysis ; L'impérialisme britannique de libre échange, 1846-1932. Une analyse géoéconomique
The pinnacle of the British Empire in the middle of the XIX th century coincides with the beginning of an era of economic free-trade that progressively stood out as a crucial doctrine and as an essential factor of British power. Organized by the City, the networks of the commerce and the international finance became a geopolitical instrument for the imperial territorial expansion. The junction between the economic dimensions and the strategic considerations was the central element of the British national project, offering a link between the domestic history and the foreign history of the United-Kingdom. Borne during the Pax Britanica, this link was but partially questioned by the First World War, which, contributed, however, to create the political and economic conditions that will lead to a new project for the British nation. ; L'apogée de l'Empire britannique au milieu du XIXe siècle coïncide, au niveau économique, avec le début d'une période de libre-échange qui s'est progressivement imposé comme une doctrine centrale et comme un facteur essentiel de la puissance britannique. Organisés autour de la City, les réseaux du commerce et de la finance internationale se sont transformés en un instrument géopolitique pour l'expansion territoriale de l'Empire. L'intersection entre les dimensions économiques et les aspects stratégiques a constitué l'élément fondamental du projet de la nation britannique, offrant ainsi un lien entre l'histoire intérieure et l'histoire extérieure du Royaume-Uni. Fruit de la Pax Britannica, ce lien n'a été que partiellement remis en question par la Première Guerre mondiale. Celle-ci a toutefois contribué à créer les conditions économiques et politiques qui finiront par produire un nouveau projet pour la nation britannique.
